RE: City of Shelton Upper Mountain View Pressure Zone Improvements Project—Fire Flow Standards Compliance for Group A Water Systems Introduction and Purpose The purpose of this memorandum is to demonstrate that Phase I of the City of Shelton's (City)proposed Upper Mountain View Pressure Zone PZ Project complies with � tY)P P PP (UMV ) J Mason County Code Title 14, Chapter 14.18 which specifies performance standards for new water systems with respect to fire suppression storage and flows. The City's 2010 Comprehensive Water System Plan (WSP) identified that the new UMVPZ be created to provide water service to the City's regional partners and the northeast and northwest portions of the Shelton Urban Growth Area(UGA) within Mason County. Phase I of the project includes construction of one or two elevated water storage tanks, approximately 2,000 linear feet of 16-inch diameter water main, and a connection to the Mason County property to the north. The tank site will be connected to the City's existing water distribution system by approximately 2,000 linear feet of new 16-inch diameter water main. The alignment of the main follows the property line east-to-west and then runs north- to-south along West Public Works Drive. The proposed water main connects to an existing 12-inch diameter main in West Dayton Airport Road. Fire hydrants will be located on this new water main along West Public Works Drive at intervals of approximately 600 feet. The hydrant which is located farthest away from the tank on this new portion of water main is about 2,000 feet away from the tank as measured along the new main alignment. The pressure and flow conditions at this hydrant represent the most extreme case for the limits of this project. 13-1505.203 Pagel of 3 Upper Mountain View Pressure Zone May 2014 Fire Flow Standards Compliance City of Shelton Fire Suppression Storage Chapter 14.18 of the Mason County Code states that new developments must provide a minimum of 120,000 gallons of fire suppression storage. This requirement comes from providing 1,000 gallons per minute (gpm) for 2 hours. This is the appropriate design criteria for future development which may be located along the alignment of the new water main. The completed elevated storage tanks are designed to provide approximately 360,000 gallons of fire suppression storage. The storage facilities comply with Chapter 14.18 of the Mason County Code. Fire Hydrant Flow and Pressure Conditions Chapter 14.18 of the Mason County Code states that hydrants must supply 1,000 gpm for 2 hours at a minimum of 20 pounds per square inch (psi) pressure. These supply conditions are to be achieved under maximum day demand (MDD) conditions for the system. The MDD for the UMVPZ in 2029 is anticipated to be approximately 1,400 gpm. The analysis of the water main proposed by this project assumes that all of the demand will be. coming from the new elevated tanks, even though the pressure zone will have other supply sources in the future. Therefore,this analysis assumes a flow of 2,400 gpm through the new 16-inch diameter water main for calculation of dynamic head losses. The fire hydrant located farthest from the tank is at a ground elevation of approximately 306 feet above mean sea level (AMSL). The elevation of the hydrant nozzle is assumed to be 309 feet AMSL. Per Chapter 14.18, the minimum pressure is assumed to be the point where the designed volume of equalizing storage and fire suppression storage has been depleted. For this analysis, the elevation of water in the tank is assumed to be the bottom of the tank at 410 feet AMSL. The static head available to the hydrant is 101 feet or 43.7 psi. The dynamic loss for 2,000 feet of 16-inch diameter main flowing at 2,400 gpm is 5.5 feet or 2.4 psi. Therefore,the hydrant will deliver 1,000 gpm under MDD hydraulic conditions at a residual pressure of approximately 41.3 psi. As this hydrant is farthest from the tank and the tank is assumed to have significant drawdown,this condition represents the most extreme hydraulic condition. All of the other hydrants proposed by this project are located closer to the tank and will have lower head and pressure losses. Therefore, the design of the water main and hydrants complies with the requirements of Chapter 14.18 of the Mason County Code. The project would occur in three phases as follows: Phase I work includes construction of one or two elevated water storage tanks,approximately 2,000 linear feet of 16-inch diameter water main, and a connection to the Mason County Property to the north. The City intends to construct at least one elevated tank as part of this project. An additive alternative bid item will be included to construct the second tank if funding and budget allows. The plan is to construct at least one of the tanks and have it available (operational)by July 2015 to accommodate the Washington State Patrol Academy(a water line was run from the City to Washington State Patrol in 2012 but does not have enough pressure adequately to serve the site. Well number 3 currently pumps to the existing Mountain View Pressure Zone. As part of this project, it will be connected directly to the Upper Mountain View Pressure Zone. The well pump at Well 3 must be replaced to accommodate new head conditions. i Phase 2 improvements include wellhead treatments at(existing)well number 1 a one million -aallon around level water storage tank to the north of well number 1 a new 1 500 gallon per minute booster pump station adjacent to the new storage tank new water transmission mains to connect to the existing water system and a pressure reducing valve station to service the Sp-ningfield loop neighborhood. No change in pumping capacity is proposed and no new sources of water are being developed or added as part of this project. Required Permits: Required permits include a Special Use Permit through Mason County for construction of the proposed water towers on County property. A conditional use permit is required for City owned property. Environmental Review: The City has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Mitigated Determination of Non-Significance (MDNS) for this project. The optional MDNS process contained in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies,tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. The City of Shelton has determined that potential impacts that may result from the project are addressed by the design of the project as well as with the addition of the following mitigation measures: 1. The construction of the water tanks shall be in accordance with the terms and conditions of the Federal Aviation Administration Aeronautical Study Number 2014- ANM-297-OE and include Notice of Actual Construction be filed with the FAA. 2. In the event that ground disturbing or other activities result in inadvertent discovery of archaeological deposits, work shall be halted in the immediate area and the contractor will contact the City of Shelton and the State Department of Archaeology and Historic Preservation for consultation as to how to proceed. 3. All exterior lighting, with the exception of lighting required by the FAA, shall be fully cutoff style and downcast"dark skies"compatible lighting. 4. The proposal is subject to all conditions applied through any ensuing Mason County permitting activities. 5. The project will include all recommendations found in the Habitat Management Plan developed for the project associated with the Mazama Pocket Gopher populations present on the site. 6. The above ground portions of work that occur within City limits (Phase 2) require approval of a Conditional Use Permit through the City of Shelton Hearings Examiner. CIRCULATION AND COMMENTS RECEIVED The proposal was circulated for public comment on 19 February 2014. The public comment period ended on 28 March 2014,and no responses were received as of that date. 5.DETERMINATION-NO HAZARD TO AIR NAVIGATION It is determined that the proposed construction would not have a substantial adverse effect on the safe and efficient use of navigable airspace by aircraft. 6.BASIS FOR DECISION Part 77 establishes standards for determining obstructions to air navigation. A structure that exceeds one or more of these standards is presumed to be a hazard to air navigation unless the obstruction evaluation study determines otherwise. Just because a proposed structure exceeds a Part 77 surface does not automatically make it a hazard. In this case,the elevated water tank would exceed the SHN Part 77 horizontal surface by 62 feet. However,there are no effects on instrument procedures at SHN,nor were any VFR issues raised.
