Alder Street Ryan Finn 103 W Story Rd Shelton, WA 98584 415-310-2648 The parcel is 4.29 acres just west of the Hwy 101 / SR 3 interchange along the west side of W. Story Rd. The parcel is heavily forested, contains a wetland created by a culvert placed under US 101 in 1972, and the majority of the property is wetland buffer. Wetland delineations were performed by the previous owner prior to recording a Declaration of Short Plat #3133 under Mason County recording number 214- 6562, with provisions imposed on the plat under Mason County recording number 214-6563. The property is subject to an 8' well access easement from the southeastern corner along the southern boundary line for 152'to a 20'x20'well access easement containing the well for this property and the well for the property to the south, a 20'x40' shared access hammerhead easement, easements to cover the shared portion of the driveway, and the following setbacks: 25' from W. Story right of way, 20' from the southern boundary line with the sister lot, and 15' from the wetland buffer. The previous owner cleared the building envelope as per recording#214-6563. A 2-party well has been installed and recorded under Mason County recording number 2208-621. The previous owner obtained a Road Access Permit, RAP2020-00062, and constructed a driveway which passed inspection on June 3, 2021. The previous owner also obtained an On-Site Sewage System Permit, SWG2020-00351; that system is slated for installation in early April 2024. We have also obtained an address for the parcel(105 W.Story Rd;Shelton, WA 98584) and a separate address for the ADU (107 W. Story Rd; Shelton, WA 98584). We worked with PUD3 to bring temporary power and fiber internet to the build site. The cleared build site gently slopes toward the wetland buffer on all sides. No further clearing will be done. The initial section of driveway is shared with the sister lot via the hammerhead easement and a recorded easement; our portion then slowly curves northwesterly to cross the building envelope, then runs due westward along the wetland buffer (placement confirmed with Kell Rowen) until it reaches the ADU building site. From there it curves 180 degrees, coming within 15' of the southern property line, to create a teardrop turnaround, meeting back with the main driveway at the building site for the future main home on the property. The center of the driveway circle has been landscaped as a courtyard/park with trees, walkways, a patio, and firepit. The driveway is entirely gravel and measures approx. 5,000 sq ft (the portion on the subject property). The proposed ADU is 500 sq ft. Therefore, the total imperious surface for the lot will be 5,500 sq ft. This falls within the limits for Small Parcel Drainage Review. All Stormwater flows will be dispersed through vegetation. To avoid saturating soils near the foundation of the house, roof runoff will be directed towards vegetated flow paths via downspout extensions. The 50' vegetated flow paths from the stormwater flow off the home will enter the wetland buffer; we consulted with a Critical Areas specialist in the Planning Division of Mason County Community Services (Ms. Julie Lewis), who confirms that discharge of storm water into our sizeable wetland buffer is acceptable so long as the flow is not channelized and the stormwater division accepts our proposal for 50' vegetated flow paths. The driveway is likewise essentially flat with a slight crown to allow water to sheet flow to each side of the drive. On one side of the driveway there is 25' to 35' of vegetation to accept the sheet flow; on the other side there are acres of wetland buffer. The only exception to this is where the driveway curves around the OSCAR reserve field, where the vegetated flow path is reduced to 20'. In all locations, the amount of vegetated flow path exceeds the 10' minimum required. As mentioned, an on-site septic system is currently being installed. All proposed vegetated flow paths are located such that they do not enter upon the OSCAR field or the reserve field. During construction, to prevent erosion and to trap sediments within the project site, the following best management practices will be used as shown on the Erosion and Sediment Control Site Plan included with this submission: ■ Clearing has already been done by the previous owner, and the limits (which are the wetland buffer line) have been marked with permanent reflective aluminum placards bearing the words "Wetland Buffer 32031-14-90010." ■ The driveway is fully constructed and graveled, and vegetation has already been planted in the flow paths, including native northwest prairie sourced from Northwest Meadowscapes in Port Townsend. ■ There are no significant slopes, so water will not point discharge but rather sheet flow across the build site. Accordingly, silt fencing will be placed along the wetland buffer to ensure silt remains within the building envelope. The fencing will be removed when finish landscaping is performed.
