Loss of power to the pump system will disable both the domestic and fire sprinkler supply, and would result in non- occupancy of all buildings. If you have any questions, please contact me. At the pre-submission conference, representatives of all relevant departments will be in attendance and will be able to inform you of the-regulations.and standards with which your proposal must comply. This is a general informational meeting for the applicant and does not constitute approval of the proposal. Pre-submission conferences are only held on Wednesdays and are approximately 60 minutes in length. SEVEN COPIES OF A DETAILED SITE PLAN SHALL BE SUBMITTED ONE WEEK PRIOR TO THE CONFERENCE. FIRE PROTECTION PLAN 1. Due to inadequate fire flow, a fire sprinkler system is required in both bunkhouse buildings and a fire alarm system is required in the lodge building. Separate plans and permit required for each system. 2. If commercial cooking appliances capable of emitting grease-laden vapors are installed in the kitchen, a Class I Hood and UL 300 fire suppression is required. 3. A 20' wide fire apparatus access road is required to within 150' of any portion of the exterior walls of the buildings. 3. A KNOX BOX emergency access key box is required. Contact Mason County FD 2 at 275-6711 for details. 4. Box 945 Allyn, Washington 98524 Subject: Zions Camp LDS Recreational Property Water System ID #46165R, Mason County; Existing System Approval, DOH Project #99-0612 Dear Mr. Katz: Thank you for submitting the engineering report for approval of additions to your water system and for existing system approval. I have received the project from the engineer who originally inspected your system and issued you a letter on December 4, 1998. The following comments refer to the itemized comments of the December letter. 1 . Source Information - There did not appear to be any well log information. Please submit it or explain why it is not available. 3. Hydraulic Analysis - The hydraulic analysis appeared to show that the pressures within the distribution system dropped below 30 psi during periods of peak flow as required by WAC 246-290-230. In addition, it was not clear where the demands from the new Icdge would be placed on the distribUtion system. Changes must be made to ensure that system pressures do not fall below 30 psi during peak flow conditions. 5. Susceptibility Assessment - There was no indication of completion of a susceptibility assessment form. Please submit a completed form for your well. Most of the information from the wellhead protection plan can be transferred to the form. 7. Coliform Monitoring Plan - There did not appear to be a coliform monitoring plan included in the report. I have enclosed guidance for the preparation of a Coliform Monitoring Plan. 9. As-Built Drawings - Please submit a legend for all of the symbols used in the drawings. Drawing M-1 refers to a "New Bunkhouse". Is this the new lodge? . 004 Jonathan Katz ' Page 2 July 22, 1999 10. Construction Documents - There did not appear to be any construction documents provided for the main extension from the distribution system to the new lodge. General Comments 1 . The drawings were not clear as to the location of the new lodge relative to the other system components on H-1 and H-2. Please clarify how the new building will affect the existing distribution system. 2. It appears that fire flow to the new building would be supplied by 3-inch line. WAC 246-290-230 requires that the minimum diameter of all distribution mains shall be 6 inches unless smaller mains can be justified by hydraulic analysis. At the very minimum, a 4-inch line must be used to supply the main lodge. Please include a hydraulic analysis justifying the use of 4-inch line. The same requirement also holds for the line from the outlet of the new reservoir to the booster pumps. 3. Will there be any possibility of other demands occurring at the lodge or in the distribution system when the sprinkler system is activated? It appears that these pumps also supply the main distribution system as well as the lodge. If so, it appears that the booster pumps are undersized and would not be capable of supplying the minimum fire flows to the lodge. Please address and analyze this condition in the hydraulic analysis. 4. Will there be any provision for emergency backup power for the booster pumps? If not, what impact does the lack of emergency power have on the fire flow requirements for the building? Box 186 Shelton,Washington 98584 (360)427-9670 Ext. 273 CODE ENFORCEMENT FIRE INSPECTIONS FIRE INVESTIGATION PUBLIC EDUCATION August 2, 1999 TO: Richard Roc ROC Engineering FROM: Dave Salzer RE: Fire Protection for Coon Lake LDS Lodge and Bunkhouse The fire protection plan for the Coon LDS Lodge and Bunkhouse includs a fire alarm system in the lodge and fire sprinkler system in the two bunkhouse buildings. The fire sprinkler system in the bunkhouse units is to be designed and installed to NFPA 13R, Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height. The water supply for the sprinkler system shall be an automatic supply and the minimum quantity in storage shall equal the water demand rate of the system times 30 minutes. Provision shall be made to provide for an uninterrupted water supply in the event of a PUD power failure. An emergency standby generator or an independent pressurized water supply is acceptable. If the water supply for the sprinkler system is to be combined with the maximum daily domestic demand, the quantity for domestic storage must be calculated in addition to the minimum sprinkler demand. The system design shall provide a discharge of not less than 18 gpm to any single operating sprinkler and not less than 13 gpm per sprinkler to the number of design sprinklers, but not less than the listing of the sprinkler. The number of design sprinklers shall be four (4). The fire sprinkler system must be design and installed by a Washington State licensed fire sprinkler contractor. I suggest that you contact a licensed fire sprinkler contractor that is familiar with NFPA 13R fire sprinkler systems. If you have any questions, please conatct me.
