Nancy Jacob and Daniel Foster, Appellants, were absent from the hearing. IdaMae Jensen, Assessor's Representative, and Assessor Patti McLean were present. The Appellant stated on their petition that the overall condition of the house is not up to market value. They included several pictures with their petition. The Assessor stated that a representative from the Assessor's office reinspected the property in March 2024, confirming their data as correct. The Assessor provided three comparable sales from the Lake Cushman area, as adjusted, ranging from $459,818 to $553,772. The subject property falls within this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $59,715 and improvements at$445,955 for a total of $505,670 for the subject parcel. The Appellant stated on his petition that he believes the Assessor's value is incorrect because of the conditions of neighboring properties that would affect what he may be able to sell his property for. The Assessor provided three comparable sales, as adjusted, ranging in value from $297,877 to $419,804. The value of the subject property falls within this range. The Assessor also stated that the market must recognize sales price reduction indicating that derelict properties are negatively affecting home prices within the subject property's neighborhood. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $42,980 and improvements at $268,070 for a total of $311,050 for the subject parcel. The Appellant disagreed with the appraised value and noted on their petition that their appraisal by the Accurate Group was included. No documentation was supplied to support their estimate of value. The Assessor provided three comparable sales, as adjusted, ranging in value from $373,184 to $437,317. The value of the subject property falls within this range. The Assessor further stated that the value was decreased for a septic tank during the protest period. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $34,270 and improvements at$355,640 for a total of $389,910 for the subject parcel.
