RE: Initial Review Questionnaire (IRQ) for land use on parcel 42016-75-00050.
Dear Mr. Fenton:
This letter is in response to your Initial Review Questionnaire (IRQ) dated January 13,
2004. You are asking to establish a vehicle towing service on your property located on
parcel 42016-75-00050. The property is part of the Inholding Lands designation located
in the Rural Area, as designated by Mason County in August 1995.
A vehicle towing service is a land use that is typically located within or nearby towns,
where the needs for such service are expected to occur. The standards which Mason
County applies to land uses around the county are found in the Mason County
Development Regulations. A towing service could be associated-with a vehicle repair
land use; Mason County standards do allow vehicle repair land uses as a home
occupation or cottage industry on a property that has a single-family residence as a
primary land use. A towing service could be associated with a vehicle wrecking yard;
Mason County standards does allow a vehicle wrecking yard to be located in an urban
growth area(like Shelton or Belfair),but does not allow them in any other zone outside
of the urban area(even as a home occupation or cottage industry).
Several points about these standards must be clear. Mason County has established
standards in the Rural Lands of the county that maintain rural character of these lands,
and these standards serve to permit compatible land uses to exist. A cottage industry land
use must operate with certain management practices or the property owner must apply for
and receive a special use permit. These standards are found in the Development
Regulations Sec. 1.03.021 that is attached. Your land use has to be limited by following
these standards and cannot become a wrecking yard out in an area that is four miles from
any other community.
Mason County Development Regulations also has regulations concerning the
accumulation of vehicles on a property in the Rural Residential zone and on Inholding
Lands. If you proceed with starting such a towing service, you will need to comply with
t the additional standards of Development Regulations Sec. 1.03.040 Off Street Parkin;
these standards apply whether you have the towing service or not.
