They have incorrect grantor, it needs to be the property owner who executes the three CARA documents for the subject parcels (420122290081, then same beginning numbers, ending in -81, and also -83. The CARAs that were turned in - were signed by the people renting the site. 2. In addition, the first document (420122290081) had some transposed numbers. It appears that the site is owned by SAM 101 Realty Inc. Those authorized to execute documents on behalf of the corporation will need to be the grantors. Copies of the recorded documents should be forwarded "attention Pam Bennett-Cummiing" in the Planniing department. Si c , Pam Bennett-Cumming Land Use Planner Mason County Planning Department 10/22/2008 Page 1 of 2 COM2008-00128 ~ NOTIFICATION OF INCOMPLETE APPLICATION 10/22/2008 Case No.: COM2008-00128 Comments: This second letter of incompleteness addresses additional information needed based on the letter from Washington State Department of Fish and Wildlife (WDFW) relating to pocket gopher presence on part of your site. 1. The earlier request for CARA title notification documents signed by the property owner still stands. 2. Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Area Chapter 17.01.110 Section B Table 1 provides that the Shelton Pocket Gopher is a listed candidate species of concern in Mason County. Your letter from WDFW indicates presence of that species. As a result your project will need application, review and approval of a Mason Environmental Permit, and a Pocket Gopher Habit Management Plan. Please note that the letter from WDFW relating to their management plan, is not the same document as a Habitat Management Plan as defined by the Chapter. Enclosed with this letter please find a blank Mason Environmental Permit for completion and submission with your HMP, a copy of the Fish and Wildlife chapter with areas highlighted (note section on contents of a Habitat Management Plan). We have also enclosed a list of consultants who have submitted work in the past. While the list says "wetlands consultants" many of these biologists also complete Habitat Management Plans that have been submitted and reviewed by the County. 3. In an earlier phone call to us we indicated to you that no activities should occur on the site until we had received and reviewed your habitat management plan to determine presence/absence of the 19helton pocket gopher. As of this date, although we now have knowledge (WDFW letter) that the species exists on your site, we have not received or reviewed any of the other required documents. However we have noticed activity on your site. This serves as a reminder that any site activities including but not limited to site disturbance, would be in violation of the above provisions, until such time as you have an approved Mason Environmental Permit for the project. 4. We have received a copy of your Road Access Permit for Shelton Springs Road.
