Project Description: Determine critical areas and shoreline setbacks for home
replacement.
Dear Applicant:
As part of this department's review of your permit application, a Shoreline Inspection (SPI) was
performed on your property. Below you will find comments made regarding the proposed
development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands
must be included in your specific proposal; these setbacks are included as part of the comments
listed below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments: SPI for Dallas Blair,
Site visit on 6/4/01. The Shoreline designation of the area is
Urban Residential and the Comprehensive Plan designation is
Rural. This is a shoreline lot, linear in fashion, running South to
North. Hwy 106 bisects the property near the shoreline. There is
an older residence on the South side of Hwy 106. The current
structure is behind the shoreline common line. The hill behind the
residence is heavily forested and steep, with slopes in excess of
30%.
The applicant is considering demolishing the current residence
and rebuilding in roughly the same footprint. Any new
construction over 30 inches above grade would need to be built
behind the shoreline common line, including decks, stairs, fences
etc. The common line is found by drawing an imaginary line
between the drip lines of the two adjacent residences. The
reconstruction of a similar residence appears to be a valid option.
The critical area with the biggest impact to future redevelopment
appears to be a type 4 or 5 stream. The stream is most likely a
type 4 because it was running during a time of drought, and it
does not appear to be accessible to fish. Currently under the
Mason County Resource Ordinance, Fish and Wildlife Habitat
Conservation Areas Chapter 17.01.110, (enclosed) the total
buffer/ setback on a type 4 stream is 115 feet, and on a type 5
stream it is 90 feet. Regardless of whether it is a type 4 or 5 the
entire width of the property would be within the buffer/ setback. If
the property were empty at this point it would be unbuildable
without going through a variance process.
Currently under Chapter 17.01.110, section F.1. the remodel,
repair, or change of use of an existing building within its existing
footprint, plus or minus ten percent and provided that such
expansion does not increase any intrusion into the aquatic
management area or buffer is allowed. The Mason County
Planning Dept. has interpreted this to mean that older structures
may be demolished and replaced within fish and wildlife buffers
and within the same footprint, plus or minus 10 percent. The
existing structure may be replaced in the same footprint, (no
expansion) without any special permits or processes i.e. variance,
or habitat management plan. To expand the existing footprint up
to 10 percent may be permitted with an approved habitat
management plan. (See the enclosed Chapter 17.01.110, page
70). This section explains the requirements for a habitat
management plan, and what should be included with it. The

purpose of the habitat management plan (HMP) is to consider
measures to preserve and protect wildlife and habitat, and
considers effects of land use intensity, buffers, setbacks,
impervious surfaces, erosion control and retention of natural
vegetation etc. This report analyzes the impacts of development,
describes the existing habitat and provided mitigating measures
to protect, and possibly improve habitat
