DESCRIPTION & SIZE OF PROJECT/OCCUPANCY CLASSIFICATION & USE: Design and construct
pedestrian bridge for spectators to enter center of track safely, creating a fan friendly environment that
has been requested by fans and clubs. RMP has signed a contract with Topper Industries to design,
construct, and build the proposed structures.

COMMENTS: Mason County Code 14.08.030(3) bridges require a building permit. The permit
must include engineering, calculations and specifications.
THE FOLLOWING MUST BE INCLUDED ON THE PLANS:
• Code Analysis: Must be supplied in the construction plans and completed by a Washington
State Licensed Design Professional for the scope of work.
• SETBACKS TO PROPERTY LINES: Provide a site plan, drawn to scale. Clearly identify all
structures including fences, parking and other similar items, with setback dimensions on site the
plan.
• DISTANCES TO OTHER STRUCTURES: Site plan, drawn to scale shall clearly identify distances,
where required include fire-resistive details, including continuity, & tested assembly details.
• IDENTIFY TYPE OF CONSTRUCTION PROVIDE
O & E ALLOWABLE AREA CALCULATIONS WHERE
NEEDED. See Chapter 5, IBC
• ENGINEERING REQUIRED: Structures that do not comply with prescriptive specifications of the
2015 International Code (IBC) shall be designed in accordance with Chapter 16 of the IBC.
Referencing Washington State RCW 18.08.410 -Structures 4000 sq. ft or more shall have all plan
pages reviewed and stamped by a Washington State licensed design professional. The review

shall include a code evaluation addressing life-safety, plumbing & mechanical evaluation, and
structural analysis. (ref. RCW 18.08.410) ALL PLAN PAGES SHALL BE STAMPED AND SIGNED
BY THE DESIGN PROFESSIONAL, including plumbing and mechanical pages.
• ACCESSIBILITY REQUIRED: YES, must include compliance information and plan details including
design details and analysis demonstrating compliance to Chapter 11 and details demonstrating
compliance to ANSI 117.1, in effect at the time of submittal. Include information demonstrating
compliance for restrooms, employee work areas, parking spaces, accessibility to structure,
drinking fountain, signage, etc. Construction plans will NOT be accepted without compliance
details include on the plans.
• GEOTECH REPORT REQUIRED? YES x / NO
• SPECIAL INSPECTION: Referencing IBC Chapter 17, Section 1704.1.1. When required a Statement
of Special Inspections must be prepared by registered design professional in responsible charge.
A completed Special Inspection Agreement form must be submitted prior to permit issuance.
• FIRE MARSHAL REQUIREMENTS: Fire Marshal comments requirements including fire protection
requirements and identify compliance information on the proposed building plans. Show the
location of fire extinguishers and identify type. The following items must be completed for the
project approval:
• LAND MODIFICATION: Any grading, filling or excavation in combination that exceed 200 cu yards will
require a Land Modification Permit. If the project exceeds 500 cu yards it will also need a SEPA.
Depending on the scope of the project you may need an engineered Stormwater Plan and Geological
report to accompany this application.

The purpose of the pre-submission conference is to identify and/or eliminate as many potential problems' 1' afd�eet
proposal. Representatives from the Fire Marshal's Office, Building Department, Environmental Health, Planning, and
Public Works Departments May attend the meeting to discuss rules and regulations applicable to the proposed project.
Topics covered during the meeting may include the comprehensive plan, land divisions, shoreline program, zoning,
availability of sewer and potable water, development concepts, building construction, fire protection and life safety
concerns of the proposed project. The pre-submission conference is intended as an informative meeting. The intent is to
provide detailed information to the applicant in regards to codes and process.
Incomplete applications will not be accepted. If application is deemed incomplete it will be returned.
All Conferences are on Mondays(except holidays)
To schedule a meeting you must complete the requirements for submittal including the required one
(1)copy of the detailed site plan(max. size l I"xl 7").

Mason County Land Use-Lease Proposal
INTRODUCTION
The intent of the land use/lease proposal is to create a partnership between Performance Motorsports
Management Inc. (PMMI) DBA The Ridge Motorsports Park and Mason County,to lease and develop
the proposed parcel #420043060000 and create a use model that benefits the local community and
county while complimenting the current Ridge Motorsports Park business model that has already been
a significant resource in our community. The current proposal will outline the partnership and highlight
potential county needs that have been discussed with the proposed property. The property would
become Ridge Motorsports Park during the contract term, while outlining an aggressive schedule
providing Mason County event and training dates that can be allocated to the local community. These
dates will help the growth of current events and bring back events that have once been a significant
asset to our local community.
PREMISES
The outlined proposal references parcel number 420043060000, N '/z SW& N 300' S %SW with a
total of 98.18 acres. Parcel number 420043060000 will need to incorporate the zoning and uses that
the current Ridge Motorsports Park property offers. This zoning will allow for the proposed uses that
are outlined.in the below proposal. Mason County will be responsible for the zoning and use

revisions.
PROPOSED USAGE
With an ownership group and management team that both live and work in the Mason County
community, our focus with the proposed land is to create a facility forming a successful partnership
li between Mason County and PMML
Performance Motorsports Management Inc. DBA The Ridge Motorsports Park has outlined a
proposed use plan that will compliment county goals and support the surrounding community with
their growth of creating a venue for their event needs. The proposed lease would allow Performance
Motorsports Management Inc.to clear and develop the property to meet the needs and goals of the
County and future growth of Ridge Motorsports Park.

COMMUNITY FACILITY NEEDS
1. FAIR GROUNDS to RE-ESTABLISH THE MASON COUNTY FAIR
PMMI will create a space that will incorporate parking, and outdoor arenas that will facilitate a
new home to re-build the Mason County Fair. The first phase of development would provide
field/gravel parking along with outdoor arenas to accommodate the needs to support bringing
this important event back to the community.
2. VENUE SPACE FOR CURRENT EVENTS and COMMUNITY USE
The improved grounds will provide a new facility to current successful events. (example:
Oyster Fest, Loggers show, etc.) On-going improvements to the property will create an
environment that can support the growth of these already successful events, growing the
economic impact in Mason County. PMMI realizes how important these events are and how
they are a huge asset to our local community.

Community use could include out-door arenas to utilize for 4-H clubs, Future Farmers of
America (FFA), dog shows, and other animal event functions providing event space for
shows and training.
3. COUNTY SERVICE TRAINING FACILITIY
PMMI proposes to develop an all-inclusive training facility between the current Ridge
Motorsports Park and the proposed property. This would include clearing and grading of the
parcel to open the space allowing us to start the construction phase of implementing these
improvements. Improvements will include clearing of the property, grass/gravel parking field,
and the potential construction of a skid pad providing a surface for training purposes. This
portion of the development will complement the current facility, providing additional training
surfaces between the two properties. PMMI proposes the use of both the Ridge Motorsports
Facility and the proposed property to create a successful training program for County
Services.
Ridge Motorsports Park Property Use:
1. SUPPORT CURRENT AND PROJECTED FACILITY GROWTH
PMMI proposes to utilize the proposed property to support the on-going growth of the current
Ridge Motorsports Park facility. The proposed property would provide additional surfaces to
host drifting, auto cross, driver training/safety programs, car shows, swap meets/trade shows,
and other motorsports events. The added space will facilitate Ridge Motorsports Park
specialty events including carnivals, concerts, tradeshows, and other specialty events hosted
by Ridge Motorsports Park.
2. ADDITIONAL EVENT PARKING
The proposed property will be utilized as additional event parking for the current Ridge
Motorsports Park facility. Surfaces will help support larger national events that help support

the economic impact of the Mason County community and local businesses.
