Susan& Gary Williams, Appellants, were present at the hearing. IdaMae Jensen, Assessor's Representative was present. The Appellants presented three comparable sales from Zillow, all from 2023. They disagreed with the Assessor's use of comparable#1 and believed this was an outlier sale. However, no evidence was provided to support this. The Assessor provided sales only from the complex where the subject parcel condo is located. The four sales, as adjusted, ranged from $511,049 to $731,084. The Assessor testified that the subject parcel is in a unique gated private community with limited comparable sales. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $69,210 and improvements at $650,215 for a total of $719,425 for the subject parcel. The Appellants submitted a Manufactured Home Appraisal Report dated 2017 and a copy of their home insurance. The Assessor testified that the property was last inspected, boots on the ground, in 2022. The Assessor also provided a sales grid with four comparable sales from 2020 to 2022. The values, as adjusted, ranged from $418,967 to $631,176. The value of the subject parcel falls within this range. Therefore, the Board found no clear, cogent, or convincing evidence that the Assessor was in error. The Board sustains the value for the land at $68,280 and improvements at $392,895 for a total of$461,175 for the subject parcel. Lee & Barbara Medley, Appellants, were not present at the hearing. IdaMae Jensen, Assessor's Representative was present. The Appellant listed four comparable sales with his petition. These sales were not considered for the following reasons: one sale was from 2023, the second sale was high gross and high net percentage, the third sale was not waterfront, and the fourth sale was a manufactured home. The Assessor presented three comparable sales supporting the value. The values ranged from $962,962 to $1,117,521. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $302,535 and improvements at $628,230 for a total of $930,765 for the subject parcel.
