Purpose of Checklist:
The State Environmental Policy Act(SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be
prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of
this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or
avoid impacts from the proposal)and to help the agency decide whether an EIS is required.
Instructions for Applicants:
Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are
significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or
give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be
able to answer the questions from your own observations or project plans without the need to hire experts. If you really
do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply".
Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer
these questions if you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on
different parcels of land. Attach any additional information that will help describe your proposal or its environmental
effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional
information reasonably related to determining if there may be significant adverse impact.

11. Give a brief, complete description of your proposal, including the proposed uses and the size of the project and
site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal.
You do not need to repeat those answers on this page. (Lead agencies may modify this form to include additional
specific information on project description.) The project site is in the town of Union, on Hood Canal. The site
is a Street R.O.W., 50' wide and 145' from OHW line to SR106 R.O.W., and continuing waterward of the
OHW line. Project entails demolishing an existing conc. boat ramp and installing a 16' wide x 102' long ramp
of pre-cast concrete planks to provide better launch depth. A new dock system will be installed and the
existing gravel parking/driveway will be paved. The site's use will continue to be a boat ramp facility.
Area of site improvements above OHW= 7,500 sf. Area of improvements waterward of OHW= 3,000 sf.

would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site
plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by
the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related
to this checklist.

B. ENVIRONMENTAL ELEMENTS
1. EARTH:
a. General description of the site(circle one): lat rolling, hilly, steep slopes, mountainous, other(explain).
Upland above OHW is flat. Waterward o OHW slopes gently at 15%+/- for first 50', then slope
lessens to 8% and less.
b. What is the steepest slope on the site (approximate percent slope)? Steepest slope is approx. 18% and
only for a vertical change of 3 ft.
c. What general types of soils are found on the site(for example, clay, sand, gravel, peat, muck)? If you know
the classification of agricultural soils, specify them and note any prime farmland.
Underlying 3" of gravel surfacing, mostly loose to medium dense gravel with sand and silt extending
to approx. 28' depth, followed by 5' of silty fine to coarse gravel with sand. Below 33' depth is very
dense, cemented silty fine to coarse gravel with sand to beyond 41' bore depth.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe.
No.
e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of
fill. Minor grading will be done in the upland parking & driveway. Avg. parking/driveway grade may
be raised approx. 0.2'. Ex. soil will be excavated to 8" depth. Fill will be crushed rock and asphalt in
pavement areas, concrete at the ramp approach, and washed rock in landscape areas, all from local
sources, totaling approx. 60 c.y. With fill in water as described in section B.3.a.3 Net Fill = 49.7 c.y.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
No, the site is already cleared, slopes are minimal and use will not change. All areas of the upland will
either be paved/hard-surfaced, or washed rock over geotextile. No changes will be made below OHW
that would facilitate erosion.
g. About what percent of the site will be covered with impervious surfaces after project constructions(for
example, asphalt or buildings)? The project site is already impervious. Approx. 85% of upland will be
impervious. The current situation has greater than 90% as crushed rock surfacing is considered
impervious.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Silt fence and turbidity curtain will be deployed. River Cobble armoring along the east edge of the
ramp will protect against wave action.
2. AIR:
a. What types of emissions to the air would result from the proposal (i.e. dust, automobile, odors, industrial wood
smoke)during construction and when the project is completed? If any, generally describe and give
approximate quantities, if known. There will be heavy equipment emissions during construction, but
only for short periods. In finished project there will be less dust than is currently produced. There will
be no change in land use, and no increase in exhaust emissions.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe.
None.

c. Proposed measures to reduce or control emissions or other impacts to air, if any:
Soils will be dampened if needed during construction to control dust. No measurable impacts are
expected after project completion.
3 WATER:
a. Surface:
1) Is there any surface water body on or in the immediate vicinity of the site(including year-round and
seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If
appropriate, state what stream or river it flows into.
Yes, the site is on Hood Canal.
2) Will the project require any work over, in, or adjacent to(within 200 feet)the described waters? If yes,
please describe and attach available plans.
Yes. See drawings. The entire project is over, in, or within 200' of Hood Canal.
3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or
wetlands and indicate the area of the site that would be affected. Indicate the source of fill material.
A total of 72 c.y. of material will be removed at the existing conc. ramp and proposed conc. plank
ramp. Fill materials are: Pre-cast concrete planks - 28.7 cy; CSBC & steel rails for ramp base/
subgrade - 16 cy; River cobble armor - 4.5 cy; 18" dia. steel pipe piles - 0.5 cy.
Total area affected = 2,500 sf. Total fill =49.7 c.y.
4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and
approximate quantities if known.
No. Work will be done during low tides.
5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan.
No.
6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of
waste and anticipated volume of discharge.
No.
b. Ground:
1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description,
purpose, and approximate quantities, if known.

Describe the general size of the system, the number of such systems, the number of houses to be served

The parking/driveway part of the site will be graded similarly to how it is currently graded. The
pavement will sheet flow stormwater to the new boat ramp where it will infiltrate or flow into Hood
Canal
2) Could waste materials enter ground or surface waters: If so, generally describe.
No waste materials will be produced or discharged as a result of normal use of the boat ramp facility.
d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any:
The proposed improvements will slightly reduce the amount of impervious surface.
4. PLANTS:

There is no existing vegetation of habitat value. 720 sf. of grass area will be planted.

which is of no value as wildlife habitat. Waterward, the dock floats will rest on support arms during
low tide and will not be allowed to ground. Dock decking will be all grating to maximize light
penetration.

a. What kinds of energy(electric, natural gas, oil, wood stove, solar)will be used to meet the completed project's
energy needs? Describe whether it will be used for heating, manufacturing, etc.

b. Would your project affect the potential use of solar energy by adjacent properties: If so, generally describe.

7. ENVIRONMENTAL HEALTH:
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion,
spill, or hazardous waste that could occur as a result of this proposal? If so, describe.

long-term basis(for example: traffic, construction, operation, other)? Indicate what hour's noise would
come from the site. Noise produced from the completed project will be same as is currently
produced... small boat motor sounds for short periods. No long term increase is expected. There will
be short term construction related noise from heavy equipment. Pile driving will be done with a
vibratory hammer. Construction will be limited to Mason County working hours of 7:00 AM to 7:00

8. LAND AND SHORELINE USE:
a. What is the current use of the site and adjacent properties? Currently the property is used as a boat
launch. Adjacent/nearby properties are mainly residential to the west and across the highway to the
south. Adjacent on the east side is a marina and an eating/drinking establishment. A state highway
borders on the south side.
b. Has the site been used for agriculture? If so, describe.
No.
c. Describe any structures on the site.
There is a 24' x 95' concrete boat ramp.
d. Will any structures be demolished? If so, what? No.

10. AESTHETICS:
a. What is the tallest height of any proposed structure(s), not including antennas;what is the principal exterior
building material(s) proposed? Tallest structure(s) would be the 18" dia. galvanized pipe piles (8 total) &
would stand about I F above OHW level. Other structures would be the aluminum gangway, aluminum
& HDPE dock system, conc. ramp & gangway abutment, and a wood kiosk (roof approx. W high).
b. What views in the immediate vicinity would be altered or obstructed? Gangway, dock & piles would be
most visible in views from the marina looking northwest, and in views from the two nearest residence(s)
to the east, one of which has similar dock, piles and gangway.
c. Proposed measures to reduce or control aesthetic impacts, if any:
Clean, neat, well designed project.

11. LIGHT AND GLARE
a. What type of light or glare will the proposal produce? What time of day would it mainly occur?
No lighting will be installed in the project. Existing solid wood fence along west edge and Marina
building along east edge provide barriers to headlights on east and west sides. There may be some
headlight glare to the south, but no change from the current situation.
b. Could light or glare from the finished project be a safety hazard or interfere with views?
No.
c. What existing off-site sources of light or glare may affect your proposal:
None.
d. Proposed measures to reduce or control light and glare impacts, if any:
Leave fence and building in place.
12. RECREATION:
a. What designated and informal recreational opportunities are in the immediate vicinity?
There's a marina facility on the adjacent property to the east.
b. Would the proposed project displace any existing recreational uses? If so, describe.
No
c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be
provided by the project or applicant, if any:
The project is intended to accommodate recreational boating on Hood Canal.
13. HISTORIC AND CULTURAL PRESERVATION:
a. Are there any places or objects listed on, or proposed for, national, state, or local preservation registers known
to be on or next to the site? If so, generally describe.
No.
b. Generally describe any landmarks or evidence of historic, archaeological, scientific, or cultural importance
known to be on or next to the site. As part of a cultural resources assessment, 3 shovel probes were
performed on the site and shell midden was found in all three probe holes.
c. Proposed measures to reduce or control impacts, if any:
The area of disturbance will be limited to the footprints of the existing concrete boat ramp and the new
concrete plank ramp.

14. TRANSPORTATION:
a. Identify public streets and highways serving the site and describe proposed access to the existing street
system. Show on site plans, if any.
The project site abuts SR 106 on the south border(See attached plans).
b. Is site currently served by public transit? If not, what is the approximate distance to the existing street system?
Show on site plans, if any.
Public transit is not practical to users of the facility.
c. How many parking spaces would the completed project have? How many would the project eliminate?
Completed project will have 4 trailer spaces and 1 standard vehicle space. Currently, parking is not
delineated. The new parking layout may eliminate 1 or 2 undelineated spaces.
d. Will the proposal require any new roads or streets, or improvements to existing roads or streets, not including
driveways? If so, generally describe(indicate whether public or private).
No.
e. Will the project use(or occur in the vicinity of)water, rail, or air transportation? If so, generally describe.
No.
f. How many vehicular trips per day would be generated by the completed project? If known, indicate when
peak volumes would occur. Unknown,but there would be no increase. Estimate 10-20 current and future
trips per day. Peak volumes in morning and daylight hours during shrimp season,and when tide isn't low.

Proposed parking will be structured, whereas currently it is not.

ESA LISTED SALMONIDS CHECKLIST
This worksheet was designed to help project proponents, and government agencies, identify when a project needs
further analysis regarding adverse effects on ESA(Endangered Species Act)listed salmonids. Salmonids are salmon,
trout and chars, e.g. bull trout. For our purposes, "ESA Listed Salmonids" is defined as fish species listed as
endangered, threatened or being considered for listing.
If ESA listed species are present or ever were present in the watershed where your project will be located, your project
has the potential for affecting them, and you need to comply with the ESA. The questions in this section will help
determine if the ESA listings will impact your project.
The Fish Program Manager at the appropriate Department of Fish and Wildlife (DFW) regional office can
provide information for the following two questions.
