The proposed project is to construct a 150' tall steel monopole within a 50' x 50' area. The monopole will support antennas for the operations of the applicants wireless phone network in the surrounding area. The compound will be fenced per County code to restrict access. The ground within the compound will be graveled, and the equipment will be placed on a 10'6" x 6' concrete slab. A driveway will be constructed to get to the site. APN: 42016-32-00000 B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): Flat, oiling, hilly, steep slopes, mountains, other.... b. What is the steepest slope on the site (approximate percent slope)? 0% slope on site, the site is level and cleared. C. What general types of soils are found at the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify the and note any prime farmland. The small 50'x 50' area of the site appears to be covered with a small layer of grass and organic matter. Just below grade there is broken rock and gravel. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate the source of the fill. 150'new driveway to site across level ground. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. There will be little or no erosion. If there are signs of erosion when the site is poured during construction we will use best practices to contain soil erosion during construction. g. About what percent of the site will be covered with impervious surfaces after project construction (for example asphalt or building)? The impervious surfaces will be increased by less than 1%. We will be creating a 50' x 50' graveled area, with a concrete pad within that measuring 6' x 10'6" (this includes the pad and the gravel access road). h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: If conditions exist where erosion or sediment runoff is a concern straw and plastic covering will be used. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, and industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known: The only emissions to the air will be during the three to four week construction period and those emission will be those standard to the construction equipment, which will be less that what is required to build a new home. Proposed measures to reduce or control emissions or other impacts to air, if any. None are proposed. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetland)? If yes describe type and provide names. If appropriate, state what stream or river it flows into. There are no surface water bodies near the site. 2) Will the project require any work over, in or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No. 3) Estimate the amount of fill and dredge material that would be placed or removed from surface water or wetlands and indicate the acreage of the site that would be affected. Indicate the source of fill materials. No fill or dredge material will be placed in or removed from wetlands. 4) Will the proposal require surface water withdrawals or diversions? There may be some water collect and drain off the 2,500 sq. ft. of impervious surfaces but the amounts should be small enough that they will be easily absorbed by the surrounding ground which consists of a couple of inches of topsoil and the usual hardpan immediately surrounding the site and the evergreen trees beyond. 2) Could waste materials enter ground or surface waters? if so, generally describe. N/A - This site will not generate waste materials. d) Proposed measures to reduce or control surface, ground, ,and runoff water impacts, if any: None are planned. 4. Plants a. Proposed measures to preserve or enhance wildlife, if any: None planned. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will used to meet the completed projects energy needs? Describe whether it will be used for heating, manufacturing, etc.. We will only use electricity on the site. The base radio cabinets operate off a 200 amp electrical service. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No, even though the tower is 150'tall is quite slender and is set back from the property lines of the adjacent parcels. The proposed site will not cast a shadow on any adjacent property. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The technical machinery used for this site has been built to minimize power usage, if for no other reason than saving money. 7. Environmental health a. Are any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosions, spill, or hazard waste, that could occur as a result of this proposal? If so, describe. SEPA—AT&T WIRELESS 961 SO2267(OL42)—Dayton/Chappell 9 The closest item to cause question is the battery backup system, but the batteries used are gel cased and will not leak if there is a problem. 1) Describe special emergency services that might be required. Any technician visiting the site will be ready for any possible emergency. In the case if a battery failure, the Network Operations Center will receive an alarm and will dispatch people to the site immediately to resolve the problem and restore service. There will also be a 24-hr toll free number posted at the site for contact to the Network Operations Center. 2) Proposed measures to reduce or control environmental health, if any: None are proposed. b. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? None. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, and operation, other)? Indicate what hours noise would come from the site: During construction which will last three to four weeks there will be a construction crew coming at least 3 days per week. Noise created will be similar to a road crew or homebuilder. This noise would only occur during normal 8- 5 weekday working hours. Once complete: There should be no noise associated with the site. 3) Proposed measures to reduce or control noise impacts, if any: None are planned. The surrounding area to the North, West, and East is In- Holding Lands, and the Property to the South is designated Long Term Commercial Forest. b. Has the site been used for agriculture? If so, describe: No, not to my knowledge. c. Describe any structures on the site: There are no structures on the site. d. Will any structures be demolished? If so, what? No structures will be demolished. e. What is the current zoning for the site? In-Holding Lands f. What is the current comprehensive land use plan designation of the site? In-Holding Lands g. If, applicable, what is the current shoreline master program designation for this site? N/A. h. Has any part of this site been classified as an "environmentally sensitive area? If so, specify. No, not to my knowledge. i. Approximately how many people would reside or work in the completed project? This site will be an unmanned facility. A technician would visit the site once every four to six weeks for routine maintenance. j. Proposed measures to ensure the proposal is compatible with existing and projected land uses, if any: The existing tree coverage on the property will provide excellent screening. 9. Housing a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low-income housing. N/A — This project does not provide housing. b. Approximately how many units, if any, would be eliminated? Indicate whether high, middle, or low-income housing. None. c. Proposed measures to reduce or control housing impacts, if P 9 any: None. 10. Aesthetics a. What is the tallest height of any proposed structure(s), not including antennas; what is the principal exterior building material proposed. The tower will be 150' with a galvanized finish. The radio cabinets are a neutral tan color. b. What views in the immediate vicinity would be altered or obstructed? None to my knowledge. c. Proposed measures to reduce or control aesthetic impacts, if any? The existing trees on the property will minimize any aesthetic impacts. The tower is a gray galvanized color. This is best suited to blend with the mostly cloudy skies of the Northwest. SEPA—AT&T WIRELESS 961 S02267 (OL42)—Dayton/Chappell 12 11. Light and glare a. What type of light or glare will the proposal produce? What time of day would it mainly occur? No light and glare are anticipated. The tower will not be lighted unless required by the FAA. b. Could light or glare from the finished project be a safety hazard or interfere with view? No. c. What existing off-site sources of light or glare may affect your proposal? None. d. Proposed measures to reduce or control light and glare impacts, if any: None planned or proposed. 12.Recreation a. What designated and informal recreational opportunities are in the immediate vicinity? None that I know of. b. Would proposed project displace any recreational uses? No. c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project or applicant, if any: None. Are there any places or object listed on, or proposed for, national, state, or local preservation registers know to be on or next to the site? No. b. Generally describe any landmarks or evidence of historic, archeological, scientific, or cultural importance known to be on or next to the site. None in the immediate area. c. Proposed measures to reduce or control impacts, if any: None needed. 14.Transportation a. Identify public streets and highways serving the site, and describe proposed access to the existing street system. Show on the site plan, if any. The property is served by Shelton-Matlock Road. Access to the site is via an existing driveway onto the property. b. Is site currently serviced by public transit? If not, what is the approximate distance to the nearest transit stop. No. c. How many parking spaces would the completed project have? How many would the project eliminate? The technician will park at the gate for the fenced compound. No parking would be eliminated since no parking currently exists. d. Will the proposal require any new roads or streets, or improvement to existing roads or streets, not including driveways? If so, generally describe (indicate whether public or private). At the most, the existing driveway will be re-graveled to insure adequate access to the technicians. This project will generate one trip every four to six weeks once it is constructed. 15.Public services a. Would the project result in an increased need for public services (for example: fire protection, police protection, health care, schools, other)? If so, generally describe. No, since the site is monitored 24 hours a day and the gates and radio cabinets are locked, there is little reason to expect any need for any of the above services. This project will actually improve public services by allowing cell phone users in the area alternative access to 911 services. b. Proposed measures to reduce or control direct impacts on public services, if any. None planned or proposed. 16.Utilities a. The site will be under construction for approximately four weeks. Only a small amount of that time will require large truck or any other construction gear. No—experts, including doctors, biologists, engineers,and other scientists in the U.S. and other countries, have conducted or participated in Radio Frequency(RF)studies over the last several decades and published their results in peer-reviewed scientific journals. The consensus of the scientific community is that exposure to levels of RF from wireless antennas is not hazardous to human health. These studies have been used to establish the safety standards and guidelines, such as those used by the FCC, which were designed to limit the public's exposure only to safe levels of RF. In recent years,many experts from around the world have reviewed these scientific findings. Again, they conclude that there are no adverse human health effects associated with exposure to RF from wireless antennas. Additionally,the proposed project will actually enhance public safety and welfare by providing instantaneous communication for wireless users. Every day, wireless phone users place over 100,000 calls to 9-1-1 and other emergency numbers to save lives and assist victims of accidents,crimes, fires, storms,and natural disasters. 2)Will the proposed use be consistent and compatible with the intent of the Comprehensive Plan? Yes—as described in the Mason County Comprehensive Plan and Development Regulations, the location of the project will accomplish the following: • This proposal will enhance and improve wireless communications in this more rural portion of the county. • This proposal will encourage collocation and will allow an additional two service providers to locate on this tower and serves to reduce the proliferation of multiple towers in a single area. • The proposed tower is situated in an existing stand of trees for additional screening and located in a small 40- acre In-Holding Lands zone which is nestled in the middle of Long Term Commercial Forest. • This proposal will not adversely affect the quality of life enjoyed by its residents. The project does not impact the low housing densities, wilderness and semi-primitive recreational living opportunities and open space. The project utilizes an unused 50' x 50' area that will not detract from the desired character of the county. On the contrary, it will add to the safety and welfare of the area and allow it's residents and visitors more"worry-free" access to those natural resources that are prevalent in the area. 3)Will the proposed use introduce hazardous conditions at the site that can not be mitigated through appropriate measures to protect adjacent properties and the community at large? No—the project does not involve the generation, storage,treatment or disposal of hazardous materials,hazardous substances or hazardous wastes. Access to the radio equipment and tower is protected by a security fence coupled with 24 hour, 7 day a week remote monitoring from AT&T Wireless's Network Operations Center. 4)Is the proposed use served by adequate public facilities which are in place,or planned as a condition of approval or as an identified item in the County's Capital Facilities Plan? N/A—the proposed project is an unmanned telecommunications facility that is monitored remotely and will require only a routine maintenance visit every 4-6 weeks. 5)Will the proposed use have a significant impact upon existing uses on adjacent lands? No—The proposal will be placed in such a manner that its visual impacts on the surrounding area will be at the lowest possible level. The site is situated in a stand of tall trees that serve as an excellent screen. The existing uses on adjacent lands will not be impacted apart from benefiting from the enhanced wireless communications the site will offer. 6)If located outside of an Urban Growth Area,will the proposal result in the need to extend urban services? No—on the contrary,the proposed project itself extends urban type services to the rural areas by allowing the provision of wireless voice services and next generation wireless data services. As discussed above, the project area itself is unmanned and will be monitored remotely,thereby not requiring the extension of urban services. C) Site Plan - see enclosed Site Plans. D) Drawings of all structures with clear scale, including profile - see enclosed Site Plans E) Responses to describe how the proposed tower/antennas will meet the goals of the Ordinance No. 05-98 Telecommunications Antennas and Towers (Sec. 3a) The proposed project meets all the general guidelines for the siting of towers and antennas. Specifically, these goals are: 1. Encourage the location of towers in Rural Areas and Long Term Commercial Forest Lands. The project is located in a In-Holding Lands zone which is a rural use surrounded by Long Term Commercial Forest. 2. Encourage strongly the joint use of new and existing tower sites. AT&T Wireless has been very progressive in its attempts to locate on existing structures first; nine out of the initial eleven sites designed for Mason County have been collocations on existing structures. In this specific area there were no existing structures available to AT&T for collocation that would service this area,therefore this new tower is needed. The tower will be built for collocation and will allow for up to three(3) different service providers, including AT&T Wireless,to locate their antennas on it. 3. Encourage users of towers and antennas to locate them,to the extent possible,in areas where the adverse impact on the county is minimal. The property address is comprised of a house and two mobile homes,and has been subdivided into 4 equal lots (Lots A-D),each containing 5 acres, with the fore-mentioned residences sitting on Lot A.The other 3 lots to the east(B -D)are vacant. There are only two more residences in the immediate area, one to the northeast and one to the northwest. These five residences make up the entire In-Holding Lands zone. As discussed earlier,the project will not impact the low housing densities,wilderness and open space.The project utilizes a 50' x 50' area that will not detract from the desired character of the county. 4. Encourage users of towers and antennas to configure them in a way that minimizes the adverse visual impact of the towers and antennas. The project is designed such that its visual impacts on the surrounding area will be minimal. Additionally,the site is situated in the midst of tall trees that serve as screening to the base of the tower. 5. Enhance the ability of the providers of telecommunications services to provide such services to the community quickly, effectively,and efficiently. After all Mason County permits are issued,the construction of the project will only take three to four weeks to construct. Customers will immediately benefit from the improved wireless coverage in the area. Additional telecommunication providers who wish to locate on the tower will benefit from a streamlined permitting process and an even simpler construction process. F) Narrative inventory of existing towers/antennas in the vicinity of the proposal site, noting location, height, and design of each tower(Sec. 3c) Because Cingular Wireless is still in the initial stages of adding coverage to Mason County, we currently have no existing towers in our inventory per section 3d)of Ordinance No. 05-98. We do have 9 existing permits for collocation and the closest two are located to the North and are listed below: • 961 S02088— 130 SE Lynch Rd, Shelton,WA., 98584—collocation on 150' monopole owned by VoiceStream • 961 S02087—531 SE Cole Rd., Shelton,WA., 98584—collocation on 150' monopole owned by VoiceStream G) Responses to the eight review factors noted in Sec. 6c and to the information on the availability of suitable existing tower or structures noted in Sec. 6d. 1. Height of the proposed tower. The proposed tower height will be 150' feet high and will allow collocation for two additional carvers. 2. Proximity of the tower to residential structures and residential district boundaries. The tower is 660' from the closest residence. It sits 150' from the East property line of Lot C, 179' from the West property line, 199' from the North property line and 403' from the South property line. 3. Nature of uses on adjacent and nearby properties. To the North, East and West the property is zoned In-Holding Lands, and there are only 5 residences on this 40-acre portion with lots of open space and trees. The property to the south is zoned Long Term Commercial Forest and is heavily wooded. Long Term Commercial Forest surrounds the 40-acre In-Holding Lands zone. 4. Surrounding tree coverage and foliage. The proposed project sits in a stand of trees(primarily Douglas Fir and maple)that cover the better portion of the 5-acre lot. There is an extensive amount of trees on the surrounding lots as well. 5. Surrounding topography. The topography is generally characterized as mostly flat with some gradual rolling hills. 6. Design of the tower,with particular reference to design characteristics that have the effect of reducing or eliminating visual obtrusiveness. The monopole will be a tapered design and will house the required cabling inside the center of the pole. The monopole and antennas will maintain a galvanized steel finish as per section 3.d(1)of Ordinance No. 05-98. The facility is cited in a stand of trees that will naturally screen the fenced compound and radio equipment. 7. Proposed ingress and egress. The property is accessed off of Shelton Matlock Road via an existing dirt road. 8. Availability of suitable existing towers and other structures as discussed in Section 6.d of this ordinance. There are no other towers or structures in the vicinity of this proposal that reach the desired height of 150' needed for the coverage objectives AT&T Wireless. H.
