Parcel Number: 32024-51-70001 Dear Mr. Salazar: After review of your submitted JARPA application, Mason County concludes that the proposed cultivation of clams and oysters on the private marine tidelands in Hammersley of Puget Sound, does not constitute development under the Mason County Shoreline Master Program and does not cause substantial interference with the normal public use of the water (AGO 2007 No. 1). Therefore, a Substantial Development Permit is not required nor a letter of Shoreline Exemption. The proposed development includes the establishment of commercial intertidal aquaculture farm for the cultivation of oysters (0.182) and clams (0.212) acres. The proposed cultivation area is located between the +3.0 tidal level and -2.0 tidal elevations. The farm will be located on private tidelands, using hand harvest only. Mason County has determined that the proposed aquaculture operation is consistent with the Mason County Shoreline Master Program Policies and Use Regulations for Aquaculture and the Shoreline Management Act. Briefly describe the vegetation and habitat conditions on the property. of e The Hammersley Inlet grow area is situated at the base of a steep, unarmored bluff in a single-family residential area. Aquatic vegetation observed within the project area in Eld Inlet and Totten Inlet included drift green sea lettuce (Ulva species) and other seasonal macroalgae growth. The Hammersley Inlet project area also contained Graciliaria and false kelp (Petalonia spp.) attached to large oyster shells and cobbles across approximately one third of the growing area. No eelgrass or Laminaria species were observed. Substrates consist of small gravels transitioning to silt and mud with interspersed oyster shells. The adjacent uplands are vegetated with western sword fern (Polystichum munitum), red alder (Alnus rubra), salal (Gaultheria shallon), and western red cedar(Thuja plicata). A maintained lawn associated with a singlefamily residence is located landward of the bluff across a portion of the adjacent uplands. 5m. Continue for 1.7 miles, and then turn right onto East Arcadia Avenue. In 3.9 miles, turn left onto Southeast Morgan Road. In 0.1 mile, turn right to stay on Southeast Morgan Road. Proceed for 0.4 mile and then turn right onto Southeast Skookum View Drive, where the subject property will be located at the end of the drive. You can provide more detail in 6b. h[ ell The Applicant proposes to continue small-scale, commercial shellfish aquaculture operations on tidelands that have been under cultivation for years. Project areas are limited to the intertidal regions of i laml i iersley Inlet at a tidal elevation of+3 feet to -2 feet. The proposed shellfish operations consist of oyster and clam growing and harvest, primarily of Pacific oysters and Manila clams. Maintenance and harvest operations are conducted by hand; no mechanized harvest or frosting is proposed. The Applicant desires approval to continue tumble bag line, bottom line bag, and bottom culture methods for the preparation and maintenance of shellfish beds. Additional tumble bag lines and/or bottom line bags are proposed. The Applicant also proposes to install a buoy to demarcate the grow site. 6b. Describe the purpose of the project and why you want or need to perform it. h[M The Applicant proposes to continue commercial shellfish aquaculture operations on tidelands that have been under cultivation for years by the Applicant and others. The Applicant grows oysters and clams. Oysters are grown using tumble bag lines, bottom line bags, and bottom culture. Tumble bag lines consist of bags with attached floats that are suspended from lines attached to T-posts driven into the substrate. Bottom line bags consist of a row of bags attached by stakes to the beach. Clams are grown using bottom culture methods. The Applicant proposes installing additional tumble bag lines and/or bottom-line bags in the growing site. The Applicant proposes installing a buoy to demarcate the grow area and alert boat traffic to the presence of the grow area. Per Mason County Code (MCC) Shoreline Master Plan (SMP) 17.50.400.B.1.f the construction of a navigational aid such as an anchor buoy is exempt from a Substantial Development permit. Buoys will utilize a helical anchor, and a mid-line float to minimize impact to the substrate. 6C. Indicate the project category.
