The proposal is to stump and clear 3.65 acres of land, then replant to pasture. No new impervious surface will be added. The stormwater plan includes temporary erosion control and a permanent design. The permanent stormwater facilities include replanting with a native hydroseed blend. The stormwater drainage plan is considered acceptable. Permit Conditions: • A Declaration of Covenants Associated with Privately Maintained Storm Drainage Facilities (O&M) should be executed and recorded with Mason County prior to permit being finalized. • The stormwater drainage plan should be incorporated into the site-plans and be a condition of permit issuance. Adequate erosion and sediment control features need to be implemented during land disturbing activities to protect neighboring properties and State waters from adverse stormwater runoff impacts. The migration or release of silty water or mud from the applicant's property will be considered a violation of County and State water quality protection regulations. Box 279 Shelton WA 98584 Subject:Temporary Runway 5/23 Obstruction Removal Stormwater Submittal Mr.MacSems, The proposed Sanderson Field Temporary Runway 5/23 Obstruction Removal will be performed in order to activate the parallel taxiway("Taxiway A )as a temporary runway('Temporary Runway 5/23")during the 2019 Runway Pavement Overlay Project. We anticipate that the active runway("Runway 5/23"), will be closed for approximately 45 days for pavement milling,asphalt pavement overlay,runway edge lighting replacement and runway signage replacement. The obstruction removal will be performed using a mechanized timber harvester(aka"shovel')to expedite the tree removal and to minimize ground disturbance in a safe and controlled manner. No land disturbing activities will take place beyond the limited disturbance caused by timber harvesting activities. At this time,stumps will be left in place in order to expedite the FPA/SEPA review process and the tree removal. The Port does not allow stormwater to leave Port property and all stormwater is infiltrated onsite through highly permeable gravelly/sandy soil. The harvest area also has considerable mountain beaver activitythat will furthers speed infiltration should significant-precipitation occur. p g The Port of Shelton intends to utilize the following stormwater controls for the FPA permit associated with the Temporary Runway 5/23 Obstruction Removal,using guidance from the Department of Ecology (DOE)2014 Stormwater Management Manual for Western Washington,Minimum Requirement#2: Construction Stormwater Pollution Prevention (SWPP). Element 1 Mark Clearing Limits Clearing limits will be conspicuously marked using orange plastic ribbon and/or paint to avoid confusion in the field. A sufficient quantity of ribbon/paint shall be used such that lines are obvious and at least two additional ribbons/paint marks are visible when standing at a ribbon/paint mark. 21 W Sanderson Way,Shelton,WA 98584 (360)426-1151 (360)427-0231 fax www.portofsheiton.com Element 2 Establish Construction Access A designated staging area access point will be provided adjacent to the harvest area on an existing paved revetment that is 50'wide and 360'in length. The revetment will outperform a typical construction entrance due to the much larger size and ease of surface clean-up using sweepers, brooms, etc. Temporary culverts will not be needed for this project. In the unlikely event that erosion or sedimentation of stormwater becomes evident at the project site, additional stormwater controls shall be implemented such as placement of straw bales or silt fencing. If sediment is tracked off site,public roads shall be cleaned thoroughly at the end of each day,or more frequently during wet weather. Sediment shall be removed from roads by shoveling or pickup sweeping and shall be deposited at a designated location on Port property. Street washing will be allowed only after sediment is removed in this manner. Element 9 Control Pollutants All pollutants shall be handled and disposed of in such a manner that does not cause contamination of stormwater. Cover,containment, and protection from vandalism shall be provided for all chemicals, liquid products,petroleum products,and non-inert wastes present at the site. On-site fueling tanks shall include secondary containment. Maintenance and repair of heavy equipment and vehicles involving oil changes,hydraulic system drain down,solvent and degreasing cleaning operations,fuel tank drain down and removal,and other activities which may result in discharge or spillage of pollutants to the ground or into stormwater runoff must be conducted using spill prevention measures,such as drip pans. Contaminated surfaces shall be cleaned immediately following any discharge or spill incident. Emergency repairs may be performed on- site using temporary plastic placed beneath and, if raining,over the vehicle. Any application of chemical herbicide following timber harvesting to control scotch broom, Himalayan blackberry, &other invasive/undesirable plant species shall be performed in a manner and at applications rates that will not result in loss of chemical to stormwater runoff. Manufacturer's recommendations for application rates shall be followed. Herbicide application shall be prohibited if the extended weather forecast indicates a potential for rainfall. Element 12 Manage the Project If erosion or sedimentation becomes evident,the operator shall utilize additional stormwater controls that could include placement of silt fencing,straw bales,check dams, bio swales,aggregate,or suspension of logging operations during periods of heavy rainfall or runoff. The Port and the Port's forestry consultant shall enforce the timber sale contract requirements which will include the above described stormwater management. As the FPA permitting authority, Mason County will also have the jurisdiction to enforce conditions of the FPA permit.
