SHR2002-00017, Bell & Richmond proposal Planning staff is contacting you regarding the above shoreline permit which you reviewed in public hearing on March 25, 2003. At that time the public hearing was continued until Tuesday April 1, 2003, indicating that written testimony could be submitted until 5pm on March 31. It has come to my attention that a letter written by staff-- and referenced in the project's staff report --was inadvertently omitted from the packets submitted to the Board for review. For reference please see page 4 of the SHR2002-00017 staff report dated March 25, 2003, end of the first paragraph of the Piers, Docks Analysis section which states "...see staff letter dated December 10, 2002." Staff apologizes for the omission—the letter is attached for your consideration as you review the case and the staff report packet. It documents a meeting between myself, the applicants, and their biologist, Amy Leitman, on the same date as the letter. Ms. Leitman referenced the meeting in her early testimony last evening,but appeared to have a somewhat different recollection of the events during that meeting. Dear Ms. Richmond &Mr. Bell: Mason County planning staff is contacting you regarding the project listed above, and our understanding from you of its current status and your next steps. Earlier staff visited the site, then spoke with you about the project in relation to county and other agency review (such as tribal government, fish &wildlife). At your request we also discussed the proposal with the agencies who would be commenting once the project enters public review. Thus far the Skokomish Tribe has expressed concerns about the proposal. We appreciated the opportunity to again meet with you and Amy Leitman today at your site. Staff shared information on the shoreline permit review process, and we discussed issues relating to your proposal, including how the lack of other similar docks in the general area may affect review of your proposal. Based on today's meeting, we understand that you wish your shoreline permit application to continue through the review process, even though outcome is uncertain. In order for staff to initiate the public process, please provide a more accurate site plan which shows the entire parcel and structures, in relation to each other and the site. Doing so will more accurately represent the location of the proposed dock, which is now incorrectly shown as coming straight out from the area directly in front of the picture window. Because you now propose to revise your project down to a smaller size (approximately 70ft in length) in the interest of minimizing shoreline impact, please also provide revised dock plan and elevation drawings. Tidal depths will need to be shown. Once we receive the revised information, staff will initiate the public process. During that process you'll receive copies of paperwork as it is distributed. We will also be contacting you later to discuss a public hearing date that works for you.
