The Lead Agency for this proposal has determined that it does not have a
probable significant adverse impact on the environment. An Environmental
Impact Statement (EIS) is not required under RCW 43 .21C. 030 (2) (c) . This
decision was made after review of a completed Environmental Checklist and
other information on file with the Lead Agency. This information is
available to the public upon request. MITIGATION MEASURES ARE
ATTACHED.
This DNS is issued under 197-11-350 (2) , the Lead Agency will not act on
this proposal for 15 days from the date below. Comments must be
submitted by 05/21/94 .

1. Stormwater system shall be designed such that the direction of
flow is to the southeast. No direct flow to creek westward of
track shall be allowed.
2 . Stormwater system shall include biofiltration swales to carry
track runoff toward southeast.
3 . Stormwater system shall otherwise meet the requirements of the
Mason County Public Works Department.
4 . Go-cart maintenance area shall be paved and sloped such that
minor spills of oil and gas can be collected and disposed of in
accordance with applicable regulations.
5 . A minimum of one handicap parking stall shall be designed
according to the requirements outlined in the Mason County Parking
Ordinance #815 .
6 . Parking stalls shall be clearly delineated on the site to
prevent random parking.
7. A maximum of 5 gallons of used oil may be stored on the site at
any one time.

Ans: The project is to prepare a paved ml track for a
commercial go cart opperation, The project calls for tin go carts
initially, with five future purchases for back-up. The txack
(approximately 1400 feet in length) will be surrounded by two
lagers of used tires to act as a buffer. The entire track and
buffer will be surrounded by a four foot fence to keep by-
standers off the track (in compliance with insurance
requirementsO. There will be a separate entrance and exit to
accommodate traffic. There is enough parking space available
for more than siA, 7 vehicles.

Ans: The area ;hrhere the track and parking is located is
flat, however, mere is a steep ravine west of the track
area. The ravine t"ders the property and Highway 101,

Anw: The steepest slope is the ravine. On the flat area,
along the ravine is a raised edge about three feat higher
than the lowest point of the flat area: The ground slopes
east for 100 yards, then starts to slope south for 100
more yards.

the classification of agricultural soils, specify them and not any

Ans: Me ground is gravelly dirt.
d. Are there surface indications or history of unstable soils in the
immediate vicinity?
Ans: Does not apply.
e. Describe the purpose, type, and approximate quantities of any
filling or grading proposed. Indicate source of fill.
Ans: No fill is necessary. Any grading will be to smooth
the track bed, or to enhance the direction of storm water
runoff.
f. Could erosion occur as a result of clearing, construction, or use?
If so, generally describe.
Ans: The land is clear, and has been for many years,
erosion should not be a problem.
g. About what percent of the site wi11 be covered with impervious
surfaces after project constructions.
Ans: After the track is completed 2.4% of the site will
covered ,%r.th impervious surfaces, including existing
structures.
h. Proposed measures to reduce or control erosion, or other
impacts to the erarth, if any.
Ans: If necessary, the track will be laid at a slope to
allow run-off a maximum distance for flow, thus
minimizing potential effects of erosion.

a. What types of emissions to the air would result from the
proposal during construction and when the project is
completed? If any, generally describe and give approximate
quantities, if known.
Ans: Dust shrill be emitted •,mien grading commences. It
should take no more than two days to complete the
grading (if necessary). There will be fumes from the
asphalt during the paving stage. When the track is in full
operation, it is estimated that the go carts, in full
operation, will emit no more than a new Honda car
(Pete Crumb, FYL Carts, Ontario, Canada).
b. Are there any off-site sources of emissions or odor that may
affect your proposal? If so, generally describe.
Ans: With the site in such close pro2dmity to Highway
141, it will be difficult to quantifiably measure the carts
emmissions in comparison to the traffic on the highway.

impacts to air, if any.
Ans: Negligible impact.
2. WATER:

Ans: There is no surface water on the site. There

Ans: The only runoff for the site is from storm
water. This water eventually joins Coffee Creek.
Runoff will be controlled according to county
specifications.

Ans: Gasoline is the only energy source used at the site,
for the project. Operations will be during daylight hours.
Air, for air tools, will be provided by a portable, gas
powered compressor.
b. Would your project affect the potential use of solar energy by
adjacent properties?
Ans: Does not apply.
c. What kinds of energy conservation features are included in the
plans of this proposal? List other proposed measures to reduce
or control energy impacts, if any.
Ans: Does not apply.

7. ENVIRONMENTAL HEALTH:
a. Are there any environmental health hazards, including
exposure to toxic chemicals, risk of fire and explosion, spill, or
hazardous waste, that could occur as a result of this proposal?
If so, describe.
Ans: There are two areas of potential hazard. One is
gasoline storage, the other is used oil from oil changes.
1. Describe special emergency services that might be required.
Ans: Does not apply.
Proposed measures to reduce or control environmental
health hazards, if any.
Ans: Gasoline will not be stared in unsafe containers, or
in large amounts. The gasoline kept on the premises will
to, for daily use, in three five gallon containers. The carts
only have a one gallon gas tank, and hold only 1.5 quarts
of oil. Oil changes will occur about once every two weeks.
Used oil will be disposed of through a local auto service
facility, it will be collected on the premises in safe
containers, and 'will be disposed of after two oil changes
(five gallons).

Ans: There is considerable noise generated from the
highway parallelling the site.

Ans: There will be increased noise during the grading
and paving stages. There will be increased traffic
during operating hours. Operating hours will be from
12:00 pm to 0-:00 pm, five to seven days a week. If five
days, it will be Thursday through Monday. Ten carts
registrar 51 decibles at 750 feet (statictics from FKL Carts,
Ontario, Canada). The closest neighbor is l 100 feet w,,a.y.

Ans: The property has a residence on it, otherwise the
site is unused. The properties on the other sides are
woodlands to the north and south, and a residence north
and east of the property the site is on. To the west is
Highway 10 1.

Ans: Does not apply.

Ans: There is a house and a garage.

Ans: This project will add a tourist orientated
recreational facility to the community. It will be the only
one of its kind in the county.

14. TRANSPORTATION:
a. Identify public streets and highways serving the site and
describe proposed access to the eidsting street system. Show on

Ans: The site is located on Deegan Road. Deegan Road
meets Railrod Avenue near Highway 101 N, at the
Shelton-Matlock exit. The site is approximately 3/4 mile

south on Deegan road. There are two driveways on the
site, suitable to sorva- as an entrance and an eat, for
traffic control.
b. Is site currently served by public transit? If not, what is the
approidmate distance to the existing street system. Show on
site plans, if an .
Ans: The site can be served by public transit, because
Mason County has a. dial-a-ride service.
C. How many parking spaces would the completed project have?
How many would the project eliminate?
Ans: There is enough space to provide for silty, plus
parking spaces. Ido e:dsting parking will be eliminated.

Ans: The e2dsting road is adequate to serve the site.

f. How many vehicular trips per day would be generated by the
completed project? If known, indicate when peak volumes
would occur.
Ans: Based on observed traffic patterns of another go
cart track, vehicular traffic is 1/4 of go cart rides. It is
estimated that, for ten opperational go carts-, the rides
generated ;1,till be 250 on peak days factual counts for 5
go casts were 160 rides max and 20 vehicles for one day;.
Average is 56 cars per day. Peak volumes Twill occur on
Saturdays, with Fridays and Sundays being tied for
second high volume. Ridership is most active in the late
afternoon to early evening. Traffic peaks about 5:00 pm
to :0 J prn, 'aa1t11 about j0 of the daily traffic. Tyra 1
equates to about 2 7 vehicles over a three hour period.
g. Proposed measures te) reduce or control transporta_.tion impacts.
Ans: since the driveways are divided by about 300 feet,
and the exit is south of the traffic source, eydtirip-, traffic

will not have to cross in front of entering traffic., trrius it's
not necessary to make any changes to the existing road.
PUBLIC SERVI4ES:
a. Would the project result in an increased need for public service
fie, fire or polite protection, health care, schools, etd?
Ans: It has been observed that go cart tracks are riot a.
likely source of increased criminal activity, therefore no
additional police services will be needed. Employment
will be served by the existing local work force, and will
riot cause an influx of workers and their families, thus it
will not affect local schools, housing, or health care.
b. Proposed measures to reduce or control direct impacts on public
services, if any.
Ans: Does not apply.
16. UTILITIES:
a. What utilities are currently available at the site?
Ans: Utilities already at the site are electricity, •vrater,
refuse collection, telephone, and septic system.
b. Describe the utilities that are proposed for the project, the
utility providing the service, and the general construction
activities on the site or in the immediate vicinity which might
be needed.
