ENVIRONMENTAL CHECKLIST 615 W. Alder Street
Purpose of checklist:
The State Environmental Policy Act(SEPA),chapter 43.21C RCW,requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement(EIS)must be prepared for
all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to
provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the
proposal,if it can be done)and to help the agency decide whether an EIS is required.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental
agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring
preparation of an EIS. Answer the questions briefly,with the most precise information known,or give the best description you
can.
You must answer each question accurately and carefully,to the best of your knowledge. In most cases,you should be
able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not
know the answer,or if a question does not apply to your proposal,write"do not know" or"does not apply." Complete answers
to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer
these questions if you can. If you have problems,the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on
different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects.
The agency to which you submit this checklist may ask you to explain your answers or provide additional information
reasonably related to determining if there may be significant adverse impact.

Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN
ADDITION,complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS(part D).

summer months,and harvesting 5.5 years later in the winter to spring for about 6 months total.

11. Give brief,complete description of your proposal,including the proposed uses and the size of the project and site. There are
several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those

Geoduck cultivation will occur within a 130 ft x 130 ft plot(0.37 acres)on privately owned tidelands between the
depths of approximately+2.5 feet MLLW to-3.5 feet MLLW. The planting area will begin approximately 135 feet
seaward(northeast)of MIH[HW and extend out another 130 feet to-3.5' MLLW deep. The planting area will span the
width of Pierce County parcel 120077590023
Seed will be brought by boat from a remote nursery location and hand planted. Mesh sleeves will be installed
throughout the beach and the beach will be planted at a density of 3 geoducks/sq ft. After sleeves are planted,they
will be covered with 40'x40' area nets 1/2 inch diameter to keep algal fouling to a minimum.

State Inland Marine Waters(pages 3-8)included with this application.

a. Surface:
1) Is there any surface water body on or in the immediate vicinity of the site (including

Sound.

shorelines of the state comply with its administrative procedures (WAC 173-14) and the provisions of the Mason County

DEVELOPMENT DESCRIPTON:
Development proposal (identify and describe the proposed project, including the type of materials to be used, construction
methods, principle dimensions, and other pertinent information):
Commercial geoduck aquaculture is proposed on 0.3 acres of privately owned tidelands between+2.5'MLLW and-3.5'MLLW.
Existing Use (identify current use of property with exist improvements):
Single family residence and associated tidelands. Adjacent properties on both sides are also single family residences with tidelands that are currently
being used for aquatic farming.
Reason for requesting development:
The puprpose of this proposal is to grow geoducks for a wholesale market.
The applicant shall provide, at a minimum, the following information:
a. SITE PLAN -drawn to scale and including:
i. The boundary of the parcel(s) of land upon which the development is proposed;

` ii. The ordinary high water mark (OHWM). This may be an approximate location provided, that for
any development where a determination of consistency with the applicable regulations requires a
precise location of the OHWM the mark shall be located precisely and the biological and
hydrological basis for the location as indicated on the plans shall be included in the development
plan. Where the OHWM is neither adjacent to or within the boundary of the project,the plan shall
indicate the distance and direction to the nearest OHWM of a shoreline;
iii. Where appropriate, the proposed land contours using five-foot intervals in water area and ten-foot
intervals on areas landward of OHWM, if development involves grading, cutting, filling, or other
alteration of land contours;
iv. The dimensions and location of existing structures which will be maintained;
V. The dimensions and locations of proposed structures; parking and landscaping;
vi. The location of proposed utilities, such as sewer, septic tanks and drain fields, water, gas and
electricity;
vii. The location, source, composition, and volume of fill material;
viii. The location, composition and volume of any extracted materials, and proposed disposal area;
b. CROSS SECTION, drawn to scale including:
i. The existing ground elevations;
ii. The proposed ground elevations;
iii. The location and height of existing structures;

ADDITIONAL INFORMATION FOR SHORELINE CONDITIONAL USE
The purpose of Conditional Use Permit is to allow greater flexibility in varying the new application of
the Use Regulations of the Master Program. Conditional Use Permits should also be granted in
circumstances where denial of the permit would result in a thwarting of the policy enumerated in
R.C.W. 90.58. In authorizing a Conditional Use, special conditions may be attached to the permit
by local government or the Department of Ecology to prevent undesirable effects of the proposed
use.
Uses that are classified, or set forth in the Master Program as conditional uses, may be authorized
provided the applicant can demonstrate all of the following:
1. That the proposed use will be consistent with the policies of R.C.W. 90.58. and the policies of
the Master Program.
As stated in RCW 90,58.200 "The department and local governments are authorized to
adopt such rules as are necessary and appropriate to carry out the provisions of this
chapter." The Mason County SMP contains policies and regulations to ensure that aculture
operations are "properly managed This application follows the SMP policy and regt_lation
guidelines.
2. That the proposed use will not interfere with the normal public use of the shoreline.
The c)rnl)n.-,Pd apnirli irk farm is located between the parcel bol inclaries on private
tidelands and there are active geoduck farms on the abutting parcels to north and
south, also private tidelands. I he farming practices should not be inhibitive to public
use, as the tubes to be placed in the substrate wall not interfere with ,,-mail craft
passing through when these tidelands are inundated with water.
3. That the proposed use of the site and design of the project will be compatible with other
permitted uses within the area and with uses planned for the area under the comprehensive
plan and shoreline master program.
Aquaculture is allowed on the conservancy shoreline and as stated in SMP
17.50.210, "Aquaculture is of statewide interest." There are existing, permitted

4. That the proposed use will cause no significant adverse effects to the shoreline environment in
which it is to be located.
While temporary effects may occur (nnise, suspended -sediment) and some long
term effects (diversity, nutrient flow), geoduck aquaculture is generally not
considered a negative impact in ecological unc ion. the proposed activity avoids
a-d verse impacts through conserva-tion measures pre s-ente d- in the Speciffic ProjeGt
Information Form (included with this application) as Programmatic Conditions,
all of which will e met with this project.
5. That the public interest suffers no substantial detrimental effect.
This project does not propose structures or other impedimental elements that would cause significant adverse impacts
to the normal public use of surface waters.
This program does not attempt to identify or foresee all conceivable shoreline uses or types of
development. When a use or development is proposed which is not readily classified within an
existing use or development category, the unspecified use may be authorized as a conditional use
provided that the applicant can demonstrate consistency with the criteria set forth above, and the
General Use regulations of the Master Program.
Uses, which are specifically prohibited by the Master Program, may not be authorized.
In the granting of all Conditional Use Permits, consideration shall be given to the cumulative impact
of additional requests for like actions in the area. For example, if Conditional Use Permits were
granted for other developments in the area where similar circumstances exist, the total of the
conditional uses should remain consistent with the policies of the Master Program and should not
produce substantial adverse effects to the shoreline environment.
