The entire site is cleared of native vegetation and surfaced with gravel. Along the east and west edges of the site are 3-4 ft. strips of weed grass, dandelions and other various weeds. No area on the site is suitable for wildlife habitat. The area below the OHW line is marine shoreline and tidal flats on Hood Canal. Nearly all of the project area is above the MLLW mark. 5m. An 8'x70' floating dock with a 5'x64' gangway will also be constructed. The driveway and parking area will be paved and striped and an information kiosk and accessible ramp to the gangway will be installed. 6b. Describe the purpose of the project and why you want or need to perform it. h( eM Because of the short length and high end elevation of the existing ramp, boat launching opportunities are limited to periods of higher tides. The proposed ramp will be 4' longer and extend to an elevation approx. 1' deeper than the existing ramp, thereby increasing the hours of usability. Also, the existing facility has no dock and is not ADA compliant. Proposed work includes the demolition of 2,280 square feet of existing concrete boat launch ramp, installation of a new floating dock system and gangway, and construction of paved driveway ramp access and parking area. The existing ramp will be demolished and hauled and disposed off-site. A new concrete plank ramp and dock system will be constructed. Proposed new improvements comprise the following: • Boat Ramp that includes: 1. 1,632 sf of pre-cast cement concrete planks — 1,620 of which is waterward of the OHW mark, and 1,371 sf of which is waterward of the MHHW line. 2. Approximately 250 sf of river cobble armor along the boat launch ramp's east edge • Dock System (848 sf, all waterward of the OHW mark, and 775 sf waterward of the MHHW line) that includes: 1. 560 sf (8'Wx70L') of floating dock waterward of the MHHW line and OHW mark. Dock floats will be fabricated from 24" dia. heavy-duty HDPE pipe. All decking will be fiberglass grating fastened to fiberglass framing; 2. Eight (8) 18-inch diameter galvanized steel pipe piles (104 sf with pile hoops) to support the floating dock — all waterward of the MHHW line and OHW mark; and 3. 320 sf (5'Wx64'L) of aluminum light-penetrating gangway, 318 sf waterward of the OHW mark, and 245 sf waterward of the MHHW line (58 sf of which will overlap the floating dock); and • Also associated with the dock system will be a 245 sf elevated wood-framed gangway access ramp (all of which will be upland of the OHW mark) which support the gangway at the upland end. • The existing parking and driveway area, all upland of the OHW mark, will be paved. • An information kiosk will be constructed near the gangway access ramp. Equipment to be used for installation will likely be both land-based and barge equipment. The majority of work will occur from land-based equipment (excavators and/or cranes equipped with buckets). If barge equipment is to be used, strict measures will be taken to ensure no grounding occurs. Demolition and removal of the existing ramp, as well as installation of replacement structures, will occur only during low tides. Installation of galvanized steel pilings will be performed with a vibratory driver being the preferred method for piling installation. Floating silt curtains will also be used to control potential sediment run-off from excavation and/or replacement structure installation. All construction debris will be disposed of off-site at an approved upland facility. Pre-cast concrete ramp planks, dock floats, and gangway will be fabricated off-site and moved into place with land-based equipment. Paving of the parking and driveway will be performed with standard roadway paving equipment. The kiosk will be constructed of wood using standard carpentry practices. The accessible gangway ramp will be supported above ground on 6" or 8" dia. pipe piles, will be framed with wood beams &joists (either environmentally safe pressure treated, or cedar) and decked with Trex. 6f. Describe how the project is designed to avoid and minimize adverse impacts to the aquatic environment. hel ❑ Not applicable • The proposed improvements waterward of the OHW mark are constrained within the footprint of the existing concrete ramp to the greatest extent possible. • The proposed ramp area is smaller than the existing ramp. The net concrete surface area waterward of OHW will be reduced by 680 s.f. • The facility's use will be exactly the same as the current use. The design includes designated/structured parking spaces on pavement. Ramp users will not be able to park wherever they can "squeeze" their vehicles in as they currently do during peak user times, therefore, user capacity will not increase. • The floating dock will be suspended 12" above the maride bed on support arms attached to the piles, and will not be allowed to ground at low tide. • The dock will have HDPE floats for maximum buoyancy, which allows for maximum open area for light penetration. HDPE also resists aquatic growth, which will minimize the need for maintenance. • All of the dock's decking will be grated to allow maximum light penetration. The grating will match or exceed WDFW light penetrating requirements of 60% light penetration. • The finish ramp grade will be approximately 4" lower than the existing ramp, thereby reducing obstruction to current and improving natural sediment migration. 8b. Also, the new facility will have a net reduction of concrete ramp surface area of 650 s.f. from the marine bed. In addition, the Biological Evaluation for the project states the determination of effect for species likely to be present as "May affect, not likely to adversely affect" or"No effect". Also, the lower grade of the proposed ramp, as recommended by DNR, is expected to have a beneficial effect in reducing obstruction of currents and improving natural sediment transport. 8d.
