Dear Mr. Dumontet,
Earlier this month, this department received a land modification
permit application with your name on it . Before for we can sign
off your permit we need to receive and review a Resource Lands
and Critical Areas Checklist (RLC) . We have no record of an RLC
being submitted for your project . Unfortunately I could not
contact you by phone due to inaccurate information on your
application. I have also tried to contact the contractor you
listed, Don Macveg, but he had no knowledge of your case .
Please find an RLC enclosed you may fill it out attach 40 . 00

Re: Land Modification Permit; GRD 94-0015; Filling 450 cubic
yards.
Dear Mr. Dumontet:
Planning staff have field inspected your proposed site for
landfilling and have the following comments:
1. There is a biological wetland located on the site. It appears
this wetland is interconnected (not isolated; see map) to other
wetlands.
2 . A "Mason Environmental Permit" (MEP) is required for "the
dumping of, discharging of, or filling with any material" into a
wetland which is not isolated (Interim Resource Ordinance, Ch.
17.01 . 170 (D) (1) (b) ) . I have enclosed an MEP application form. The
filing fee is $100 . 00 (non-refundable if permit is denied) .
3 . Environmental review (SEPA) will have to be conducted on this
project also. I have enclosed an environmental checklist which
should be filled out and returned with your MEP application. A
separate fee of $100 . 00 is required.
4 . In order to receive approval of the MEP it will be necessary
for you to demonstrate that filling of the wetland will not impair
either water quality or the flow of water during high water events .
No increase in water flow onto adjacent properties is allowed.

Mr. Dumontet:
A separate site inspection has been conducted regarding the above
referenced permit action. We believe this wetland to be
interconnected with other wetlands in the area, at least at high
rain events. As such, our May 2, 1994 letter to you still stands,
and the permit requirements outlined apply.
