Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 6/29/2005 1 of 3 SP12005-00145 Site Inspection 6/29/2005 Case No.: SP12005-00145 Comments: Pre-inspection for Mery Settle on June 6, 2005: The subject parcel is 3.56 acres in size and is fairly flat with some slope on the east side by Deegan Road. Much of the center of property has been leveled to create a 150 ft. deep by 300 ft. wide area near the state highway easement at the rear of the property. This level area is surrounded on the south, west, and north by land with characteristics of a wetland area, derived from drainages coming onto the property from the east and south. The property has a single-family residence and several travel trailers / transient residents present on the parcel near to Deegan Road. Applicant intends to operate a vehicle storage facility (sites with a maneuver lane access around the area). Staff walked the area with the owner and representatives who will aid in the facility development. Staff noted that category III wetlands occur on the west and north side of the level area and that the drainage from the slopes on the east side of Deegan Road to the subject property has been altered so that it has no habitat value and delivers water to the south side of the parcel. Wetlands: A wetland area with associated runoff is a category III wetland comprised of sedges, salmonberry, swamp rose, and ash and small willow trees, with areas of associated Himalaya berry. The Resource Ordinance Wetlands Chapter sets forth the standards (setbacks and buffers) regarding proposed development adjacent to the category III wetland. At the site inspection, it was noted that the 65 foot setback from the edge of the wetland (typical for category III), composed of 50 foot vegetation buffer and 15 foot building setback, would limit the extent of proposed development to areas at the top of the bank of the leveled area. As discussed on site, a fence could be placed at the outside margin of the buffer 50 feet from the edge of the wetland (often at the existing metal fence posts observed from the southwest side to the northwest side and the trees on the north side). The road may be located in the building setback and the portions of the vegetation buffer now maintained may continue to be maintained or trimmed. Stormwater from the level area should be controlled and conveyed to the drainage on the west side of the parcel. This parcel is located within the Shelton Urban Growth Area. Standard building setbacks for this zone are at least a 10-foot front yard setback, and buffer setbacks from adjacent land uses on the remaining perimeter of the parcel. These setbacks are measured from portions of structures over 30 inches above grade 6/29/2005 2 of 3 SP12005-00145 Site Inspection 6/29/2005 Case No.: SP12005-00145 such as roof overhangs, and any structure, including heat pumps. Landslide hazard areas: The site is well vegetated and contains evergreen and mostly deciduous trees. No slope in excess of 10% exist on the property, so a geologic study would not be needed to review the proposed development. No other critical areas were identified on site during the site visit. If development of buildings or other structures is proposed, a pre-submission meeting may be needed to define what information or materials are needed for a building permit application. Meetings like these are typically scheduled by the Permit Assistance Center on a Wednesday, and the applicant can meet with representatives of the Building, Planning, Health, Fire Marshal, and Public Works Departments to discuss the building and land uses proposed.
