Phil Franklin, Appellant, was present at the hearing. Assessor Patti McLean was present. The Appellant was contesting the value of the improvements. No documentary evidence was provided to support the condition of the home. The Assessor testified that the last physical inspection of the home was in 2016, that noted the condition of the inside of the home. The Assessor provided a sales grid with three comparable sales. The values, as adjusted, ranged from $406,675 to $412,550. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $33,150 and improvements at $371,965 for a total of $405,115 for the subject parcel. Seiler Family Trust, Appellant, was represented by Robert Seiler at the hearing. Assessor Patti McLean was present. The Appellant stated on his petition that his home should be valued at $252 per square foot per Zillow estimates. No supporting documentation was provided. The Appellant took issue with the Assessor's comparable sale#1 due to it being a high-end home. He felt that the Assessor comparable sale#3 with an indicated value of$492,858 was the closest in comparison. The Assessor testified that all comparable sales were adjusted to be equivalent to the subject parcel. The value of the subject parcel's gross living area is $253 per square foot, excluding the land value of$37,940. The Assessor provided three comparable sales with adjusted values ranging from $492,858 to $557,311. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $37,940 and improvements at $450,035 for a total of $487,975 for the subject parcel.
