The new bulkhead will be 64 feet in length and attach to an existing concrete bulkhead. This permit, with conditions, is granted pursuant to the Mason County Resource Ordinance (Chapter 17.01 MCC.) Nothing in this permit shall excuse the applicant from compliance with any other federal, state, or local statutes, ordinances, or regulations applicable to this project. This permit may be rescinded if the permitee fails to complete the project as proposed or fails to comply with the standards of this ordinance. A Hydraulic Project Approval from the Washington State Department of Fish +Wildlife must be granted prior to construction. For more information contact Doris Small or Margie Schirato, Habitat Biologists, at(360)895-4756. X 2.) Approved per dimensions and setbacks on submitted site plan. X 3.) All provisions of the Habitat Management Plan shall be enacted. X 4.) Large woody debris shall be anchored in front of the bulkhead as mitigation. The large woody debris shall be at least 18 inches in diameter and 6 to 12 feet in length with root wads attached. There shall be one for each 50 feet of bulkhead for a total of two. X 5.) The project work window from the WDFW timing would be closed between February 15 and July 15, the regular closure timing for Hood Canal. X 6.) Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered pollutants when discharged to waters of the state. X 7.) Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. X 8.) During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over all other work on the site. X 9.) Proper disposal of construction debris must be on land in such a manner that debris cannot enter Hood Canal or cause water quality degradation of state waters. X 10.) All trenches, depressions, or holes created in the intertidal area shall be backfilled prior to inundation by tidal waters. X 11.) All stormwater discharges must be constructed in a manner that will not cause scouring on the beach. X 12.) Fresh uncured concrete in direct contact with the water is toxic to aquatic life. All concrete shall be poured in the dry and allowed to cure a minimum of seven (7) days before contact with water. Dear Margie: Robert Thompson, who is applying for a Mason Environmental Permit (MEP2005-00050), has provided the enclosed Habitat Management Plan (HMP). The Fish and Wildlife Habitat Conservation Areas chapter of the Mason County Resource Ordinance (MCRO) requires that this particular MEP be accompanied by a Habitat Management Plan. The proposal is to construct a protective buiKnead extending 64' from and existing concrete bulkhead. Pursuant to Section 17.01.110.J, the MCRO provides for comment opportunity for Washington Department of Fish and Wildlife and the Skokomish Tribe. Please review the enclosed HMP and let me know if you have comments, question, or concerns about this plan. Any recommendations or suggestions for mitigation would be especially helpful.
