The scope of the proposed UMVPZ improvements is relatively large, and it is anticipated that construction will take place through phases over several years. The current proposal is Phase I of the project. The scope of work for Phase I includes the construction of two new welded steel multi- legged elevated water tanks, approximately 5,500 linear feet of water transmission main, well yard piping improvements, a buried pressure-reducing valve (PRV) station, and retrofitting an existing water supply well to pump to the new elevated tanks. Phase IA of the project includes all work related to the elevated tanks and approximately 2,000 linear feet of nearby transmission main. Phase IB includes the rest of the project elements. There are no stormwater impacts associated with Phase IB of the project. The existing well pump is contained within an existing pump house and no modifications to this building are proposed. Construction of the water transmission main improvements and the PRV station will temporarily impact stormwater during construction. This falls under the scope of a construction stormwater pollution prevention permit. Permanent restoration of the right-of- way will be with in-kind materials and does not cause any permanent changes to the hydrology of the affected areas. The property identified for construction of the tanks is owned by Mason County. Access to the site will be from West Public Works Drive on a proposed 10-foot wide private access road. Easements and/or property acquisition will be secured by the City for access, operation, and construction of the project. The center of the reservoir site is located at approximately 4715'21.47"N and 123009105.6811W within the Shelton Urban Growth Area. The subject parcel is 41.6 acres identified as parcel no. 42002-10-00020. It is located in Section 2, Township 20 North, Range 04 East, W.M. A vicinity map is provided as Figure 1 of this report. Additional identifiers for the property include: The tank site will occupy approximately one acre of the subject parcel's northwest corner with the rest of the property remaining undisturbed. According to the Mason County Public Health Department, the site is located within an aquifer recharge area. The designation is "highly critical." This project is proposing an infiltration basin to provide the required flow control. The infiltration basin is designed to infiltrate 100 percent of runoff from the 100- year storm. Flows in excess of the 100-year storm are released over a weir into a roadside drainage ditch. During an emergency where the elevated tanks are overflowing, the infiltration basin will also temporarily contain water until system operators can correct the problem. The basin will be sized to retain a minimum of 45 minutes of overflow from the water supply system, at the pumping system's normal flow rate which is 1,000 gallons per minute. The following are notes from J Hicks via email to DLC addressing fire code review: Here are my notes from the plan meeting we had this afternoon. 1. Fire Hydrants. These will need to be placed down Public Works Dr.every 300-500 feet depending on past notes from Larry. The hydrants will support 1750 gpm for buildings at 500 feet and 5500 gpm 300 feet. This will need to be evaluated for future growth since this spacing will change fire flow in the respective areas around Public Works Drive. Hydrants may need to be added in the future to meet fire flow to address future development.. 2.Install Knox Box per IFC 506 3. Install compact drive surface capable of supporting the weight of fire apparatus 10 feet wide with a 12'unobstructed width and US vertical clearance per MC Title 14. 4. Our office will review the water distribution to ensure that it meets current standards for fire flow. I imagine that a 12"main will be installed,but we can talk about this if there are any issues. 5. Install approved turn around at end of road at/around water tank.
