Dear Jason:
I am enclosing a completed pre-inspection application for the St.
Andrew' s House Clergy Cottage remodeling project. Also, find a
partial survey drawing, vicinity map, and a sheet of sketches
showing our proposed changes to the cottage.
The Clergy Cottage is deteriorating and needs comfort and safety
improvements. Most of our work will be to insulate the building,
add insulated glazing, add a second bathroom, upgrade the plumbing
and wiring, rebuild the deck, replace some rotting beams
underneath, and relocate the septic drainfield up the hill next to
the lodge. We' re also proposing two minor shell changes to make
the cottage more liveable.
Please call Mr. Burt Duncan, the caretaker at St. Andrew' s House,
to arrange a time to visit the cottage (there are usually guests
staying there, so an appointment would be best) . Burt' s phone
number is 898-2362 .
Please let me know if you have any questions before your visit.

RE: Shoreline Pre-inspection. St. Anderew's House, Clergy Cottage. Hood Canal
Dear Mr. Rice:
A shoreline pre-inspection of the subject property was conducted on September 7, 1993. The
following will discuss the findings of the evaluation. I believe I have addressed all the
comments referenced on the sketch.
Three quarters or more of the clergy cottage is built over the water, thus making it existing non-
conforming. Existing non-conforming structures may be maintained and repaired. Expansion
of a non-conforming development is prohibited under the Mason County Shoreline Master
Program. The MCSMP also states, Nonconforming development may be continued provided
that it is not enlarged, intensified or increased or altered in a way which increases its
nonconformity:...,." Most of what is proposed for the clergy cottage is deemed expansion and
thus prohibited. The bump out for the new wood stove is considered expansion. The new roof
area over the existing deck is considered expansion. The bay/bay window is considered
expansion. The new laundry area is considered expansion. New exit door at rear is
permissible. The addition of the dormer is considered expansion. Insulated siding is considered
normal maint. and repair and is permissible, as is glazing replacement. The proposed new
concrete walk area is permissible. The "open front" shed would need to setback a minimum of
15' from the ordinary high water mark and 5' from the road right-of-way. Replacement of
decking only is permissible and structural members which constitute less than 60% of the whole.
Stairs to the beach will need a Washington Department of Fisheries Hydraulic Project Approval,
SEPA compliance, a Mason County Building Permit and possibly a Substantial Development
Permit (please refer the enclosed Piers and Docks chapter which gives information on stairways.)
The proposed pier, ramp, float and rock bulkhead would require a Substantial Development
Permit, HPA, building permit, SEPA and approval from the United States Army Corps of
Engineers.
