When offices, or other areas normally occupied, are provided in order to conduct business plumbing fixtures shall be required. Installation of plumbing fixtures shall be approved and permitted prior to installation. X 2) Rooms and enclosed spaces shall have Class C interior wall and ceiling finishes or better. Class C finishes shall have a smoke developed index of 0-450 and a flame spread index of 76-200. Provide classification information during inspection. XnAC COM2008-00139 Page 2 of 7 3) At least 5% but not less than one storage unit shall be accessible to persons with disabilities. The entire facility includings A, B, C, D, and E contain 88 units. Therefore at least 5 units shall be accessible and shall be dispersed throughout the various classes of spaces provided. Where more classes of spaces are provided than the number of required accessible spaces, the number of accessible spaces shall not be required to exceed 5%. Accessible spaces are permitted to be dispersed in a single building of a multibuilding facility. Accessibility design shall apply to parking, signage, entrance/exit. Exit/entrances shall be provided with a landing with not more than 1/2-inch threshold height, 5-ft x 5-ft landing, and door hardware that meets or exceeds accessible requirements. Handles, pulls, latches, locks and other operable parts on accessible doors shall have a shape that is easy to grasp with one hand and does not require tight-grasping, pinching, or twisting of the wrist to operate. Ramps shall comply with ICC/ANSI 117.7, section 405 including a running slope not steeper than 1:12 and be provided with edge protection and handrails. X 4) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. All engineering documents are a part of the approved set of plans and must remain attached thereto. If engineering documents are removed, approval will not be granted. For any construction which is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future plane`work`ich may affect your project. 14) Changes to approved building plans that affect compliance to the current Washington State Energy Code (WSEC), ventilation and Indoor Air Qua;ity_Code (VIAQ), Building/Plumbing/Mechanical Codes and/or Mason County Regulations shall be approved prior to construction. X C 15) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Ma n�ty Building Inspector shall be made prior to requesting additional inspections. X 16) All property lines shall be clearly identified at the time of foundation inspection. COM2008-00139 Page 4 of 7 20) PER TITLE 14 MASON COUNTY BUILDING CODE -CHAPTER 14.17, STANDARDS FOR FIRE APPARATUS ACCESS ROADS - 14.17.110: A fire apparatus access road in excess of 14% grade and more than 150' to new residential or commercial structures will require an automatic fire sprinkler system installed. Contact the Mason County Fire Marshal at(360)427-9670, extension 273, for further information. x 21) Install 2A10BC fire extinguishers throughout the building so the maximum distance of travel does not exceed 75 feet in any direction and mounted no more than 60 inches from the top of the unit to the floor/ground. The building will either need to be compartmentalized into 2,000 sqaure foot sections or smaller with a 3 hour fire wall built to 2006 IBC standards or a automatic fire alarm system installed to NFPA 72 standards that is fully monitored by a UL certified monitoring company. A separate permit applcation is required to be submitted for the alarm system. X 22) Water quality is not to be degraded to the detriment of the aquatic environment as a result of this project. X 23) Prior to final approval, all upland areas disturbed or newt created by construction activities shall be seeded, vegetated or given an equivalent type of erosion protection (silt fencing or straw matting). X 24) Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained until upland vegetation has become established. X � 25) Approved per dimensions and setbacks on submitted site plan. Setbacks are measured from the furthest projection of the structure. X &)tSA W, 26) Parking shall be sufficient for standard parking stalls (9 feet by 20 feet) sufficient to access storage units, and handicap parking stalls (12.5 feet by 20 feet)with sufficient maneuvering aisles. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest to the building entry, and shall shhall be signed with the International Symbol of Access. Screening from adjacent residential properties is required. 27) Subject to conditions of Aquifer Notification letter and corded Critical Aquifer Recharge Area Title Notification. In conducting initial review of your applications, the following issues were noted which will require correction and/or additional information to continue review. Mason County Development Regulations: Site is located within the Shelton Urban Growth Area (UGA). Self-storage units would be an allowed use. In the UGA, different types and intensities of use are sepatated from each other using Buffer Yards. Your proposed use is a Category V use. Adjacent uses are Category II uses. Therefore the proposed self-storage parcels require a 20ft buffer yard around the perimeter of the site, with three canopy trees, six understory trees, and 9 shrubs per 100 feet. The buffer yard may be reduced by 50% (to 10 feet wide), if the plantings are doubled. Because you propose a 1 Oft wide buffer yard, your plantings will be doubled. Stormwater Features in Buffer Yard - development configuration to fit on parcels. Your two sites are currently undeveloped, and you propose self-storage units specific to that site. You will need to configure your development such that the buildings, accesses to and around the buildings, and your stormwater features, fit within the portions of your sites not already encumbered by your buffer yards, which you have already reduced to half the standard size. In order to fit the development on the parcel with appropriate fire and customer access, this may mean your building sizes may need to be reduced accordingly. Other stormwater issues: Your engineered stormwater plan shows four self-storage buildings on two parcels (two buildings to a parcel). The project site plans show two buildings on one parcel and three on the other parcel. Your engineered stormwater plan and your proposal need to be consistent with each other, as well as being configured to fit within the parcel regulatory requirements. SEPA Checklist: Your SEPA checklist is being returned with this letter, for your completion. Right now it does not contain enough detail for an unfamiliar reader to understand the project. In addition some responses are not completed properly. For example, "none" is not an appropriate response to the question asking how you will reduce or control erosion, other impacts to the earth. You may want to work with your stormwater engineer for his assistance. In our earlier letter we wrote: "Mason County Development Regulations: Site is located within the Shelton Urban Growth Area (UGA). Self-storage units would be an allowed use. In the UGA, different types and intensities of use are sepatated from each other using Buffer Yards. Your proposed use is a Category V use. Adjacent uses are Category II uses. Therefore the proposed self-storage parcels require a 20ft buffer yard around the perimeter of the site, with three canopy trees, six understory trees, and 9 shrubs per 100 feet. The buffer yard may be reduced by 50% (to 10 feet wide), if the plantings are doubled. Because you propose a 1 Oft wide buffer yard, your plantings will be doubled. Stormwater Features in Buffer Yard - development configuration to fit on parcels. Your two sites are currently undeveloped, and you propose self-storage units specific to that site. You will need to configure your development such that the buildings, accesses to and around the buildings, and your stormwater features, fit within the portions of your sites not already encumbered by your buffer yards, which you have already reduced to half the standard size. In order to fit the development on the parcel with appropriate fire and customer access, this may mean your building sizes may need to be reduced accordingly." We have received a letter from your engineer Alan Tahja objecting to the requirement that the stormwater ponds be located outside the buffer yard required under Mason County Development Regulations Chapter 17.03.036 - Buffer and Landscape Requirements. Your engineer's letter cites provisions in Mason County's Resource ordinance as having provisions for specific activities within a Resource Ordinance buffer depending on the type of critical area or resource the buffer is protecting. For clarification - and as noted above - your buffer yards are necessary as a requirement of the Mason County Development Regulations, in the Shelton Urban Growth Area. Rather than being vegetative areas which buffer a use from a critical area (Resource Ordinance), these are: "An area of plantings surrounding a land use which screens or blocks vision, noise pollutants, or other negative by-products associated with that use. The bufferyard might consist of open space, landscaped areas, undisturbed areas of natural vegetation, fences, walls, berms, or any combination thereof." This definition is taken from Mason County Development Regulations Definitions section 17.06. Our earlier letter provided planting information for the standard and reduced buffer yard. The only way that the required stormwater facilities may be located within the buffer yards, is if the landscaping of such facility complies with the buffer yard section.
