Project Description preinspection to determine wetland issues for potential BLA
Dear Applicant:
As part of this department's review of your permit application, a Resource Lands and
Critical Areas (RLC) site inspection was performed on your property. Below you will find
comments made regarding the proposed development and its critical values.
This information is based on County and State regulations as they exist to date. These
regulations may change and may affect the requirements for development of the subject
property.

Comments Planning staff Kristin Riebli and Pam Bennett-Cumming
performed site review to determine the presence or absence of
critical areas, to gather information for the pending boundary line
adjustment. This letter addresses issues relating to the wetlands
on site.
Site is gently sloping to the south and southeast. There is a
mixture of forested land, with some shrubby areas, wetlands, and
horse pasture. The southeast portion of the site includes a
wetland area with extensive deciduous tree and shrub vegetation.
There appears to be a small stream drainage easterly of the
property associated with the wetland. Some water drains in a
southeasterly direction across the westerly pasture into this
wetland area, however it is not clear that it has any clearly
defined channel (i.e. constitutes a stream by definition). There is
a small pond which is partly on the southwesterly portion of the
property, near the location the applicants wish to use as a
proposed building site. Vegetation growing in the pond appears
to include Spiraea and Nootka Rose.
To adequately understand the wetland boundaries, wetland typing
(i.e. Washington Wetland Rating System), a wetland delineation
and typing will be needed, completed by a wetland professional,
according to the Department of Ecology Manual (see attached
wetland chapter for details). Once we have a clearer indication of
the wetland boundaries and types, it will be clear what the
setbacks are, and how to approach relocating the boundary lines
to create usable lots.
You discussed locating your revised access to the back area
close to the wetland area. Location of the boundary road in a
wetland buffer would require a Mason Environmental Permit, and
review under the wetland chapter. Locating with the least impact
to the wetland and/or its buffer is considered most consistent with
the chapter, and requires the least amount of mitigation for
impact.

about issues pertaining to the actual process of boundary line
adjustment.
