Mr. Martin's property has an existing single-family house and he is proposing a 1280 square foot garage to be constructed 65 feet from the edge of the wetland. The wetlands were flagged December 2003 with 19 flags delineating the wetlands on the subject property. Please find accompanying a site plan prepared by the applicant showing the wetland flag locations relative to the existing house and proposed garage. The wetland on the subject property is flagged. The setbacks from the wetland are shown. The wetlands were delineated using the 1997 Department of Ecology Wetland Delineation Manual. The wetland boundary is clear; the wetlands are a palustrine emergent wetland dominated by slough sedge. The uplands around it have a clear transition from a Douglas fir forested area with salal and Oregon grape in the scrub/shrub canopy, breaking immediately into the slough sedge in the wetlands. The lawn of the house extends approximately within 10 feet of the wetland with the narrow band being forested. We discussed on the phone, as this is an application for a garage, a multi- page formal wetland study would not be necessary.
