FINDINGS FOR
MASON ENVIRONMENTAL PERMIT
DATE: April 28, 2000

PROPOSED ACTION: Ray Allen (Parcel: 42012-21-00444
Auto Yard Activities
Proposed project: Boat/vehicle repair, minor recycling and auto wrecking, and/or motor vehicle
service. Future buildings will be asphalted for parking and material storage. Of the 3.25 acres the
owner has set aside 0.45 acres for building development, 0.23 acres for parking and roads, and
0.21 acres for septic system and buffer area. Applicant is installing storm water controls to satisfy
total infiltration for water quantity and quality.
DEPARTMENT OF COMMUNITY DEVELOPMENT:
The proposed use is allowed within the Shelton Urban Growth Area. The location, within a Type
II Critical Aquifer Recharge Area, requires that all hazardous materials be contained so that
contamination will not infiltrate into,ground water resources. Applicant will need to submit
Aquifer Title Notification to alert future owners that this site is regulated under Mason County's
Resource Ordinance 62-99 Critical Aquifer Recharge Areas section 17.01.080.
DEPARTMENT OF PUBLIC WORKS:
Public works has reviewed the submitted Stormwater and Erosion and Sediment Control Site Plan
for this proposal and has approved the plan with the exception of a final inspection and approval
of the completed stormwater control features.
DEPARTMENT OF HEALTH (ENVIRONMENTAL HEALTH):
Approved septic system is needed to meet the estimated flows.
FIRE MARSHALL:
No review by the Fire Marshall was needed for this proposal.
COUNTY BUILDING OFFICIAL:

Change of Use is required. Oil water separator with oil trap discharging to sewer s required for
car-repair and storage.
OTHER COMMENTS:
The Washington State Department of Ecology standards will need to met for storage of
dangerous or hazardous materials.
CONCLUSIONS:
Based upon the above review, this department finds that the applicant (Ray Allen) has presented a
proposal to operate a boat/vehicle repair and recycling operation. Due to location within a critical
aquifer recharge area, special precautions will need to be taken to ensure that contaminants do not
reach ground water resources. The use of oil/water separators, proper storage of hazardous
materials, and an approved and functioning storm water control plan should assure that all spills
are contained.
On this date Mason Environmental Permit MEP2000-00006 is approved with the attached
conditions.
