TARJA, P/W - Hydraulic Engineer SUBJ: C11F A. RIC M?DS Land Modification Consents Several concerns arise in consideration of the land modification activities proposed by Mr. Cliff Rickards. From the plans submitted, it appears that the clearing and leveling proposed would result in the casting of material onto the existing slopes where the grading comes within 5 to 10 feet of the property boundary (from Railroad depiction, this would appear to be the easterly boundary.??) . Placing of fill material in this area should be avoided unless it is proposed and properly executed, that is, vegetation removed and the fill slope reconstructed at a 2:1 slope if the slope exceeds 5 feet of vertical height. Fill materials should not be deposited on existing slopes exceeding 2:1. All finished cut and fill slopes should be kept flatter than 2:1 unless the cut or fill falls within the parameters outlined in the UBC Chapter 70. A time table is not provided, but as we are entering fall, erosion and sediment control measures should be installed before any grading activities commence. If E&S measure are not installed until needed, it will probably already be too late. This is particularly important along the easterly boundary of the site where grading is proposed to come relatively close to the neighboring property. The grade of the proposed road and ditches is not depicted on the proposal. I can only state that if the proposed road and ditches exceed 5% slope, armoring of the driveway ditches may be required. The proponent should be alerted to the requirement that any site receiving borrow material in excess of 50 cubic yards from his site would be expected to acquire a grading permit. Mr. Rickard proposes replanting of denuded soils upon project completion. Ecology requires stabilization within 2 days. If reseeding is not completed in time to expect germination and establishment of grass of sufficient maturity to control erosion, other measure may be required such as plastic covering and anchoring, straw coverage, jute mating or other acceptable Ecology EMPs.
