RE: MERV SETTLE"S RESTORATION PROJECT

According to the restoration proposal, the wetlands that were affected had the following
functions:
OVERALL FUNCTION: Water quality remediate functions due to the adjacent location to
the seasonal creek. Remediate functions consist of a) some type of
biofiltration/bioremediation due to the existence of dense vegetation within the wetlands; and
b) short-term water storage capacity. (It seems that in the past the wetlands were able to
reduce peak flows. I believe this function was lost long time ago).
Another function mentioned was long-term water storage for base flow continuation of
Goldsborough Creek.
OVERALL VALUES: High value for perched ground water discharge. The primary source
of hydrology for the wetlands is from springs and seeps from lateral ground water flow from
the hillside to the east. The report mentions that the wetlands do not appear to have a deeper
ground water recharge functions because most of the water exits the wetland through surface
connections to the creek.
The potential habitat value is moderate to high due to the association with the riparian
connection with the creek. (I think that we could make a general assessment of the
existing conditions of the riparian corridor, and if we feel the need for more mitigation,
we could request restoration of this area or more buffer).
THINGS TO SEE WHEN ON SITE: I guess the only function and value that we can
visually assess is the revegetation of affected areas. Try to make a determination of density
and variety. Also, check if required buffer areas are vegetated; and general status of the
condition of buffer areas adjacent to the creek and wetland to the north.
GRADING PLAN: Grace; see attachment 1. This is the removal of fill. This will occur on
both areas identified for restoration (see map Attachment 1). Fill will be removed to lower .
topography to 1:5 ft. The side slopes of both areas must not exceed a 3:1 horizontal to
vertical ratio. Also, some type of topsoil mix must be on place to provide suitable substrate
for native plants. (Unless hydric soils were identified by biologist). Grace: I guess you
could check if these conditions are present.

HYDROLOGY PLAN: (ATTACHMENT 2). The main point is to bring back the
hydrology to affected areas. According to the report, flow should be restored from surface
and lateral flow (perched areas). Direction of flow should be the same as surface flow (see
my notes on Attachment 2). Grace; you could take a look at the hydrology conditions of
the restored areas.
PLANTING PLAN: (ATTACHMENT 3). Restoration of facultative forested wetland
community, including both trees and shrubs. Grace refer to Table 1; Goals and
Performance Standards.
I hope these notes will help you. You could also mention to him that he needs to follow tip
with the monitoring plan. We could ask him to present a written assessment of the goals that
have bee achieved according to Table 1.

Attached is a copy of SW93-014, issued to Mr. Settle in 1993. Mr. Settle is now proposing a
RV Park on site (along the northern segment of his property). I went to the site back in 1995
with Don Brush. The intention of our visit was to indicate to Mr. Settle how far he could go
filling the area in relation to a wetland found on site. I have a couple of questions related to
the Closure/ Post Closure Permit:

#9. Have you received or seen an annual report? or Do you have copies of these reports? I
would like to know if Mr. Settle has reported the type of solid waste he has been receiving
throughout these years.
Please let me know If you have any information related to this case that you think may be
helpful.

RE: Proposed RV and Mobile Home Park Permit

Dear Mr. Settle:
On March 14, 1996 County staff conducted a preliminary proposal
meeting with you regarding your proposed RV and Mobile Home Park.
Present at the meeting, representing the department of Community
Development were Director, Gary Yando and myself. Mike Byrne was
there on behalf of the Building Department. Allan Tahja on behalf
of the Public Works Department. Carolyn Jensen and Jim Tobey were
there from the Environmental Health Department. Paul Rogerson was
there from the City of Shelton.
Staff will attempt to summarize comments made or issues which will
need to be addressed in applications that were brought up by the
various staff during the meeting. This summary is not all
inclusive. Please contact the appropriate staff person with
questions.
Jim Tobey made some comments regarding the septic system
requirements . Jim said that you would need to show surface water
with all setbacks to drainfield. It is not advisable to run dump
station into the septic drainfield. Jim discussed the possibility
of potential City sewer line and impact that may have on project.
He noted that you will need to have an engineer or septic designer
design the septic system and submit an application for a permit.
Mike Byrne, Building Director noted that Building Permits will be
required for the mobile homes and any accessory building such as a
deck or carport will need building permits and will need to meet
the setbacks and separations required by the Building Code. As
owner, you will need to control the Building Permits necessary by
the tenants at this density. Mike also mentioned that Dave Salzer,
the Fire Marshall will need you to address access and getting
equipment in and out to fight fires and fireflow.
Carolyn Jensen noted that you will need to work with an engineer
for a Group A Water System. A Group A Water System must be approved
by the State Department of Health. Carolyn also stated that the
Community well will need to be located at least 1000 feet from any
landfill .

Paul Rogerson, City of Shelton, stated that the property is located
within the Urban Growth Area. What you will need to do if you ever
need services out there either through annexation or with a
Contract with the City you could get services without annexing.
Gary Yando noted that you will need to decide if "P" sites, on the
site plan, are permanent or not. He also noted that everyone from
City and County could work with you to make sure proposal is
compatible with the Comprehensive Plan. You need to look at
installing water lines that would be agreeable to the City so that
of at some time City water is provided, the applicable lines would
be available.
Paul Rogerson mentioned that the City line gets to the church. They
would have to have work done with the City Engineers . Upgrade the
line closer to the City. The City requirements for hydrants require
engineering.recreational use does not seem to be in the
Comprehensive Plan. You might be interested in participating in the
Public Hearings to assure this recreational use be incorporated
into the Zoning Code as it gets amended.
Allan Tahja of the Public Works Department questioned whether your
engineer can use greenbelt for setbacks and septic systems. Allan
also noted that Access Permits off the County road are required.
Staff noted that you will need to show the creek, springs and
wetlands on the site plan and that setbacks for the proposed park
can be met from them. The RV Park and Mobile Home Ordinance has
established setbacks from wetlands. Staff also noted that a wetland
delineation must be completed by a qualified wetland biologist and
gave you a list of wetland biologists to choose from. Staff noted
that the grading and filling that was observed on the site on March
13 , 1996 by myself and Dan Watts was a violation of the Mason
County Interim Resource Ordinance Wetland Chapter and notified you
on the site that work must stop until an adequate wetland
delineation and plan for development with appropriate Mason
Conditional Environmental Permit applications have been submitted.
Dan Watts, Solid Waste Division if the Environmental Health
department summarized his Department' s requirements in a letter
dated March 13th which staff gave to you at our meeting on March
14th. Staff hopes the above information is useful to you and will
look forward to your response regarding the proposed resolution to
the violation within the wetland on the property. Thank you.

RE: MERV SETTLE'S PROPOSED RV PARK
The proposed RV park would be located on a demolition landfill
that is currently under a closure permit with the Solid Waste
section of Environmental Health. Mr. Settle must complete the items
that are outlined in the compliance schedule of his solid waste
permit. These items are as follows;
1. The facility must record with the County Auditor. This
will include the types of materials deposited and the
locations of where the materials were deposited.
2 . The facility must submit documents from a professional
engineer that water drainage paths are not currently
impeded by the landfill deposits and that the perimeter
deposits are stable and are projected to remain stable.
3 . The facility must submit analytical results from water
samples taken from surface water bordering the landfill.
The sampling must comply with WAC 173-304-490, Ground
water monitoring requirements.

A Preliminary Proposal Meeting to discuss your proposed RV Park off
Deegan Road has been scheduled for Thursday, March 14 at 2 : 00 . The
meeting will take place in the upstairs conference room of Building
III at 426 West Cedar Street in Shelton. Please submit a proposed
preliminary site plan prior to that date so that Planning staff can
distribute it to the different departments that will be attending
the meeting.
Dave Salzer, Fire Marshall, will not be available on that date. You
will need to schedule a separate appointment with Dave to discuss
the Fire Code requirements for the proposal . The Fire Code
requirements are important during the Planning phase of such a
development . If you have any questions or need to change the date

RE: Mervyn Settle GO-CART TRACK
Dear Sirs,
I have reviewed the information contained in the Mervyn Settle file
regarding the development of a go-cart track located on the West Deegan Road,
including the SEPA checklist, and agree with the mitigation measures attached
to the DNS.
The permanent stormwater plan for this site will be required to be
designed to commercial site standards which in the extreme requires
infiltration of all waters shed from impervious surfaces. In areas where
infiltration is impossible or impracticable, stormwater discharge from the
site may be allowed, but under strict Puget Sound Water Quality Authority
Standards. An engineer's seal will be required on the drainage plans. The
proponents' answers to the SEPA checklist suggests that the proponent is under
some misconception that stormwater may simply be collected and delivered to
any convenient location that will accept it. The stormwater plan for this site
will need to address runoff from both the track area and the parking area and
both areas will require some treatment of the stormwater discharged from these
areas.
An Erosion and Sediment (E&S) control plan should also be prepared for
this proposal and implemented prior to earth disturbing activities.
