Exceeding this limitation could result in over-use of the onsite septic and possible failure to the drainfield. 2) NOT APPROVED FOR EXTRACTION This project is NOT approved to create marijuana extract within the facility. A separate permit shall be required, approved, and issued prior to installing extraction equipment and/or performing extraction. COM2014-00140 Page 2 of 10 3) SUBJECT TO INSPECTION BY FIRE MARSHAL The structure is subject to inspection by the Mason County Fire Marshal. All corrections deemed necessary by the Fire Marshal, to assure the minimum fire and life safety requirements as adopted by Mason County and Washington State may be required. X ADDRESSABLE FIRE ALARM REQUIRED: The parcel is not provided with an approved water supply capable of supplying the required fire flow. As a result mitigation shall be required including installation of an NFPA 72 addressable fire alarm system or NFPA 13 fire sprinkler system. A separate fire-protection permit application must be submitted to Mason County Dept. of Community Development, approved, and issued prior to P P the installation of the fire protection system(s). The addressable fire alarm system shall be maintained and inspected annually. X PORTABLE FIRE EXTINGUISHERS: Install 2A106C fire extinguishers with a maximum travel distance of 75 feet in any direction mounted no more than 60 inches above the floor to the top of the unit. Portable fire extinguishers shall be maintained and inspected annually. X = � KEY BOX REQUIRED: A key box/knox box is required to be installed in accordance with the 2012 International Fire Code Section 506. Please contact the local fire district for more information and to discuss inspections for installation of the lock box system. 4) Interior a ceiling finishes shall be classified for fire performance and smoke development in accordance with ASTM E 84 or UL 723. Rooms created by 6-mil fire retardant material shall have a flame spread rating of 0-25 and a smoke developed index of 0-450 evidenced by manufacturer specifications is approved subject to the following criteria: 1)Walls and ceilings shall be fastened in such a manner that the materials will not readily become detached where subjected to room temperatures of 200 degrees fahrenheit for not less than 30-minutes (ref IBC 803.10) 2) Interior finish materials shall be installed in accordance with it's intended use with product mounting system or as approved otherwise. (IBC 803) 3) Interior wall and ceiling finish materials less than 1/4-inch thick shall be applied directly onto a wall, ceiling, or structural element without the use of furring strips and shall not be suspended away from the building element to which it is applied except where exceptions of IBC803.11.4 apply. See code information provided with approved construction plan. Provide compliance information at inspection prepared and sealed by the licensed design professional. X COM2014-00140 Page 3 of 10 5) Chemicals or substances which are considered physical hazards or health hazards are considered hazardous materials. Storage of hazardous materials shall comply with requirements and specifications of the International Fire Code. Including but not limited to: * Provide an inventory of the hazardous materials, located in a conspicuous location. The inventory shall include informatio that clearly identifies the physical and health hazard properties of the hazardous materials. • Safeguards shall be provided to minimize risk of unintentional reaction or release that would endanger people or property. * Spill containment systems or means to render a spill harmless shall be provided where a spill may occur. • Safeguards shall be provided to minimize risk of exposing combustible hazardous materials of sources of ignition, fire, or physical damage. In addition, in the hazardous materials inventory, identify written operating and safety procedures, procedures for changes, and an emergency plan and accident procedures. X 6) This project is approved o improve the structure, identified as"Building B" and originally constructed under Mason County building permit number COM2014-00084. Use of the structure shall include growing and propagation of recreational marijuana as allowed under Washington State law as a producer and processor. Referncing the 2012 International Building Code (IBC) the approved occupancy classifications are"U", for agricultural purposes and "71"to package material for retail purposes. Cooking in the structure is not approved and would require a separate permit and approval by the Mason County Dept. of Community Development. X 7) The site and buildings sha I be accessible to persons with physical disabilities in accordance with ICC A117.1. Accessible routes within the site shall be provided in accordance with IBC Section 1104 and not less than 60% of all entrances shall be accessible. PARKING: Accessible parking spaces shall be located on the shortest accessible route of travel form adjacent parking to an accessible entrance in accordance the 2012 International Building Code Section 1106. Spaces shall be constructed in accordance with Section 1101.2/ICC A117.1. Accessible parking spaces shall be provided in accordance with Table 1106.1 as follows: 1 to 25 total parking spaces requires not less than one accessible parking space 26 to 50 total parking spaces requires not less than two accessible parking spaces Construction and design shall be completed in accordance with ICC A117.1, Section 502. Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. Car parking shall be not less than 96-inches wide and access aisles not less than 60-inches wide shall be properly marked. Parking surfaces shall be firm, stable, and slip resistant material and shall not be steeper than 1:48. Accessible parking spaces shall be clearly identified by signs containing the International Symbol of Accessibility placed not less than 60-inches above ground surface, measured from the bottom of the sign. X COM2014-00140 Page 4 of 10 8) Owner/Agent is responsible to post the assigned address and/or purchase and post private road signs in accordance with Mason County Title 14.28. Commercial structure mile point number or unit designation posting requirements: 50 feet or less setback shall post a 6 inch minimum with a% inch stroke. 50 feet or more setback shall post a 12 inch minimum with a 1 '/z inch stroke. Designating unit on a building will be no less than 6 inches in height with minimum '/ inch stroke. Designating unit on a door will be no less than 4 inches in height with minimum %2 inch stroke 100 foot setback or less shall post 18 inch minimum with 2 inch stroke. 100 foot setback or greater shall post 24 inch minimum with 3 inch stroke. X 9) The structure has een designed using 25 psf ground snow load and 5 psf roof dead load. The design load does not allow installation of equipment and fixtures in the attic/ceiling assembly. To add equipment and fixtures in the ceiling/attic assembly a design prepared by and sealed by a Washington State licensed design professional shall be required to evaluate that the additional load is approved and specify modifications needed to support the additional load. X 10) Compliance�tothe�22 ternational Energy Conservation Code as amended by Washington State shall be required. The envelope of the structure shall be insulated as follows: R-10 SLAB INSULATION AROUND THE PERIMETER, additional insulation may be required depending upon actual conditions. R-21 wall insulation R-49 ceiling insulation in attic or R-30 in vaulted roof assemblies Doors U-0.37, overhead, sliding or roll-up doors min. R 4.75 Windows U-0.30 or less and SHGC 0.40 or better. X COM2014-00140 Page 5 of 10 11) LIGHTING SYSTEMS.- Interior lighting shall not exceed 1198 watts. (Does not include lighting installed for plant growth and maintenance). All daylight zones shall be provided separate control in accordance with IECCWSEC. Automatic daylight sensing controls shall be capable of reducing light out put, that control luminaires only within the day lighted area, shall be clearly identified. Switches shall be equipped with separate automatic controls to shut off the lighting in all spaces during unoccupied hours. Occupancy sensors shall be capable of automatically turning off all lights in an area in accordance with IECCMSEC. Exterior lighting shall not exceed 120 watts. MECHANICAL SYSTEM. HVAC equipment shall meet or exceed the minimum efficiency requirements specified in section C403.2.3 and applicable tables. Unless approved otherwise: HSPF rating (heating) shall be 7.7 or better, 3.3 C.O.P or better, and SEER rating (cooling) shall be 13.0 or better Warm air gas fired furnaces shall have an A.F.U.E rating of 78% or better. Compliance information shall be provided on site for inspection. X 12) Storage racks greater t i 59" and up to 8'0" in height shall be installed in accordance to manufacturer specifications for seismic attachment. When seismic attachment is not provided by the manufacturer an engineered design and attachment details shall be required. Installation specifications or engineer's design shall be available during inspections performed by the Mason County Building Department. Storage racks greater than 8-ft in height shall require an engineer's design addressing seismic conditions and attachment. In addition, storage racks 8-ft tall or more shall require special inspection performed by the design professional or an approved representative. The special inspection report and engineered design shall be provided to the Mason County Building Department for approval prior to the final occupancy inspection. X COM2014-00140 Page 6 of 10 I 13) All exit doors shall be illuminated at all times that the building is occupied and be equipped with approved lever hardware and be readily openable from the egress side without the use of a key or special knowledge or effort including tight grasping, tight pinching or twisting of the wrist to operate. Means of egress shall be illuminated by artificial lighting during the entire time a building is occupied so that the paths of exit travel are always visible and available of evacuation of the occupants during emergencies. Exits and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. All exit signs shall be internally or externally illuminated at all times and equipped with to ensure continued illumination for duration of at least 90-minutes. Egress doors shall be readily distinguishable from the adjacent construction and finishes such that the doors are easily recognizable as doors. Egress doors shall be side-hinged unless specifically exempted in the International Building Code, Section 1008.1.2. Unlatching of any door leaf shall not require more than one operation. Manually operated flush bolt or surface bolts are not approved. The main exterior door or other doors are permitted to be equipped with key-operated locking devices from the egress side when the following applies: 1)The locking device shall be readily distinguishable as locked; 2)A readily visible and durable sign shall be posted on the egress side or adjacent to the door stating: THIS DOOR TO REMAIN UNLOCKED WHEN THE BUILDING IS OCCUPIED. The sign shall be in letters that are 1-inch high on a contrasting background; and 3)The use of the key-operated locking device is revocable by the building official for due cause. X -- r 14) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-800-647-0982. The oeison signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law._ 15) All approved plans are required to be on-site for inspection purposes. If inspection is called for and plans are not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted. X 16) Owner/Agent is responsible to post the assigned address and/or purchase and post private road signs in accordanc with Mason County Title 14.28. X 17) All Material Safety Dat Sheets (MSDS) for all hazardous materials used within the facility shall be placed in a notebook and permanently located in a conspicuous location inside the building near the main entrance. (IFC Chapter 50)X 18) The use, handling and storage of hazardous materials or fla m le and combustible liquids in excess of 10 gallons is not allowed without the approval of the Mason County Fire Marshal. X 19) Any changes in construction shall be r viewed by engineer of rec d and submitted in writing to the Mason County Building Department prior to construction. All engineering documents are a part of the approved set of plans and must remain attached thereto. If engineering documents are removed, approval will not be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and II ed b the Mason County Building Department prior to any further inspections being performed or approvals granted. X COM2014-00140 Page 7 of 10 20) Any changes in construction shall be reviewed by DESIGN PROFESSIONAL, Tom Herstad. the Architect of record and submitted in writing to the Mason County Buildi g Department prior to making changes. X 21) ALL CONSTRUCTION MUST MEET OR EXCEED ALL LOCAL CODES AND THE INTERNATIONAL CODE REQUIREMENTS AND OCCUPANCY IS LIMITED TO THE PERMITTED AND APPROVED CLASSIFICATION. ANY CHANGE OF USE OR OCCUPANCY WOULD RESULT IN PERMIT REVOCATION. CHANGE OF USE MUST BE APPROVED PRIOR TO CHANGE. x 22) The demolition and disposal of debris must meet the regulations of Mason County and Olympic Region Clean Air Agency (ORCAA). It is unlawful for any person to cause or allow the demolition (or major renovation) of any structure unless all asbestos containing materials have been identified and removed from the area to be demolished. X 24) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason Coun Inspector shall be made prior to requesting additional inspections. X " 25) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-com Ilan on County ordinances and building regulations. X 26) All permits expire 180 days fter permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit holder have prevented action from being taken. No more than one extension may be granted. X 27) Recyclable materials & olid Waste Storage: Space shall be provided for the storage of recycled materials and solid waste. X COM2014-00140 Page 8 of 10 29) Every occupied space shall be ventilated by natural means in accordance with the 2012 International Mechanical Code (IMC) Section 402 or by mechanical means in accordance with IMC 403. Reference IMC 401.2. Natural ventilation may be provided through windows, doors, or other openings to the outdoors. Openings shall be readily controlled by occupants and the openable area shall be not less 4% of the area being ventilated or as otherwise allowed in IMC 402. Mechanical ventilation shall be provided by a method of supply air and return exhaust air in equal amounts. Minimum ventilation rate of outdoor air, circulation and airflow rate shall be determined in accordance with IMC 403.2 as amended by Washington State.
