Mr. Weeth: The Mason County Department of Community Development is in receipt of your building permit application and SEPA environmental checklist for the construction of the paint spray booth within the existing main building. The following information will be required. 1. This site is located over a designated "highly critical aquifer recharge area" . A Mason Conditional Environmental Permit is required pursuant to the 'Mason County Interim Resource Ordinance, Chapter 17.01.080 (C) (1) . This permit may require approval and public review by the Mason County Board of Commissioners. The application form is enclosed. There is a $400 .00 filing fee; check should be made out to "Mason County Treasurer" . (I believe the separate SEPA fee of $100 . 00 is still owed as well) . 2 . Information beyond that submitted in the environmental checklist is needed. Specifically, what types of paints, cleaners, degreasers or solvents will be used? Where and how will they be stored? What types of collection devices will be used for waste? What type of disposal system will be utilized? Where are by- products disposed of and by whom? Any other information you could provide regarding the environmental safeguards to be utilized would be helpful, including compliance with state regulations. Please include data regarding the Hazardous Waste Management program you are currently implementing. 3 . The recently approved and constructed addition to the main building was to be used for storage only (to eliminate the need for the conditional use permit) . As the paint spray booth mandates obtaining that permit now, you could include any planned future use of that addition within this permit review if you choose. This would minimize future permitting requirements. (The environmental checklist would have to be revised accordingly) . Please contact this office if you have any questions. Interim Resource Ordinance: Located over "highly critical aquifer recharge area" . Applicable requirements include need for Mason Conditional Environmental Permit and SEPA compliance. An administrative review process is recommended due to the fact that this is a relatively undeveloped area and the area generally consists primarily of light industrial development. The fully contained nature of the structure severely limits the likelihood of any impacts to the aquifer as a result of this proposal . II. SEPA Compliance. Mitigated Determination of Nonsignificance issued October 19 , 1994 . (Site posted) . 1 . No comments received from outside agencies . 2 . No comments received from the public. 3 . Olympic Air Pollution Control Authority. Notified Mason County by telephone that a separate permit is required through that agency once local review is completed. NOC filed 5/28/94 . 4 . We are using Flammable Safety Cabinets to store all of our paints, cleaners, and solvents . Our degreasers are contained in 30 gal . drums attached to parts washing tanks . We are using 55 gal . drums to store our waste products . We use vendors that are approved by the Dangererous Waste Regulations Chapter 173-303 , WAC. Two of which are Envirotech and Safety Kleen, to dispose of our waste . Once this space is available we will begin to empty out the exiting warehouse and start to set that space up for repair work on aircraft parts . We are planning on using about 15 employees in this area when it is complete . We will also be putting in some test equipment in the space vacated by the existing shop, when that shop moves into the old warehouse area.
