Page 1 of 5 CASE NOTES FOR BLD2004-01680 CONDITIONS FOR BLD2004-01680 1) All construction must meet or exceed all local ordinances and the international codes requirements as adopted and amended by Mason County and the State of Washington. Occupancy is limited to the approved and permitted classification. Any non-approved change of use or occupancy would result in perm�ocation. X 2) All changes to"approved" building plans that effect compliance with the international codes as amended and adopted, or any other Mason County ordiM or regulation, must be reviewed and approved by Mason County prior to construction. X 3) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with Mason County ordinances and building regulations. X � �� 4) The internatioanl code requires a fire apparatus access road for every facility, building, or portion of a building that is more than 150'from an approved access road. Roads are required to meet the minimum Mason County Fire Marshal standards for Fire Apparatus Access Roads up to the point where such a s connect with a county maintained public road or to another fire apparatus access road which connects to a county maintained public road. X 5) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holder have prevented action from being taken. No more than one extension may be granted. X 6) The plan review check list and corrections are part of the approved plans and must remain thereto. It is the responsibility of the applicant to make the corrections indicated on the plans. Once the plans are marked "APPROVED", they shall not be changed or altered without authorization from the Building Official. The permit holder is responsible to retain the complete approved set of plans on site for the duration of the project. Failure to comply and/or removal of approved documents will result in failure of required building inspections. X 7) All approved plans are required to be on-site for inspection purposes. If an inspection is called for and plans are not available on site, then approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and must be collected by the Building De p t prior to any further inspections being performed or approvals granted. X BLD2004-01680 Please referto the following pages for conditions of this permit. 2 of 5 8) In accordance with international codes and Title 14, Mason County Building Code, "Standards for Fire Apparatus Access Roads,"all new structures that require an address shall have approved numbers or addresses located at the beginning of long driveways when the address is not clearly visible from the access road. The numbers shall also be plainly visible and legible from the street or road fronting the property and shall contrast with their background. Mason County Building Department requires that this be completed prior to calling for any site inspections. A re-inspection fee based on rates as adopted by the jurisdiction and the international codes will be assessed if the owner and/or contractor fail to post the address on site prior to requesting inspections. X 9) Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly corrode metal fasteners, conneclorshaand flashing. Install metal connectors approved for contact with the new types of pressure treated material. x 10) All property lines shall be clearly identified at the time of foundation inspection. X 11) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-80�0982. The person signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law. X T- 12) The "approved" site plan is required to be on-site for inspection purposes. If an inspection is requested and the"approved" site plan is not on site, then approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and shall be collected by the Building(pepartment prior to any further inspections being performed or approvals granted. 13) This structure is limited to U-occupancy use only(private garages, carports, sheds, and agricultural buildings.) Any other use will be in violation of the inter I codes and Mason County Regulations unless a"Change of Use" permit is applied for, reviewed and approved. X 14) This structure is approved as un-heated space. If at any time this building is to be used for anything other than what it is approved for, a change of use perm be applied for, reviewed and approved prior to the change. X 15) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building Insp�t�hshall be made prior to requesting additional inspections. X , 16) The approval of this project is subject to the recommendations and specifications outlined in the attached geotechnical report or assessment. Structures and/or land modifications (grading, cuts, fills, etc.) required in the geotechnical report/assessment, may require a seperate permit. The geotechincal report/assessment shall remain attached to the approved building plans. X BLD2004-01680 Please refer to the following pages for conditions of this permit. 3 of 5 17) Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which is proposed to be located within 25'of a Mason County road right of way, it is suggested to contact that office to review future planned work which may affect your project.nn X j 18) Per 2003 IRC - SECTION R905- REQUIREMENTS FOR ROOF COVERINGS - R905.1 Roof covering application. Roof coverings shall be applied in accord th the applicable provisions of this section and the manufacturer's installation instructions. X 19) Per 2003 IRC - SECTION 1609 -WIND LOADS- 1609.1 Applications. Buildings, structures and parts thereof shall be designed to withstand the minimum wind loads prescribed herein. Decreases in wind load shall not be made for the effect of shielding by other structures. Per FIGURE 1609 BASI W ND SPEED (3-SECOND GUST)the wind speed for Mason County is 85 MPH. X 20) Watery is not to be degraded to the detriment of the aquatic environment as a result of this project. X 21) Prior to final approval, all upland areas disturbed or newly created by construction activities shall be seeded, vegetated or given an equivalent type of erosion protection (silt fencing or straw matting). X 22) Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained until upland vegetation has become established. X 23) Appro r dimensions and setbacks on submitted site plan. Setbacks are measured from the furthest projection of the structure. X 24) The exi i natural vegetative buffer shall remain undisturbed by any construction and/or development activities on the parcel. X 25) A monitoring plan shall be enacted whereby a qualified biologist shall submit a report detailing the condition of the restoration area. This report shall be due on�niversary date of the issuance of the building permit and shall be submitted annually for three years. X 26) A survival rate of 90% of plantings is required each year during the three-year monitoring period. If survival falls below 90%, the applicant shall replant to restorrequired survival percentage and shall extend the monitoring report the necessary period to address the replantings. X 27) All provisions of the Habitat Management Plan shall be enacted. Sincer ly, Tammi Clark Land Use Planner Mason County Planning Department 11/4/2004 1 of 2 BLD2004-01680 NOTIFICATION OF INCOMPLETE APPLICATION 11/4/2004 Case No.: BLD2004-01680 Comments: A site inspection was conducted on 11/03/04 to assess critical areas relevant to future residential construction. A Shoreline Pre-Inspection done in June 2001 indicates that a Type IV stream is near the proposed project. Under current regulations, the buffer/setback from a Type IV stream is 115 feet (100' vegetative buffer plus a 15' building setback). Please see the enclosed Mason County Resource Ordinance (MCRO) 17.01.110 Fish and Wildlife Habitat Conservation Areas. Per MCRO 17.01.110 (G) (1) (c) "New residential construction and major new development is not permitted within FWHCA or its buffer, except for the activities listed in this subsection G, or as approved through a variance or reasonable use exception as provided in subsection K." A Resource Ordinance Variance application is enclosed for your convenience. Per section B-a- at_. Management Plan (HMP) shall be required for new residential consTruction. A list of wetland consultants is enclosed for your information, of which some prepare HMP's. However, you may also choose other qualified professionals not on this list. The proposed project is adjacent to or within 300 feet of a steep slope. This area meets the criteria for a landslide Hazard Area per the provisions of the Mason County Resource Ordinance NO. 77-93. Applications for development within 300 feet of a Landslide Hazard Area require a geological assessment/ eotechnical report t q 9 g 9 p o assess slope stability y and address specific efforts to remediate the hazard. Enclosed is a copy of the Landslide Hazard Areas chapter of the Resource Ordinance. Please note the distinction between a geological assessment (Section E.4) and a geotechnical report (Section E.5). A geological assessment is required for slopes between 15% and 40%, and a geotechnical report is required for slopes greater than 40%. Your project will require a geological assessment. Please provide the enclosed ordinance to your licensed engineer or geologist so that 9 the a aware g y re e of all the requirements per Chapter 17.01.100, Section E.1-7. Missing information will result in further delay in the processing of your building permit. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact (Section E.7).
