(ELS) was contracted by Clyde Corbin to complete a wetland delineation and report for the property located on NE Tahuya River Road, Mason County Parcel Number 322127500110, in Tahuya, Washington. The property is within a portion of Section 12, Township 22 North, Range 3 West of the Willamette Meridian, in Mason County, Washington (Figure 1). This report summarizes the findings of the wetland delineation and categorization according to the Mason County Code (MCC), Chapter 8.52.110 Wetlands for wetland categorization and required buffer widths. METHODOLOGY The onsite wetland determination followed the Routine Determination Method according to the U.S. Army Corps of Engineers, Wetland Delineation Manual (Environmental Laboratory 1987) and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region, Version 2.0 (U.S. Army Engineer Research and Development Center, 2010). The Routine Determination Method examines three parameters—vegetation, soils, and hydrology—to determine if wetlands exist in a given area. Hydrology is critical in determining what is wetland, but is often difficult to assess because hydrologic conditions can change periodically (hourly, daily, or seasonally). Consequently, it is necessary to determine if hydrophytic vegetation and hydric soils are present, which would indicate that water is present for long enough duration to support a wetland plant community. By definition, wetlands are those areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands are regulated as "Waters of the United States" by the U.S. Army Corps of Engineers (USACE), as "Waters of the State" by the Washington Department of Ecology(Ecology), and locally by Mason County. To determine the wetland boundaries, ELS collected data on vegetation, soils, and hydrology. During the site visit on August 26, 2020, two wetlands and two streams were identified onsite. There were no offsite wetlands noted that might have buffers extending onsite. Vegetation, hydrology, and soil data was collected at seven test plots to verify the wetland boundaries (Appendix A). Consecutively numbered florescent flagging labeled "Wetland Delineation" were hung. The boundaries were determined through breaks in topography, changes in vegetation, and changes in water regime. Test plots, boundary flags, and ordinary high water marks (OHWM) were located using GPS to show their location on the site map (Figure 2). SITE DESCRIPTION The 5.23-acre property is located northwest of Tahuya, Washington, and accessed by NE Tahuya River Road (Figure 1). An existing driveway accesses the property from the road (Photoplate 1). The property is entirely undeveloped. There is a gently sloping terrace on the west half of the property that drops off an extremely steep bluff near the middle of the property (Photoplates 3 Corbin—Tahuya Delineation Ecological Land Services,Inc. Delineation Report 1 November 9,2020 and 7). There is another terrace at the toe of the bluff that slopes down gently to the ordinary high water mark of the Tahuya River (Photoplate 4). The west half of the property is dominated by a coniferous forest composed of Douglas fir (Pseudotsuga menziesii). The east half of the property is dominated by deciduous tree cover composed of bigleaf maple (Acer macrophyllum) and red alder (Alnus rubra) (Photoplates 2 and 4). Two wetlands were identified and delineated onsite. Wetland A is a riverine system associated with the Tahuya River that begins at the toe of the steep bluff and continues to the OHWM of the river (Photoplates 3 and 4). Wetland B is a depressional system positioned near the northwest property corner and continuing offsite to the north (Photoplate 8). There is a Type Ns stream which comes onsite at the north property line and the Tahuya River is a shoreline water (Photoplates 2 and 5). VEGETATION Wetland A is a riverine forested wetland that is dominated by vine maple (Acer circinatum, FAC), piggy-back plant (Tolmiea menziesii, FAC), lady fern (Athyrium cyclosorum, FAC), and palmate coltsfoot (Petasites palmatus, FACW). Bigleaf maple (Acer macrophyllum, FACU) was not rooted in the wetland but overhung the wetland boundary. Wetland B is a depressional forested wetland that is dominated by red alder (Alnus rubra, FAC), vine maple (Acer circinatum, FAC), slough sedge (Carex obnupta, OBL), and trailing blackberry(Rubus ursinus, FACU). Upland vegetation is dominated by Douglas fir (Pseudotsuga menziesii, FACU), western hemlock (Tsuga heterophylla, FACU), western redcedar (Thuja plicata, FAC), and bigleaf maple (Acer macrophyllum, FACU) in the tree layer. The shrub layer is dominated by vine maple (Acer circinatum, FAC), dull Oregon grape (Mahonia nervosa, FACU), salal (Gaultheria shallon, FACU), and beaked hazelnut (Corylus cornuta, FACU). Sword fern (Polystichum munitum, FACU), lady fern (Athyrium cyclosorum, FAC), vanilla leaf (Achlys triphylla, UPL), piggy-back plant (Tolmiea menziesii, FAC), and birds-foot trefoil (Lotus corniculatus, FACU) dominate the herbaceous layer. The dominant vegetation found onsite is recorded on the attached wetland determination data forms (Appendix A). The indicator status, following the common and scientific names, indicates how likely a species is to be found in wetlands. Listed from most likely to least likely to be found in wetlands,the indicator status categories are: ■ OBL (obligate wetland)—Almost always occur in wetlands. ■ FACW (facultative wetland)—Usually occur in wetlands, but may occur in non-wetlands. ■ FAC (facultative)—Occur in wetlands and non-wetlands. ■ FACU (facultative upland)—Usually occur in non-wetlands, but may occur in wetlands. ■ UPL(obligate upland)—Almost never occur in wetlands. ■ NI (no indicator)—Status not yet determined. SOILS As referenced on the Natural Resources Conservation Service (NRCS 2020) website, the soils Corbin—Tahuya Delineation Ecological Land Services,Inc. Delineation Report 2 November 9,2020 mapped onsite include Alderwood gravelly sandy loam, 8 to 15 percent slopes (Ab), and Everett very gravelly sandy, loam 15 to 30 percent slopes (Ek) and Juno sandy loam, 0 to 3 percent slopes (Jd) (Figure 3). Alderwood, Everett and Juno soils are not classified as hydric (NRCS 2018). Areas mapped as hydric soils do not necessarily mean that an area is or is not a wetland—hydrology, hydrophytic vegetation, and hydric soils must all be present to classify an area as a wetland. Wetland A was identified within the area mapped with Juno soils (id), and Wetland B was identified within the area mapped with Alderwood soils (Ab). Soil data in Wetland A revealed a dark brown (10YR 2/2) sandy loam in the first 10 inches with no redoximorphic features. In the 10-16 inches portion of the profile the soil was a dark grey-brown (10YR 4/2) gravely sandy loam. Redoximorphic features present at 3 percent concentrations of the matrix and were yellow-brown (10YR 5/8). The chroma and textures observed in the wetland are inconsistent with the mapped unit. The soil in Wetland A met hydric indicator F3, Depleted Matrix. Soil data in Wetland B revealed black (10YR 2/1) silt loam in the first 10 inches with no redoximorphic features. In the 10-16 inches portion of the profile the soil was dark grey (10YR 4/1) clay loam, with redoximorphic features present at 10 percent concentrations of the matrix that were dark yellow-brown (10YR 3/6). The soil in Wetland B met hydric indicator F3, Depleted Matrix. The upland soils evaluated onsite were composed of sandy silt loam with dark brown (10YR 3/2 to 10YR 3/3) matrix colors. None of the upland test plots met hydric indicators. Test Plot 2 was conducted in an area with mixed vegetation and saturation. The area was determined to be upland because the vegetation was not dominated by hydrophytic species and the soil did not meet hydric criteria. WETLAND AND STREAM HYDROLOGY Hydrology was observed in Wetland A during the August 26 ,2020 site visit as saturation to the soil surface. Wetland A is a riverine system that is partially fed by groundwater seepage and partially fed by seasonal flooding by the Tahuya River. The portion of Wetland A that is positioned near the toe of the bluff is sloping and fed by groundwater discharge. The terrace adjacent to the river is influenced by river flooding. Test Plot 2 was conducted in an area that resembled wetland conditions near the intermittent channel that was saturated to the surface. The area did not meet hydrophytic vegetation or hydric soil criteria and was determined to be upland. The water is likely due to seasonal changes in hydrology but is insufficient to support wetland conditions. Hydrology was observed in Wetland B as a water table at 10 inches below the soil surface. Wetland B is a depressional system that is seasonally flooded. The Tahuya River is designated as a Type S water according to Mason County. Water was flowing through the river during the late summer site visit, but flows were low. The channel occurs on a grade less than 16 percent and is greater than 20 feet on average, which supports the Type S Corbin—Tahuya Delineation Ecological Land Services,Inc. Delineation Report 3 November 9,2020 designation. The Type Ns channel was positioned on a grade greater than 16 percent and was less than 2 feet wide, which supports the Type Ns designation. NATIONAL WETLAND INVENTORY The National Wetlands Inventory (NWI) map does not indicate the presence of wetlands on or near the property but does indicate the presence of riverine systems in the approximate location of the Tahuya River and the side channel (Figure 4). The findings of the ELS site visit identified Wetland A between the toe of the bluff and the Tahuya River and Wetland B near the northwest corner of the property (Figure 2).1 MASON COUNTY CRITICAL AREAS The Mason County Critical Areas Map (MC 2020) identifies the presence of the Tahuya River as a shoreline water and the Type Ns channel in the approximate location it was mapped (Figure 5). ELS biologists identified Wetland A in the east half of the property and Wetland B in the northwest corner of the property. CONCLUSIONS WETLAND CATEGORIZATION Wetland A is on a terrace adjacent to the Tahuya River, and Wetland B is situated in a narrow depression near the northwest property corner. The wetlands were rated according to Washington State Wetlands Rating System for Western Washington-2014 Update (Rating System) (Hruby 2014). The rating is summarized in Table 1 below. Table 1: Wetland Ratings Wetland HGM Class Vegetation 2014 Wetland Rating System Wetland Class Water Hydrologic Habitat Total Category Quality A Riverine Forested 5 5 7 17 III B Depressional Forested 6 3 6 15 IV CRITICAL AREA REGULATIONS The MCC Chapter 8.52.110 specifies wetland buffers based on the wetland category and the intensity of land use proposed. The land use is assumed to be moderate because residential development on greater than one acre will likely be proposed. The MCC Chapter 8.52.170 specifies stream buffers based on the water type. A 15-foot building and impervious surface setback is specified from the edge of the wetland and stream buffers. The required buffer widths are summarized in Table 2 below. When a wetland falls within shoreline jurisdiction, as Wetland A does,the greater of the two buffers is used. Therefore, Wetland A requires the same buffer as the Tahuya River. The NWI maps should be used with discretion because they are used to gather general wetland information about a regional area and therefore are limited in accuracy for smaller areas because of their large scale. Is the entire wetland unit in a topographic depression in which water ponds, or is saturated to the surface,at sometime during the year? This means that any outlet, if present, is higher than the interior of the wetland. NO-go to 7 YES-The wetland class is Depressional 7. Is the entire wetland unit located in a very flat area with no obvious depression and no overbank flooding? The unit does not pond surface water more than a few inches.
