This project is a fish habitat enhancement projec'managed by the South Puget Sound Salmon Enhancement Group with funding from the Salmon Recovery Funding Board and the Squaxin Island Tribe. The primary goal of this project is to restore fish passage to Likes Creek,a major tributary to Goldsborough Creek, Mason County, WA. Fish passage to this system is currently blocked at two separate,adjacent stream crossings. The project will restore fish passage with the installation of stream simulation-design culverts.Large woody debris(LWD)elements will be installed downstream of each culvert to provide short-term gravel retention and habitat. Although some disturbance to the existing stream channel and fringe wetland will occur,these effects will be temporary and self-mitigating, as the long-term benefits of the project will lead to increased stream and wetland functions including added habitat diversity and fish habitat. This project is consistent with the intent and criteria for WDFW's streamlined HPA process per RCW 77.55.181 and the Corp's Nationwide 27 restoration permit. If your project meets the requirements below,you are entitled to the streamlined Hydraulic Project Approval(HPA)process,exemption from the State Environmental Policy Act(SEPA),and exemption from all local government permits and fees. To apply for the exemption process,you must provide,on the same day,a complete application package to: the Department of Fish and Wildlife(WDFW)and all applicable local government planning and permitting departments. Local governments have 15 days to provide comments to WDFW to aid it in deciding whether your project qualifies(see below for details). To QUALIFY for the fish habitat enhancement exemption you must check at least one each from A and B andprovide a letter of approval from one of the agencies listed in B.It is highly recommended you discuss your proposal with the local Habitat Biologist prior to submitting your application. Fish passage has been blocked for many decades (estimated at least 100 years) due to the presnence of two full barrier culverts near the mouth of the stream. This project is a salmonid habitat enhancement project funded by the Salmon Recovery Funding Board, with matching funds from the Department of Ecology and the Squaxin Island Tribe. This project is one of several projects that has been identified and prioritized by the Salmon Recovery Lead Entity in WRIA 14 to enhance fish habitat and increase salmon productivity. 6c. The stream will be de-watered using a combination of coffer dams and pumps. Prior to de-watering, fish exclusion nets will be placed above and below the project area. After de-watering, the existing railroad embankment and County road will be cut open to prepare for the new culverts within the 100 year floodplain. The new culverts will be installed using excavators, bobcats, and other large equipment, and the streambed will be back-filled with stream gravel material; the embankment around the culvert will be rebuilt with rip-rap for stability and protection. A series of Large Woody Debris structures will be placed in the inter-culvert streambed for habitat and temporary scour control. 6f.
