Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 1/5/2009 Page 1 of 3 SP12008-00186 Site Inspection 1/5/2009 Case No.: SP12008-00186 Comments: Pre-inspection for Mike Oliver on Dec. 10, 2008: The purpose of the pre-inspection was to evaluate issues regarding development proposed on this triangular-shaped parcel along the south side of Shelton Matlock Rd. The parcel is a 0.41-acre remnant portion of the Long Term Commercial Forest property to the north and east that exceeds 200 acres. The parcel has a 180-foot width and 100-foot depth and general slopes of 5 percent. The property has much of the vegetation removed, and has an existing access apron from Shelton Matlock Rd. The applicant wants to know the development standards to follow in developing this property. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: _Y_ The site is in Long Term Commercial Forest designation. Clearing a site on the property and providing an access driveway will not need a special permit beyond a Public Works road access permit. If a structure is proposed, the applicant shall notify the adjacent forest land owner that a structure is being proposed and provide for comment to the proposal. In addition, a proposed structure is subject to review by Mason Conditional Environmental Permit, involving an application, public hearing, and decision by the County Hearings Examiner. Standard building setbacks are 25-foot front yard setback, and 20-foot side property line setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. _Y_ An administrative variance may be requested to reduce these setback distances from property lines, to as low as 5 feet (side yard) or 10 feet (front yard), if the size, shape, or features of the property constrain development from the proper setbacks. This process requires application and review at the time of the building permit submittal. Resource Ordinance Standards: _N_ Slope or Landslide hazards: Slopes 5 percent or less are adjacent to or within 300 feet of a proposed project were observed; slumping or seepage conditions that could contribute to sliding were not observed. The applicant will not need a geologic special report during development review. _N_ Wetland critical area: Planning staff confirmed that this 1/5/2009 Page 2 of 3 SP12008-00186 Site Inspection 1/5/2009 Case No.: SP12008-00186 parcel does not contain certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The applicant will not need a wetlands special report during development review. _N_ Stream setbacks: Stream critical areas (recognized by state, county, or tribal agencies) were not observed during the inspection; the drainage feature to the southwest is a seasonal flow resulting from seepage and area runoff from the east. The development setbacks from these features would not apply to a proposed improvement on the subject parcel. _N_ Shoreline setbacks: Shoreline setbacks: The typical shoreline designation for the vicinity is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. No shoreline critical areas are present and the development setbacks from these features would not apply to a proposed improvement on the subject parcel. General process: When future site development is proposed, a permit must include a site plan, showing all setbacks from property lines, roads, buildings, drainages, and existing and proposed improvements; this site plan will be needed for permit review. Proposed buildings need the Mason Conditional Environmental Permit approval; clearing a site and providing an access driveway will not need this permit.
