Class II areas demonstrate hydrogeologic characteristics that allow for a high susceptibility of an underground source of drinking water. The household or commercial use of herbicides, pesticides, and fertilizers not in conformance with the manufacturers' instructions/label directions is a violation of state and/or federal regulation. Improper disposal of oil based paints, paint thinners and other hazardous materials is a violation of the Mason County solid waste regulation and of state and/or federal regulation. New or expanded medium or large quantity generators of dangerous, acutely haz rdous, and toxic extremely hazardous waste require a Mason Environmental Permit and Best Management Plan Report. COM2015-00148 Page 2 of 11 2) STORMWATER RUNOFF FROM THE ROOF AREAS WILL BE TIGHTLINED DIRECTLY TO AN INFILTRATION POND FOR STORAGE AND INFILTRATION IN ACCORDANCE WITH THE STORMWATER PLAN PREPARED BY OLYMPIC ENGINEERING, DATED APRIL 28, 2014. Compliance with an approved Storm Water Plan shall be subject to an on site inspection, or inspections, by the engineer of record or an authorized representative. Said inspection(s) shall be performed in accordance with the approved plan, and prior to any modification that would make a determination of compliance impossible. Inspection reports shall be submitted to verify all engineering requirements have been completed in accordance with the approved storm water plan. Reports shall be submitted to the Mason County Department of Community Development prior to each corresponding inspection and final permit approval. Copies of all special inspection reports shall be made available at time of inspection. 3) he landscaping shall meet the standards in MCC 17.07.800. X 5) Any changes in construction shall be reviewed by engineer of record and submitted in writing to the Mason County Building Department prior to construction. X 8) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason Coun Building Inspector shall be made prior to requesting additional inspections. X 9) All property lines shall be clearly identified at the time of foundation inspection. X 10) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with Mason County ordinances and building regulations. 11) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of th older have prevented action from being taken. No more than one extension may be granted. X COM2015-00148 Page 3 of 11 12) Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly corrode metal fasteners, qgn.0ectors, and flashing. Install metal connectors approved for contact with the new types of pressure treated material. X 13) ALL SURFACE WA ER AND POTENTIAL RUNOFF WILL BE CONTROLLED ON SITE AND SHALL NOT ADVERSLY AFFECT ANY ADJACENT PROPERTIES NOR INCREASE THE VELOCITY FLOW ENTERING OR ABUTTING TO ANY STATE OR COUNTY CULVERTING/DITCHING SYSTEM OR ROAD WAY. X 14) PER TITLE 14 MA ON COUNTY BUILDING CODE -CHAPTER 14.17, STANDARDS FOR FIRE APPARATUS ACCESS ROADS - 14.17.110: A fire apparatus access road in excess of 14% grade and more than 150' to new residential or commercial structures will require an automatic fire sprinkler system installed. Contact the Mason County Fire Marshal at(360)427-9670, extension 352, for further information. 15) Shell Only: This ructure is to be constructed as a "shell only"and is not approved for any occupancy. Any use or occupancy of this structure will be in violation of the 2012 International Building Code and Mason County's Zoning Regulations unless a separate "Tenant Improvement" permit is applied for, approved, issued, and completed. Prior to any occupancy, an additional building permit is required based on the proposed use of the building, to address the Energy code envelope, interior layout and exiting, interior finishes, mechanical equipment, plumbing systems, etc. ------------- COM2015-00148 Page 4 of 11 16) MEANS OF EGRESS 1. If mechanical heat is proposed to be installed at any time in the future, the building must be made to satisfy the building envelope requirements of the Washington State Energy Code in effect at the time of conversion to conditioned space. 18) Changes to approved building plans that affect compliance to the current Washington State Energy Code (WSEC), ventilation requirements), Buildin /PI mbing/Mechanical Codes and/or Mason County Regulations shall be approved prior to construction. 19) �THEOU DATION SYSTEM SHALL BE PLACED ON UNDISTURBED, FIRM-NATIVE SOIL. The person signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law. X 22) LEVER ACTION HARDWAR REQUIRED AT DOORS. COM2015-00148 Page 6 of 11 23) Storage racks greater than 69" and up to 8'0" in height shall be installed in accordance to manufacturer specifications for seismic attachment. When seismic attachment is not provided by the manufacturer an engineered design and attachment details shall be required. Installation specifications or engineer's design shall be available during inspections performed by the Mason County Building Department. Storage racks greater than 8-ft in height shall require an engineer's design addressing seismic conditions and attachment. In addition, storage racks 8-ft tall or more shall require special inspection performed by the design professional or an approved representative. The special inspection report and engineered design shall be provided to the Mason County Building Department for approval prior to the final occupancy inspection. X 24) Accessible routes ithin the site shall be provided from public transportation stops, accessible parking, and accessible passenger loading zones and public streets or sidewalks to the accessible building entrance served. Provisions for the accessible route shall be designed in accordance to ICC A117.1-2003. Slopes shall not exceed 1:12 and shall be continuous and unobstructed that consist of walking surfaces and marked crossings at vehicular ways. The route shall be at least 36-inches wide, except at doorways. When a route turns around an obstruction the width shall be at least 48-inches wide. A clear space of at least 60-inches by 60-inches shall be provided at intervals of 200-feet or less for passing. Curb ramps shall be at least 36-inches wide with a maximum slope of 1:12 horizontal with flared sides in accordance to ICC A117.1-2003. X -- 25) Minimum 2A10BC rated fire extinguishers shall be permanently installed, unobstructed and located in a conspicuous location not more than 75-feet travel distance in approved locations mounted not more than 48-inches from the finished floor to the top of the extinguisher. The structure is subject to inspection by the Mason County Fire Marshal. All corrections deemed necessary by the Fire Marshal, to assure the minimum fire and life safety requirements as adopted by Mason County and Washington State may be required. 26) MEANS OF E ESS DOORS Means of egress doors shall be readily distinguishable from the adjacent construction and finishes such that the doors are easily recognizable as doors. Egress doors shall be side-hinged unless specifically exempted in the International Building Code, Section 1008.1.2. Door hardware shall allow egress doors to be readily open able from the egress side without the use of a key or special knowledge or effort. X 27) Where parking provided the number of accessible parking spaces shall be provided in compliance with IBC Table 1106.1. Where the total parking spaces provided are 1 to 25, not less than one accessible parking space shall be provided. The accessible parking space shall be located on the shortest accessible route of travel from adjacent parking to the picnic and playground area. The accessible parking space shall be constructed in accordance with ICC/ANSI A117.1-2003, Section 502. A copy of the specifications is attached to the approved construction plans. The accessible parking space shall be marked, not less than 96-inches wide and shall extend the full length of the parking space. The accessible space shall be identified by approved signage that display the international symbol of accessibility not less than 60-inches above the floor of the parking space, measured from the bottom of the sign. COM2015-00148 Page 7 of 11 28) All doors shall be side hinged and swing in the direction of exit travel. All exit doors shall be illuminated at all times that the building is occupied and be equipped with approved accessible hardware that does not require tight grasping, tight pinching or twisting of the wrist to operate. ALL exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. All exit signs shall be internally or externally illuminated at all times and equipped with to ensure continued illumination for duration of at least 90-minutes. X 29) Rooms and encl ed spaces shall have Class C interior wall and ceiling finishes or better. Class C finishes shall have a smoke developed index of 0450 and a flame spread index of 76-200. Provide classification information during inspection. 30) 2012 IECC EC COMPLIANCE: This project is approved for compliance to the 2012 International Energy Conservation Code/Washington State Energy Code (IECC/WSEC); components shall be installed as follows: ENVELOPE: Prescriptive Using Table C402.2 Fenestration including doors and windows, including store door(s) shall have a U-Factor as follows-fixed/non operable windows .38 and operable windows U-0.40or less, entrance doors U0.60 or less and skylights U-0.50 or less. Solar heat gain coefficient(SHGC) 0.40 or better except skylights SHGC 0.35 or better. OTHER DOORS: Other than entry doors U-0.37 or less and roll-up or sliding doors min. R-4.75. X Roof: Metal buildin with R3.5 thermal blocks, R-11 liner system PLUS R25 continuous non-compressed insulation Wall insulation min R13 continuous insulation + R-13 wall insulation or better, Slab insulation R-10 or better installed in around the entire perimeter from the top of the slab edge to the bottom of the footing. 31) Access roads shall be constructed and provided in accordance with Mason County Code Chapter 14.17. Signs shall be provided and maintained to identify roads. Approved fire apparatus access roads shall be constructed and designed with an all weather driving surface of gravel, crushed rock, concrete or asphalt hall support fire apparatus equipment and shall extend to within 150-ft of all portions of the exterior wall of any residential or commercial structure. The access road shall have an unobstructed width of 20-ft for commercial structures or when serving 4 or more parcels or building sites. Turning radius of the fire apparatus access road shall be a minimum of 25-ft interior and 45-ft exterior centerline radius. COM2015-00148 Page 8 of 11 32) Task lighting used exclusively for plant growth or plant maintenance shall be exempt from the requirements of the 2012 International Energy Conservation Code/Washington State Energy Code (IECC/WSEC). All new lighting installed in areas not used for plant growth or plant maintenance shall comply with IECC/WSEC Section C405. Lamp wattage shall be calculated using the lamp and ballast wattage or for incandescent fixtures, using the maximum labeled wattage. Allowed wattage is based upon the use of each space. The maximum lighting power allowance for typical uses is as follows: Processing (manufacturing): 1.11 watts per sq. ft. Office: 1.11 watts per sq. ft. Meeting or break rooms: 1.23 watts per sq. ft. Storage: 0.63 watts per sq. ft. Kitchen: 0.99 watts per sq. ft. Total new interior lighting wattage for this project shall not exceed 5,550 watts, or provide a design calculations demonstrating compliance to IECC/WSEC C405. Provide a lighting plan showing the layout of all lights and controls along with a schedule that identifies the wattage for ballast and lamps. The plan and information shall be submitted to the Mason County Building Department for review and approval prior to the framing inspection. All daylight zones shall be provided separate control in accordance with IECCWSEC. Automatic daylight sensing controls shall be capable of reducing light out put, that control luminaries only within the day lighted area, shall be clearly identified. Switches shall be equipped with separate automatic controls to shut off the lighting in all spaces during unoccupied hours. Occupancy sensors shall be capable of automatically turning off all lights in an area in accordance with IECC/WSEC. X 33) All new mechanics ystems and equipment serving heating, cooling, ventilating equipments shall comply with IECC/WSEC Section C403. The output of heating and cooling equipment shall be sized in accordance with C403.2. Provide a schedule of equipment that identifies type and efficiency information demonstrating compliance to IECC/WSEC. Occupancy Group: (None-Shell Only) Construction Type: V-B, Non-Sprinkled Occupant Load: (None-Shell Only) Dear Ms. Adkins, The construction plans for the 50x80 Shell building, Canopy Park, Building F, have been reviewed for compliance with the 2012 International Building Code, the 2012 International Mechanical Code, the 2012 Uniform Plumbing Code, and the 2012 Washington State Energy Code, as adopted by the State of Washington, as well as any locally adopted amendments to the codes. The construction plans have been found to be in substantial compliance with the adopted codes, and provided the special conditions identified below are incorporated into the building permit, we recommend approval of the construction documents in accordance with IBC Sections 107.3.1. The following special conditions should be made a part of the building permit: 1. Shell Only: This structure is to be constructed as a "shell only" and is not approved for any occupancy. Any use or occupancy of this structure will be in violation of the 2012 International Building Code and Mason County's Zoning Regulations unless a separate "Tenant Improvement" permit is applied for, approved, issued, and completed. Prior to any occupancy, an additional building permit is required based on the proposed use of the building, to address the Energy code envelope, interior layout and exiting, interior finishes, mechanical equipment, plumbing systems, etc. 2. Unheated Building. No mechanical heat or climate control system shall be installed without an additional building/mechanical permit being submitted, reviewed and approved. If mechanical heat is proposed to be installed at any time in the future, the building must be made to satisfy the building envelope requirements of the Washington State Energy Code in effect at the time of conversion to conditioned space. 3. All Construction: All construction shall meet or exceed all local ordinances and the requirements of the 2012 International Codes as adopted by Mason County and Washington State. Occupancy is limited to the approved and permitted classification. Any non-approved change of use or occupancy could result in permit revocation and/or Code Enforcement action. 5. Field Correct: The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the 2012 International Codes as adopted by Mason County and Washington State. Any corrections, changes or alterations required by a building or fire inspector shall be made prior to requesting additional inspections. 6. Reinspection Fee: All approved plans are required to be on-site for inspection purposes, and work to be inspected shall be complete and ready for inspection. In addition, a re-inspection fee may be charged by the County prior to any further inspections being performed or approvals granted. 7. Permit Expiration: All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holder have prevented action from being taken. 8. Final Inspection Required: All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or failure to obtain final approval prior to expiration will be documented in the legal property records on file with Mason County as being non-compliant with the county's ordinances and building regulations and may be referred to the County Attorney for action. 9. Certificate of Occupancy: No building or structure shall be used or occupied, and no change in the existing occupancy classification of the building or structure or portion thereof shall be made until the building official has issued a certificate of occupancy. As a shell building, a certificate of occupancy cannot be issued until the interior of the building is addressed in an additional, separate tenant improvement building permit. Issuance of a certificate of occupancy shall not be construed as an approval of a violation of the provisions of the codes or ordinances of the jurisdiction. Certificates presuming to give authority to violate or cancel the provisions of this code or other ordinances of the jurisdiction shall not be valid. 10.Permit Validity: IBC 105.4/IRC R105.4: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code, or any other code or ordinance of Mason Codellilm LLC Page 2 of 4 P.O.Box 185 Allyn,WA 98524 CodeProsWA.com l County. The electrical system shall be installed under a separate electrical permit issued by the Washington State Department of Labor & Industries (L&I). Electrical "final" inspections must be approved by L&I prior to requesting a building final. 12.Engineering or Architecture: Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to the Mason County Building Department prior to construction. All engineering and/or architectural documents are a part of the approved set of plans and shall remain attached thereto. If documents are removed, or changes are made without approval from the architect or engineer and the Building Official, approval will not be granted, and a re-inspection fee will be charged and shall be collected by the County prior to any further inspections being performed or approvals granted. 13.Soil Bearing Capacity: Assumptions were made in the design of the project in regard to the bearing capacity of the native soils. It is the contractor's/owner's responsibility to ensure upon excavation that the soil bearing capacity will satisfy assumptions and provide the necessary bearing capacity. Soils must generally be compacted to 95% Modified Proctor Density in accordance with ASTM D1557. All construction on fill soils shall be reviewed by a geotechnical engineer. If footings bear on fill material, a copy of the geotechnical engineer's report and recommendations shall be provided to the Building Department prior to scheduling any footing or foundation inspection. 14.Plan Review Requirements: The attached Custom Project Checklist and any identified corrections, along with the Energy Code Compliance Worksheet (when applicable) are part of the approved plans and must remain attached thereto. It is the responsibility of the applicant to make the corrections indicated on the plans. Once the plans are marked "APPROVED", they shall not be changed or altered without authorization from the Building Official. All proposed changes to "APPROVED" building plans that affect compliance with the Codes as amended and adopted, or any other Mason County ordinance or regulation, must be reviewed and approved by the Building and Planning Departments prior to construction. Failure to comply and/or removal of attached documents will result in failure of required building inspections. 15.Property Lines: All property lines shall be clearly identified at the time of foundation inspection. 16.Sales Taxes: This work is being done in Mason County.
