(b) When there is a long shared driveway, easement or any situation where there could be confusion in finding an entrance, mile point numbers shall be posted together at the main access point, and at each turn and/or driveway entrance, in contrasting reflective material, to provide direction to the parcel. (c) Recreational properties, parcels without structures and any other parcels with an assigned address shall affix said address with 30 days of assignment as described herein. (d) Posting is required to the front of any structure within 30 days of its erection. (e) Mile point number and or alphabetic unit designation posting shall contrast with any background, should be clearly visible on the front of the structure and shall meet the setback requirements as described in 14.28.040 subsection Q) (f) Residential address numbers shall be Arabic numerals. Alphabetic designations will be of the English Alphabet. (g) Single family residence mile point numbers shall be a minimum of 4 inches high with a minimum stroke width of 1/2 inch. (h)Water front properties with fire boat access shall post mile point numbers in a minimum of 6 inches with a 3/. inch stroke, the mile point number, in contrasting reflective material, on the front of a dock or post visible from the water. (i) New and existing commercial buildings shall have approved numbers and or letters, building numbers and or letters or approved building identification posted in conformance with 14.28.040 subsection 0) Q) Multi family residential, and commercial structure mile point number or unit designation posting requirements: 50 feet or less setback shall post a 6 inch minimum with a% inch stroke. 50 feet or more setback shall post a 12 inch minimum with a 1 '/2 inch stroke. Designating unit on a building will be no less than 6 inches in height with minimum % inch stroke. Designating unit on a door will be no less than 4 inches in height with minimum '/2 inch stroke 100 foot setback or less shall post 18 inch minimum with 2 inch stroke. 100 foot setback or greater shall post 24 inch minimum with 3 inch stroke. X Q ' v 2) ALL CONSTRUCTION MUST MEET OR EXCEED ALL LOCAL CODES AND THE INTERNATIONAL CODE REQUIREMENTS AND OCCUPANCY IS LIMITED TO THE PERMITTED AND APPROVED CLASSIFICATION. ANY CHANGE OF USE OR OCCUPANCY WOULD RESULT IN PERMIT REVOCATION. CHANGE OF USE MUST BE APPROVED PRIOR TO CHANGE. x COM2007-00108 3 of 11 3) Changes to approved building plans that affect compliance to the current Washington State Energy Code (WSEC), ventilation and Indoor Air Quality Code VIAQ), Building/Plumbing/Mechanical Codes and/or Mason County Regulations shall be approved prior to construction. X 4) Any changes in construction shall be reviewed by engineer of record and submitted in writing to the Mason County Building Department prior to construction. All engineering documents are a part of the approved set of plans and must remain attached thereto. If engineering documents are removed, approval will not be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected byte Mason County Building Department prior to any further inspections being performed or approvals granted. X 5) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason Coun y uilding Inspector shall be made prior to requesting additional inspections. X 6) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being X non-com an t vyith Mason County ordinances and building regulations. 7) Minimum 3A40BC rated fire extinguishers shall be permanently installed, unobstructed, and located in a conspicuous location not more than 50-feet travel distance in approved locations mounted not more than 48-inches from the finished floor to the top of the extinguisher. The structure is subject to inspection by the Mason County Fire Marshal. All corrections deemed necessary by the Fire Marshal, to assure the minimum fire and life safety requirements as adopted by Mason County and Washington State may be required. X COM2007-00108 4 of 11 8) Approval of this permit is subject to the following: 1) Installation of an automatic, monitored fire alarm system. A separate permit and approval shall be required for the alarm system. The alarm system shall be installed and approved by the Mason County Fire Marshal prior to final occupancy approval by the Mason County Building Inspector. 2) Hot work, including welding, will not be performed inside the structure. A separate permit and approval shall be required prior performing hot work within the structure. The application shall identify location of of proposed work and demonstrate compliance to the International Fire, Building and Mechanical Codes in effect at the time of application. 3)The proposed structure shall not be used for spray finishing work. A separate permit and approval shall be required prior applying spray finishes within the structure and shall not contain compressors or other similar equipment. A separate permit application shall identify location of of proposed work, proposed equipment and demonstrate compliance to the International Fire, Building and Mechanical Codes in effect at the time of application. 4) The proposed project is located in an area that does not have fire flow consequently a 2-hour fire wall shall separate the office (B occupancy) and and shop area (S1 occupancy. The fire wall shall extend from the foundation to a point at least 30-inches above both adjacent roofs or comply with the exceptions listed in the 2006 International Building Code (IBC), Section 705.5.2, attached to the approved building plans. All openings of the fire wall shall comply with opening protection requirements specified in IBC Chapter 7. X 9) PER TITLE 14 MASON COUNTY BUILDING CODE-CHAPTER 14.17, STANDARDS FOR FIRE APPARATUS ACCESS ROADS- 14.17.110: A fire apparatus access road in excess of 14% grade and more than 150' to new residential or commercial structures will require an automatic fire sprinkler'system installed. Contact the Mason County Fire Marshal at(360)427-9670, extension 273, for further information. x U/y 10) Repair garages used for repiar of vehicles fueled by nonoderized gases, such as hydrogen and nonoderized liquid natural gas (LNG), shall be provided with an approved flammable gas detection system designed in accordance to the International Fire Code and International Building Code, Section 406.6.6. X COM2007-00108 5 of 11 11) The storage and use of flammable and combustible liquids shall be limited as follows (IFC 2211.2): 1) Cleaning of parts shall be conducted in listed and approved part cleaning machines in accordance to IFC, Chapter 34. 2) Waste oil, motor oil, and other Class IIIB Liquids shall be stored in approved tanks or containers, which are allowed to be stored or dispensed from inside repair garages. Approved containers that are allowed to be stored shall be provided with adequate drainage or containment. Crankcase grainings shall be listed as Class IIIB liquids unless otherwise determined by testing. 3) Garage floor drains shall drain to an approved oil separator discharged in accordance to the 2006 Uniform Plumbing Code. An approved design shall be submitted to the Mason County Building Dept. and approved prior to the framing inspection. See additional condition. Contents of oil separators, traps, and floor drainage systems shall be collected at sufficient intervals and removed from premises in an approved manner. 4) Sources of iginition shall not be located witin 18-inches of the floor. 5) Smoking shall not be allowed in repair garages. A permanently installed sign shall be posted in a conspicuous location stating, "NO SMOKING ALLOWED IN REPAIR GARAGE"or other approved text. 6) Fire extinguishers shall be provided in accordance with Section 906. See additional conditions. X C5-A; 12) Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future planned work whi h may affect your project. X .JV 13) DEFERRED SUBMITTAL: All repair garages shall be provided with oil or flammable liquid interceptor designed in accordance to the 2006 Uniform Plumbing Code. Design and details shall be submitted to the Mason County Building Dept. and approved prior to the framing inspection performed by the Mason County Building Inspector. X 14) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the per mi holder have prevented action from being taken. No more than one extension may be granted. X 15) All approved plans are required to be on-site for inspection purposes. If inspection is called for and plans are not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will br arged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted` / . X � 16) All property lines shall be clearly identified at the time of foundation inspection. X a-A COM2007-00108 6 of 11 17) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-800-647-0982. The person signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law. X 3 18) Per 2003 IRC - SECTION 1609 -WIND LOADS - 1609.1 Applications. Buildings, structures and parts thereof shall be designed to withstand the minimum wind loads prescribed herein. Decreases in wind load shall not be made for the effect of shielding by other structures. Per FIGURE 1609 BASIC WIND SPEED (3-SECOND GUST) the wind speed for Mason County is 85 MPH. X __n'j 19) The approved site plan is required to be on-site for inspection purposes. If inspection is called for and the site plan is not on site, Approval WILL NOT be granted. In addition, a reinspection fee, based on the current fee schedule, minimum one-hour will be charged and collected by the Mason County Building Department prior to any further inspections being performed or approvals granted. X HIV 20) Recyclable materials & Solid Waste Storage: Space shall be provided for the storage of recycled materials and solid waste. The storage area shall be designed to meet the needs of the occupancy, efficiency of pick-up, and shall be available to occupants and haulers.X V_ I 21) Materials stored within the building, including storage rooms shall be limited as follows: 1)The use, handling and storage of hazardous materials or flammable and combustible liquids in excess of 10 gallons is not allowed without the approval of the Mason County Fire Marshal. 2) Storage height shall not exceed 12-ft in height. x T " 22) Parking garages, used for storing or handling automobiles operating under their own power shall be provided with ventilation at a rate of 1.50 cfm per square foot of gross floor area. A report verifying required cfm compliance shall be provided to the building department prior to the final occupancy inspection and available on-site for inspection. Where the structure is used to repair vehicles the following shall apply: Each repair stall shall be equipped with an exhaust extension duct, extending to the outside of the building. If greater than 10-ft shall require mechanical exhaust sysyem capable of 300 cfm. The ventilation system shall be controlled at the entrance to the garage. Connecting offices and waiting rooms shall be supplied with conditioned air under positive pressure. X -Al COM2007-00108 7 of 11 23) The repair area of the proposed structure is approved as semi heated space and shall be insulated as follows: R-19 ceiling insulation The area containing the office is approved as heated space and shall insulated as follows: Roof with attic, minimum R-38 All other roofs, minimum R-30 Exterior walls, minimum R-19 Slab insulation, minimum R-10. Extend from top of slab to bottom of footing or 24-inches. All windows (glazing) shall have a u-factor of.55 or less and solar heat gain coefficient of.45 or less as evidenced by NFRC labels. All doors shall have a u-factor of.60 or less. Overhead doors shall be insulated and weatherstripped. Walls and ceiling shall be finished to meet minimum air leakage requirements as specified in the 2006 edition of the Washington State Energy Code. X )!V 24) Interior Lighting is approved as follows: Allowed: 6600 watts Proposed: 35 4-lamp T8/8-ft(70 2-lamp 4-ft) @ 141 watts each=4935 watts 14 2-lamp t8 4-ft wrap @ 65 watts each=910 watts PROPOSE: 5845 WATTS Interior lighting shall be controlled in accordance with the 2004 Washington State Energy Code, Section 1513 and commissioning in accordance to Section 1513.7. Reports shall be avaialble for inspection in order to verify compliance to commissioning requirements. The maximum lighting power that can be controlled from a single switch or automatic control shall not exceed that which is provided by a 20 ampere circuit loaded to not more than 80%. All daylight zones adjacent to vertical and horizontal glazing shall be provided with individual control, or daylight-or occupant-sensing automatic controls which control lights independent of the general lighting area. EXTERIOR LIGHTING: Allowed 3225 watts Propose: 5 175 MH @ 210 watts each = 1050 watts All exterior lights shall be controlled by a motion sensor. X COM2007-00108 8 of 11 25) The mechanical system for which energy consumption, performance, or mode of operation are regulated by the Washington State Energy Code (WSEC) and Ventilation And Indoor Air Quality Code (VIAQ) shall be tested to ensure that control devices, equipment and systems are calibrated, adjusted and operate in accordance with approved plans and specifications. Drawings and notes shall require commissioning in accordance with WSEC section 1416. Lighting controls shall be tested to ensure that control devices, components, equipment and systems are calibrated, adjusted and operate in accordance with the approved plans and specifications. A complete report of test procedures and results shall be prepared and filed with the owner. Drawing notes Shall require commissioning in accordance with WSEC 1513.7. X x/ 26) The function of the new structure may require compliance to law regulated uner the Olympic Region Clean Air Agency(ORCAA). Provide document to the Mason County Building Dept. demonstrating that the structure is exempt from ORCAA regulations or notice of requirements. Documents shall be provided prior to the framing inspection. Where additional equipment is required, such as a bag house, please provide manufacturer specifications and plan details including location of required equipment as a deferred submittal to the Mason County Building Dept. When submitting deferred submittals please include approved building plans with submittal documents along with a"Request to Revise a Plan." In addition to submitting information to the Mason County Building Department all documents shall be available onsite for inspection. X 27) 1. Stormwater from the new building site area will be piped to the catch basin#3 that discharges into the westerly pond. 2.What does not go into the westerly pond will free flow south along the access road and enter the easterly pond. 3. An oil water separator will be installed in the system for parking and floor drains that are piped to the ponds. A Maintenance and Operations Covenant shall be executed unless one already exists for the site. Please contact John Sliva at 427-9670 ext 724 with questions. 28) Prior to final approval, all upland areas disturbed or newly created by construction activities shall be seeded, vegetated or given an equivalent type of erosion protection (silt fencing or straw matting). X ---IV 30) As per site plan, parking shall be sufficient for 13 normal parking stalls (9 feet by 20 feet) and 2 handicap parking stalls (12.5 feet by 20 feet)with sufficient maneuvering aisles. Handicap stalls shall be of a smooth surface at level or ramped to entry, located closest to the building entry, and shall be signed with the International Symbol of Access. Screening from adjacent residential properties is required. x :TA 31) On the lot lines adjoining Shelton Springs Road, and the properties to the east and west, a 20 ft buffer yard D is required per Mason County Development Regulations, with three canopy trees, six understory trees and nine shrubs per 100 feet. Design and details shall be submitted to the Mason County Building Dept, and approved prior to the framing inspection performed by the Mason County Building Inspector. X The 2006 Uniform Plumbing Code, Section 1017 reads as follows: "OIL &FLAMMABLE LIQUID INTERCEPTORS: All repair garages and gasoline stations with grease racks or grease pits, and all factories that have oily, flammable, or both types of wastes as a result of manufacturing, storage, maintenance, repair, or testing processes, shall be provided with an oil or flammable liquid interceptor that shall be connected to all necessary floor drains." The code section continues with specific installation information. I would be happy to fax to you if needed. Mason County will evaluate a written description identifying that the work performed inside the facility does not fit into the criteria identified above. We do not use floor drains in our shop. If any fluid leaks or spills from a vehicle, we clean it up according to S/P2 guidelines. S/P2 is an online course on safety and pollution that the insurance companies we work for require us to take to make sure we are aware of and trained on OSHA and EPA laws. Envirotech Systems Incorporated out of Lynnwood hauls our waste away. We are also overseen by ORCAA,the Olympic Region Clean Air Agency.
