This project proposes to rebuild the skid pan training area located within the interior of the
north course track to improve functionality. The project proposes to remove the existing
asphalt pavement and replace it with a combination of cement concrete pavement and
asphalt concrete pavement. The orientation and layout of the proposed skid pan
improvements will be very similar to the existing layout but slightly narrower. The total
amount of paved area in the proposed condition will be slightly less than currently exists.
Along with the pavement improvements the project also proposes associated stormwater
improvements and modifications to the reclaimed water main service fittings and
connections adjacent to the skid pan for a pavement irrigation system.

B. Environmental Elements
1. Earth
a. General description of the site:

any filling, excavation, and grading proposed. Indicate source of fill.
Fill will consist of recovered roadway construction materials and import materials for
pavement improvements. Approximately 6.1 acres will be affected by construction activity.
The project proposes approximately 5,300 cubic yards of net fill. The selected contractor
will supply fill material from approved sources.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Yes, Minor risk of ersosion.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
Project reduces impervious surface coverage, approximately 20,000 square feet.
Percentage change is negligible for parcel.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Erosion will be controlled through construction BMPs and through final site stabilization.
2. Air
a. What types of emissions to the air would result from the proposal during construction.,
operation, and maintenance when the project is completed? If any, generally describe and
give approximate quantities if known.

Fugitive dust will be controlled by application of water according to generally accepted
construction methods under state contract requirements.

3. Water
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe

2) Will the project require any work over, in, or adjacent to (within 200 feet) the described
waters? If yes, please describe and attach available plans. No.
3) Estimate the amount of fill and dredge material that would be placed in or removed
from surface water or wetlands and indicate the area of the site that would be affected.

b. Ground Water:
1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so,

withdrawn from the well. Will water be discharged to groundwater? Give general
description, purpose, and approximate quantities if known. No.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage; industrial, containing the

1) Describe the source of runoff(including storm water) and method of collection
and disposal, if any (include quantities, if known). Where will this water flow?
Will this water flow into other waters? If so, describe.
Stormwater runoff and irrigation/pavement wetting runoff from the proposed pavement
area will be collected in a proposed grass ditch and routed to the existing infiltration pond
area which will be improved as part of this project.
Water will be infiltrated into the ground after passing through stormwater treatment
improvements.
2) Could waste materials enter ground or surface waters? If so, generally describe. No.

Approximately 2.6 acres will be cleared and grubbed. The majority of the area is grass and
shrub bush. A small number of trees will be removed and disposed of.

vegetation on the site, if any: None.

Construction equipment will consume diesel fuel.

Energy efficiency will be as high as the use of modern construction equipment will allow.
7. Environmental Health
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk
of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal?
If so, describe. No.

and design. This includes underground hazardous liquid and gas transmission pipelines

b. Noise
1) What types of noise exist in the area which may affect your project (for example:
traffic, equipment, operation, other)?
Limited traffic noise from West Dayton-Airport Road. Occasional noise from a permitted
automobile raceway located to the northeast of the property.

2) What types and levels of noise would be created by or associated with the project on a
short-term or a long-term basis (for example: traffic, construction, operation, other)?
Indicate what hours noise would come from the site.
Heavy construction equipment noise for the duration of the construction project will be
created at a level of around 100 dB in immediate vicinity of the equipment itself.
Expected noise levels at the property line are expected to be well within Mason County
standards for unincorporated areas. Noise associated with the project will occur only
over an expected construction period of 54 days or less. Working hours will be restricted
according to applicable Mason County noise ordinances.
3) Proposed measures to reduce or control noise impacts, if any:
Observance of applicable Mason County noise ordnances.
8. Land and Shoreline Use
a. What is the current use of the site and adjacent properties?Will the proposal affect current
land uses on nearby or adjacent properties? If so, describe.
Commercial, agricultural and forestry.
b. Has the project site been used as working farmlands or working forest lands? If so, describe.
The project site may have been working forest land prior to development of the property by
the Washington State Patrol(WSP) in 1968. The Emergency Vehicle Operations Course
(EVOC) was constructed in two phases starting with the North Course (where the proposed
project is located) in 1968, and the South Course in 1989. The WSP leased the land from
the Port of Shelton from 1969 until 1993 before finalizing purchase of the entire 163 acres in
1997. The site has not been used as working farmland or forest lands since WSP first
started developing the course in 1968.
How much agricultural or forest land of long-term commercial significance will be converted
to other uses as a result of the proposal, if any? None.
If resource lands have not been designated, how many acres in farmland or forest land tax
status will be converted to nonfarm or nonforest use? None.
1) Will the proposal affect or be affected by surrounding working farm or forest land normal
business operations, such as oversize equipment access, the application of pesticides,

Dear Ms. McFarland:
In accordance with State Environmental Policy Act(SEPA) WAC 197-11-340, enclosed for your review and
comments are the SEPA Determination of Non-significance (DNS)and Environmental Checklist(EC)that was
prepared by the Washington State Patrol (WSP) for the Skid Pan Replacement Project. SEPA regulations require the
DNS and EC be circulated to agencies with jurisdiction.
This project proposes to rebuild the skid pan training area located at the WSP Academy in Shelton, Washington
within the interior of the north course track to improve functionality. The project proposes to remove the existing
asphalt pavement and replace it with a combination of cement concrete, and asphalt pavement. The orientation and

The Washington State Patrol has determined that this proposal will not have aprobable significant adverse impact on
the environment. An environmental impact statement(EIS) is not required under RCW 43.21C.030(2)(c). This
determination is based on the Environmental Checklist and other information on file with the Washington State
Patrol. The Environmental Checklist is attached. This DNS is issued under WAC 197-11-340(2)and the comment
period will end on April 12,2018.
