Subject: Hidden Haven Mobile Home Park Water System, ID #32660J, Mason County;
Small Water System Management Program Plan, ODW Project#11-0104
Dear Jester Purtteman:
Thank you for providing the draft Small Water System Management Program (SWSMP)plan for
the above system received by the Office of Drinking Water(ODW) on January 31,2011. This
SWSMP was submitted as one component of an Existing System Approval (ESA) as outlined in
WAC 248-290-140.
The following comments must be addressed prior to ODW approval:
Element 1—WFI
1. Changes to the water facilities inventory(WFI) report forth were not clearly identified on
the WFI included in the plan. Also,the included WFI was not consistent with the
transient population included in the capacity analysis. Are the employees of the
businesses included on the WFI? If you have questions regarding the WFI,please
contact Brad Brooks at (360)236-3049. Please submit a revised WFI.
Element 2—Water Quality
2. Please ensure that the Coliform Monitoring Plan addresses the ground water rule. If you
have questions,please contact Sandy Brentlinger at (360) 236-3044.
3. The(360) 753-5090 phone number shown on the Coliform Monitoring Plan is no longer
active. The Southwest Regional Office mainline is(360)236-3030 or Sandy Brentlinger's
number is(360)236-3044. Please update to reflect current phone numbers.
Element 6—Cross Connection Control Program(CCCP) -
4. CCCP,Task Table,Cover Page. There are a number of tasked that say"pending".
Please identify time lines for when these tasks are intended to be completed.

5. The CCCP is to be prepared by a cross-connection specialist (CCS). Also, this system
should have a CCS to implement the CCCP. Please clearly identify who prepared the
CCCP and who is the CCS.
Element 7—Emergency Response Plan
6. Section 4. Rather than abandoning the source,which has a specific definition, ODW
recommends stating that the source will not be used until it is determined to be safe.
Please revise.
7. Section 6. The Local Health Jurisdiction phone number is for Kitsap County,this should
be changed to Mason County. Please revise.
8. Section 6. The phone number shown for the Mason County PUD is different than the
number shown on Form 7. Please correct the appropriate form with the correct
number.
Element 9—Operations and Maintenance
9. The discussion of"pre-charge tanks"and"static water levels"seems to have been written
as boiler plate language. Do these instructions apply specifically to this system?
Element 10—Wellhead Protection
10. The Wellhead Protection Checklist shows the hazard inventory was completed on
December 15, 2010. This inventory list is missing. Please provide a list of all potential
and known sources of ground water contamination (past and present)within the
wellhead protection area boundaries.
11. Please provide documentation showing the correct regulatory agencies and local
governments have been notified of the location of potential and known sources of
ground water contamination within the wellhead protection area boundaries. Please
refer to Element 10 of the Small Water System Management Handbook.
12. Please provide documentation showing all owners or operators of known and
potential sources of ground water contamination have been notified of their location
within the wellhead protection area boundaries. Please refer to Element 10 of the
Small Water System Management Handbook.
Element 12—Meter Data
13. The explanation for the change from 31 to 77 equivalent residential units (ERU)is
unclear. Why does the difference in the number of sources being used effect the number
of ERUs used by the system? Please clarify why there is a difference in the number
of ERUs shown in the Water System Usage table. -

Element 13—Water Use
14. There are currently 77 connections on this system,but the form shows 31that were
served by source SOL How were the other connections served while source S02 was
offline? Is SOl only available to a particular portion of the park? Please provide
additional information.
Element 14—Water Use Efficiency (WUE)
15. The two business properties are not exempt from the WUE requirement to install service
meters. A schedule will need to be included to show that these meters will be installed by
January 22, 2017. How are businesses billed,do they pay a separate rate? Does the
water rotation schedule produce any consumption savings? Please.revise this section.
Element 17—Budget
16. There are two businesses served by this system,located outside the mobile home park.
How are the businesses charged for the water they use? These businesses will be
required to have meters installed prior to January 2017, Please include information
relating to the businesses in the budget.
17. The budget should be revised to show actual reserves. Please revise the budget.
18. The budget shows a reduction in rates after 2011. Please explain why the rates were
reduced.
19. In element 18, it states that this system does not have employees. Please explain who is
paid the salary and benefits outlined in the budget. If these are paid to the operator, move
them to the"operator fee". Please revise.
Appendix—Capacity Analysis & Reservoir and Booster Pump Project
20. The proposed new source is a concern. The proximity to nearby septic systems, the lack
of a sanitary control area, and documented nitrate in this and nearby wells indicates the
aquifer is very susceptible to contamination. After consulting with our source protection
lead, it has been determined that this source is both vulnerable and susceptible to
contamination. To approve the well, disinfection with CT6 must be provided. Please
submit design documentation for chlorination treatment.
As a long-term solution we recommend hooking up to the City of Shelton as a master-
metered customer. The City of Shelton is installing a new main in the next few years that
will be serving the Washington State Patrol. It will be passing right by this system.
Hooking up to the City of Shelton would take this system out of the water business
because they would be de-regulated as a water system.
RECOMMENDATIONS
21. Water Shortage Plan- Section 2. Please consider relabeling the table using`pump
capacity"rather than source or well to avoid confusion.

ECOLOGY COMMENTS
On January 31,2011, a copy of this SWSMP was sent to the Department of Ecology(Ecology).
ODW has not received comments from Ecology regarding this system's water rights.
Please remember that ODW's approval of this SWSMP will not provide any guarantee and
should not be considered to provide any guarantee concerning legal use of water or subsequent
water rights decisions by Ecology. Depending on Ecology's future actions on this system's
water rights,additional planning or other submittals may be required by ODW.
To expedite the review of the revised S W SMP,please summarize how each of the above
comments was addressed and where each response is located(for example,page numbers,
appendices, and so on).
Regulations establishing a schedule for fees for review of planning,engineering, and
construction documents were adopted August 3, 2007 (WAC 246-290-990). The total cost is
$1,078. The office of Drinking Water has used state and federal funds to pay$539 of this
amount. An itemized invoice showing the remaining amount due of$539 is enclosed.
