probable significant adverse impact on the environment. An Environmental
Impact Statement (EIS) is not required under RCW 43 .21C.030 (2) (c) . This
decision was made after review of a completed Environmental Checklist and
other information on file with the Lead Agency. This information is
available to the public upon request.
This DNS is issued under 197-11-340 (2) , the Lead Agency will not act on
this proposal for 15 days from the date below. Comments must be
submitted by 04/26/94 .

The proposal is for a 45, 000 sf steel building
addition to the existing 30, 000 sf facility. The
use will be the same as existing - storage
disassembly and reconditioning of aircraft parts .
The entire property involved totals 7 . 5 acres of
which 3 .4 acres ( + or - ) is for the expansion.

The property is proposed north of the existing
facility. This is on the north side of S .R. 102
(Dayton Airport Road) near milepost 1 . 82 . The
property is located in Section 2, T20N, R4W.

B. ENVIRONMENTAL ELEMENTS

The site is flat throughout . The steepest
slope is estimated to be less than 5 . 0o .

There are no indications of unstable soils
known in the immediate vicinity of the
proposal .

The site is estimated to be at a suitable
grade for development . Portions of the site
may need to be lowered for the final building
development (1000 yds + or -) . Other grading
as necessary for subgrade preparation.

During construction, only minimal dust and
exhaust emissions associated with the
construction equipment is expected. After
completion, the normal exhaust emissions
resulting from vehicles .

3 . Water
A. Surface:

the area was platted for sale as a industrial

Dear Mr. Yando:
This letter is to inform you that, pursuant to Regulation 1 of Olympic Air
Pollution Control Authority (OAPCA) and Chapter 173-400 WAC, approval by
OAPCA may be required prior to establishing any air pollution source
(solvent tank, paint spray booth, foundry, etc. ) at the 45, 000 sq ft
warehouse proposed for Dayton-Airport Rd, Shelton (John Titus) .
If the proposed use of the warehouse includes potential air pollution
sources, please advise the project proponent to inquire with OAPCA on the
applicability of air regulations and perm..irs prier to your approval . Also,
in the case of an air pollution source, please include as a condition in
your MDNS a requirement that the project proponent obtain approval by OAPCA
prior to construction or establishment of the source.

Re: Proposed 45, 000 square foot warehouse; W. 520 Dayton Airport

Dear Mr. Titus:
The SEPA environmental review has been concluded for this project.
However, there are several concerns which have been raised and
which we would like to bring to your attention.
1. A temporary National Pollution Discharge Elimination System
permit must be obtained from the State Department of Ecology.
2 . The dry well located near the northwest corner of the existing
building is cause for concern. When we approved the original
stormwater design we were unaware of the extent and vulnerability
of the "highly critical aquifer recharge area" underlying this
site. We are concerned that a dry well in this area could provide
a direct conduit for contaminant entry into groundwater. A re-
design of this system will be required. The dry well needs to be
sealed off and converted to a catch basin directing flow into the
stormwater filtration system. Please contact Alan Tahja, Public
Works Department, for further information.
3 . As we have discussed, no hazardous substances may be stored or
used in the new structure without first obtaining a Mason
Conditional Environmental Permit.
4 . The stormwater system shall be designed in accordance with the
requirements of the Storm Water Management Manual for the Puget
Sound Basin.
As noted above, this project overlies a "highly critical aquifer
recharge area" . As such, precautions must be taken to safeguard
against spills of contaminants. Your letter dated 4/15/94
outlining your safeguard methods indicates concern and compliance
with applicable requirements.

convenience and provide us with an outline for redesigning the dry
