In your letter, dated April 8, 1994, you requested a list of any potentially hazardous
substances we may use in our business and the approximated quantities stored on site
at any given time. You also requested a list of wastes generated by this business and
an explanation of our procedures to safeguard against spills.
The following chemical substances are currently stored in our existing building and
could be moved into the new warehouse for storage:
1. Methyl Ethyl Ketone - 15 gallons
2. Alodine 1200 - 1 gallon
3. Primer, BMS 10-11 - 2 gallons
4. Paint, BMS 10-11 - 5 gallons
5. Paint Stripper, - 5 gallons
6. Safety Kleen Solvent - 60 gallons
7. Alumiprep - 1 gallon
We have three major waste streams from our work processes. The process of
cleaning parts results in a Waste Cleaning/Degreasing Solvent. We generate
approximately 360 gallons of this waste per year -%i hicl+i is recycled by Safety r<leer. at o
week intervals. Our paint stripping process generates a Waste Methylene Chloride
Paint Stripper contaminated with paint which is collected in a 55 gallon drum and
disposed of when it is full. We anticipate one 55 gallon drum per year to be recycled by
Safety Kleen. Our painting process generates a Waste Paint Related Materials waste
stream which consists of waste paints and accelerators with methyl ethyl ketone. This is
disposed of by Safety Kleen and we anticipate one 55 gallon drum every two years.
To safeguard against spills we store the waste drums with a SOCK Burm built around
them to contain the spill. We have a weekly drum storage inspection program to verify
the condition of the drums and ensure no leakage is occuring. In the event of a spill we
have a spill clean up kit and procedure to ensure these spills are contained to prevent
them from entering the drainage system or the ground. The spill would be cleaned up
and disposed of in accordance with current EPA guidelines.

The Mason County Interim Resource Ordinance states that a
Conditional Use permit is required for " . . .any business that uses
hazardous waste in their operation" . Please provide us with a list
of any potentially hazardous wastes you may use in your business,
including paints, oils, solvents, etc. (if any) and the
approximated quantities stored on site at any given time. If
potentially hazardous waste materials are utilized please explain

Mr. Yando,
I have looked over the proposed stormwater infiltration Swale proposal for the
planned expansion of the Aero Controls, Inc. building on the north side of the
Dayton Airport Road, and feel the proposed 3' wide grass lined swales that are
proposed to essentially encompass the site are adequately sized to accommodate
anticipation storm events.
I was disturbed in looking over the new site plan that it shows an existing
dry well near the northwest corner of the existing building. I did not
remember approving that on their previous plan, so I pulled the old plan and
found it did not exist on the plan submitted to me. The plan I reviewed did
contain a detail of a dry well, but no dry wells were shown on their proposal,
nor approved for use.
A dry well located in the loading dock area of this facility would provide a
potentially direct route for contamination of groundwater.
I am reasonably sure the activities performed by Aero Controls, Inc. come
under one or more of the categories requiring an NPDES permit and that the
proponent should be directed to apply for one as part of their proposal

After reviewing the sections of the NFPA 72 which you sent to me .
I believe that Aero Controls, Inc . is in full compliance to that Stand-
ard, and the Standards your jurisdiction has adopted.
Reference NFPA 7-3 . 1 . 2 : Where automatic testing is performed. Our
system is monitored and tested daily at 1 : 17pm which falls within this
standard. Because of this Automatic Testing the visual inspection on
the Controlled Equipment, Control Panel Trouble Signals, Initiating Devices
Remote Annunciators, and the Transmission and Receiving Equipment can be
extended to an annual visual Inspection. Reference our monitoring
contract with Security Holdings, Inc. .
With reference to NFPA Standard 7-3 . 2 the testing frequencies for
Audible Devices, Visual Devices, Control Equipment, Initiating Devises are
required on an annual basis . Aero Controls, Inc . has a signed 36 month
contract with Security Holdings, Inc . for the maintenance of and the
testing of our Fire Alarm System. See the attached contract with Meridian
Security.
If Aero Controls, Inc . is still not in full compliance of the NFPA
Standard, I would like to make an appointment with you and discuss this
issue further.

1. Customer understands that a syst:.em/cormtunicator that does nut send a r(igui rlv
scheduled signal (supervised system) mast be tested monthly in accordance with
SECURITY HOLDINGS, INC. instructions. Customer shall be res'pon5ible for the
performance of this- test.
2. Customer shall notify SECURITY HOLDING;;, INC. in writing immediately of any
changes in information regarding the handling of any signal. (emergency call
numbers, passcar.d numbers, etc.), or a-ty false or unexplained claims.
3. All phone company charges and permits relquired by state and local authorities
will be in addition to the installation-price.
4. The customer is responsible for false alarms or the charges therefor and
SECURITY HOLDINGS, INC. shall be held harmless for false alarms or charges
therefor, if any, that may be incurred.
5. It is understood that SECURITY HOLDINGS, INC. is not an insurer and that the
company is being paid for the installation of a system designated to reduce
certain risks of loss and does not assume responsibility for any losses. The
company does not warrant nor make any representation that the system or service
supplied may not be compromised, circumvented, jammed or that the security
system will in all cases provide the protection for which it is installed or
intended.
6. It is understood that SECURITY HOLDINGS, INC. is not an insurance company and
that rates are based solely on the services rendered and this system is
designed to deter burglary and vandalism and not guaranteed to prevent it.
Maximum liquidated damages for any incident will be either $200.00 or 10% of
annual fee as liquidated damages - whichever is greater.
7. SECURITY HOLDINGS, INC. warrants that installation of the security equipment is
to be free from defects in workmanship for one year from the date of
installation. This warranty shall not apply to any workmanship which has been
altered, improperly repaired or subjected to accident, neglect, abuse, misuse,
or system problems caused by extended commercial power outages.
8. SECURITY HOLDINGS, INC. makes, no warranties other than above, either expressed
or implied, as to any matter whatsoever, including without limitation, the
condition of the equipment, its merchantability or its fitness for any
particular purpose.. All warranties, if any, covering equipment or security
devices are provided by the manufacturer and is the sole responsibility of the
• customer.
9. Additional costs for labor and equipment due to changes or modifications by
customer to the above description of service and system to be installed shall
be assessed to and paid by the customer.
10. This contract represents the entire agreement between the parties and there are
no agreements, representations, or promises either oral or written other than
as set forth herein or attached hereto.
11 . This agreement cannot be modified or changed in any way unless in waiting and �
signed by both parties hereto. '
12. Upon completion of the above described installation, the balance of the price
shall be due and payable. Interest at the rage of 18 percent per anntun shall
be charged for any late payments, and if this account is placed in the hands of
an attorney for collection or if suit is brought to collect, the customer
promises to pay reasonable attorney's fee and all costs and expenses incurred.
13. The term of this agreement shall be for a minimum of two years beginning with
the date of installation completion. At the end of the two years, or after the
end of the initial contract period, if over two years in length, this agreement
shall be automatically extended an additional year on each contract anniversary
unless cancelled upon 30 days written notice by either party.

15. In the event the customer cancels monitoring or fails to pay for monitoring ate

in the hands of an attorney for co,*e_tion or if suit is brought to collect,
the customer agrees to pay reasonabJ,. attorney's fees and all costs and

(2) CN values can be area weighted when they apply to pervious areas of similar CN's (within 20
CN points). However, high CN areas should not be combined with low CN areas (unless the
low CN areas are less than 15% of the subbasin). In this case, separate hydrographs should be
generated and summed to form one hydrograph.

HYDROLOGIC SOIL GROUP CLASSIFICATIONS
A. (Low runoff potential). Soils having high infiltration rates, even when thoroughly wetted, and consisting
chiefly of deep, well-to-excessively drained sands or gravels. These soils have a high rate of water
transmission.
B. (Moderately tow runoff potential). Soils having moderate infiltration rates when thoroughly wetted, and
consisting chiefly of moderately fine to moderately coarse textures. These soils have a moderate rate of
water transmission.
C. (Moderately high runoff potentiai). Soils having slow infiltration rates when thoroughly wetted, and
consisting chiefly of soils with a layer that impedes downward movement of water, or soils with moderately
fine to fine textures. These soils have a slow rate of water transmission.
D. (High runoff potential). Soils having very slow infiltration rates when thoroughly wetted and consisting
chiefly of clay soils with a high swelling potential, soils with a permanent high water table, soils with a
hardpan or clay layer at or near the surface, and shallow soils over nearly impervious material. These soils
have a very slow rate of water transmission.
