SITE INSPECTION:
January 7, 1992 Met on site with Mr. Frank Pascher and Mr. Burnett.
Mr. Pascher is working for Mr. Burnett and will be doing the mining
work. Small scale operation to service local work only. Small
knolls will be removed and then sloped so that Christmas trees may
be planted by Mr. Burnett. Mr. Burnett has been growing and
experimenting with developing a superior douglas fir tree. He
grafts recessive cuttings onto dominant trees. Goal appears to be
to come up with a superior Christmas tree, good shape and color and
he has successfully developed a tree that grows rapidly with good
form for timber. Same environment here as the Black Forest (or some
famous forest I recognized) of Germany. Germany is more interested
than America in developing a superior timber tree that grows
healthy and rapidly. Germany is willing to invest in the cones for
the seed. They also like to see the parent tree that the cone comes
from. Mr. Burnett has developed or created beautiful trees with
blue tint and wonderful shape to them - the "Burnett" , different
#' s . He hopes that his son will carry on with the experimental tree
farm when he' s gone. His son may be more interested in selling the
for residential development.

The mining s i proposed oposed to begin in an area approximately 20' to 30'
from the edge of the associated wetlands of John' s Creek. There is
a road dividing the wetland from the old mined area which is where
they propose to start mining. The gravel knoll then rises
approximately 15' high. It would be sloped down to or leveled to
near the same elevation as the wetland. It will then be planted
with trees .
DNR is the responsible agency for SEPA as they will issue permit
for mining.
January 15 - Telephone conversation - Told Mr. Pascher that the
accociated wetlands are regulated to the edge of the wetlands only.
Jurisdiction does not apply to that area where the proposed mining
is to begin because it is over 200' from the OHWM of John' s Creek.
On wetland side of berm, there will be a berm of gravel 4' -5' tall
along the edge of the road. It will be level on top with a 3 : 1
slope. Flat on spot to for 201 . On other side there will be a 2 : 1

slope then hit bottom of mine area. This should keep any potential
siltation from entering the wetland.
