Please accept the enclosed application materials for the"Midway Creek Fish Barrier Removal Project".
This project is a fish habitat enhancement project managed by the South Puget Sound Salmon
Enhancement Group with funding from the Salmon Recovery Funding Board. This application packet is
being sent to the appropriate agencies for review and approval of the applicable federal, state,and local
permits.
The primary goal of this project is to restore fish passage to Midway Creek,a tributary to Goldsborough
Creek, for the first time in several decades. Due to the importance of the working railroad which the
culvert flows under the project must happen in a timely manner this coming season.Although some
disturbance to the existing stream channel and fringe wetland will occur,these effects will be temporary
and self-mitigating,as the long-term benefits of the project will lead to increased stream and wetland
functions,most notably the connected aquatic corridor and restored fish passage. This project is
consistent with the intent and criteria for WDFW's streamlined HPA process per RCW 77.55.181 and the
Corp's Nationwide 27 restoration permit.
In addition to sponsorship from our organization,this project is supported by the WRIA 14 Lead Entity
and is listed on the 3-year work plan for salmon recovery in WRIA 14. I trust you will find this to be an

Goldsborough Creek. The majority of the work is within the Simpson rail road Right of Way.
The railroad and creek are surrounded by a mixed alder-coniferous riparian forest.

Shelton Matlock" exit; turn left onto Shelton Matlock Rd. and proceed west about 3.3 miles; turn
right on to Carman Rd. N; proceed across RR tracks and to gate at end of road (about % mi.); to
get to the site walk downstream along the tracks for 0.7 mile.
Part 6—Project Description

This project will restore anadromous fish passage to Midway Creek, a tributary to
Goldsborough Creek, by replacing two side-by-side fish barrier culverts with a single fish
passable culvert and associated roughened channel. The tributary was previously un-named
and was given the name Midway Creek by the Project Sponsor for the sake of convenience.
The project is located at the confluence of Midway Creek and Goldsborough Creek. The work
will be concentrated at the culvert area and upstream approximately 50 feet.
The existing culverts are perched approximately eight feet above the adjacent Goldsborough
Creek and are full fish barriers. Since these culverts are at the mouth of Midway creek, this
project will open spawning and rearing habitat within Midway Creek that has not been
accessible to any migratory or anadromous fish for several decades.
It is expected the re-connected creek will provide refuge and rearing habitat for juvenile
salmonids and, potentially, additional spawning area.
The project will also restore the aquatic corridor between Goldsborough creek and the
wetlands of Midway Creek.

The existing culverts will be removed and replaced with a single, 9' wide culvert. A roughened
channel will be constructed within the new culvert and on the upstream side. All work will be
accomplished with 1-2 excavators and associated machines (dump trucks, bobcat).

This project is funded by the Salmon Recovery Funding Board and an EPA grant. It has been
ranked and approved by the WRIA 14 Lead Entity and Technical Action Group for salmon
recovery.
This project will restore fish access to historically accessible fish habitat in the Goldsborough
Creek basin and provide a corridor between wetlands, streams and upland habitat.

Agencies and Stakeholders,
Attached are the revised 90%plans for the Midway Creek project.
Per the WDFW recommendations, the culvert design now utilizes a 9 foot wide fish-way as
opposed to the previously proposed roughened channel design. This design has also
eliminated the need to do upstream channel work associated with placing rock weirs, which
will reduce the overall scope of in-stream disturbances.

The Washington Department of Fish and Wildlife (WDFW)received a Joint Aquatic
Resource Permit Application(JARPA)request on March 12, 2012 for the streamlined
processing of a fish habitat enhancement project permit approval. As required by the
streamlined process your agency should have also received a copy of this JARPA and
plans.

Railroad to discuss the project design. It has been agreed to redesign the project to utilize
a fishway design rather than the passage culvert design. The Hydraulic Project Approval
(HPA)has been placed on hold pending the submittal of new plans. Because of this
change and delay,we would appreciate your comments or concerns within fourteen days
upon receipt of the updated plans. SPSSEG will be providing you the updated plans at
the same time they provide them to us.
