11) All propane tanks must be installed in accordance with the Uniform Fire Code and all applicable Mason County ordinances. All propane tanks filled on
site must be located a minimun f 10' from any possible source of ignition (electrical outlets, electrical fixtures, compressors, etc), mechanical system
air intake (direct ve applia c , ventilation air intake, etc), and/or any weeds, grass, brush, trash or any other similar combustible materials. Propane

20) 1. Developers and individuals shall be required to control erosion during construction. Removal of vegetation shall be avoided and any areas disturbed
should be restored to prevent erosion and other environmental impacts.
2. The existing natural vegetative buffer shall remain undisturbed by any construction and/or development activities on the parcel.
3. The provisions and recommendations of the Habitat Management Plan shall be enacted. A copy of the Habitat Management Plan shall be kept
onsite and made available to inspectors.
4. All upland areas disturbed or newly created by construction activities shall be seeded, vegetated or given an equivalent type of erosion protection (silt
fencing or straw matting).
5. A detailed planting plan, with species composition, number, and distribution shall be provided to and approved by Planning staff prior to final approval
of the building permit.
6. A monitoring plan shall be enacted whereby a qualified biologist shall submit a report detailing the condition of the restoration area. This report shall
be due on the anniversary date of the issuance of the building permit and shall be submitted annually for three years.
7. A survival rate of 90% of plantings is required each year during the three-year monitoring period. If survival falls below 90%, the applicant shall
replant to restore the required survivalsurvival percentage and shall extend the monitoring report the necessary period to address the replantings.
8. A restoration bond shall be a tablished with Mason County in the amount necessary to perform the restoration.
9. No degradation of water qu l�ty shall occur as a result of this project.

This permit becomes null and void if work or�onstruction authorized is not commenced within 180 days, or if construction or work is suspended for a period of 180 days at any time after
work is commenced. Evidence of c`ntin afion of work is a progress inspection within the 180 day period. Final inspection must be approved before building can be occupied. Proof of
continuation of work is by means f rogress inspection. The owner or the agent on the owners behalf, represents that the information provided is accurate and grants employees of
Mason County access to the abo de cr d property and structure for review and inspection.

Subject: Recommendations for improvement to site
soils for support of foundation for your
new residence to be constructed at 1150
E . North Bay Road, Allyn area of Mason
County, Tax Parcel Number 122171200051 .
Dear Mrs . Berg:
As requested, I met with you and your site work
contractor at the above site in order to evaluate site
soil conditions and to present recommendation for
improvement to the subgrade to ensure support for your
new residence. At the time of our site visit, an
existing residence had been razed, foundations
removed, and the former crawl space area was open. We
observed ground water flowing through the former crawl
space.
From our conversation, we understand that your new
residence will occupy the area of the former residence
on this site. The new residence will have a building
footprint of 41 x 61 feet with a 26 x 29 garage to be
constructed in the southwest corner of the residence.
We understand that the new residence will be of
1 . 5-story, wood-frame construction. Continuous
perimeter footings will be used for support of
exterior wall loads . Strip footing or pier pad
footings will be used for support of interior bearing
walls . A crawl space will be included in the design
solution.
Site soils offer poor support for the new footings .
Soil profile in the construction area consists of
alluvium and fill that has been deposited over about
two feet of peat. The peat crops out in the former
crawl space excavation. Peat is considered to be an
infinitely compressible soil for its thickness . Under

the peat layer, we find a compact sand associated with
a depositional history of Vashon recessional outwash
soils (Qvr) The sand layer varies in thickness and is
underlain by Vashon subglacial till (Qvt) . ' In this
area, the subglacial till is weathered to depth and is
excavatable using standard construction 04uipment.
Subglacial till is for all practical purposes
impermeable.
The site is located at the base of slope. From work
we have done to the west of this site along Highway 3,
we have found thin recessional outwash soils over
subglacial till. The flow of water from the slope is
to the east towards North Bay of the Case Inlet which
fronts this property. We expect that the flow of
water from this area during periods of heavy or
prolonged rainfall is great. Saturation of the soils
above the subglacial till may extend to the surface.
Sheet flow of storm water from North Bay Road is also
directed to your site.
We understand from our conversation with you and your
site work contractor that extensive drainage is
proposed to intercept and control both ground water
and surface water flowing towards your building site.
We concur with the proposed scope of work including
interception of surface flow from the highway and
construction of french drains on the west side of the
building site.
To provide foundation support, we recommend that the
alluvial soils and peat be removed to expose firm
mineral soils . This removal must extend a minimum of
one foot horizontally for each foot of removal or a
minimum of three feet outside of building lines to
provide lateral support . Into the excavation, we
recommend that quarry spall in the six- to ten-inch
size be placed. Quarry spall do not contain fines and
will allow for the flow of any ground water not
captured by the drain system and so prevent ponding of
water in the crawl space .
Compaction control using standard test methods are not
possible when coarse material is used. When more than
30% by weight is retained above the 3/4-inch screen,
standard testing procedures are not possible. For
compaction control, we recommend that the use of a

firm and non-yielding surface be used for control . We
have no objection to the placement of a finer grade
material to cap the quarry spall section. The last
foot of the structural fill section may use a 3-inch
minus, well graded crushed rock to facilitate fine
grading operations .
Footings may be cast on the structural fill section.
Foundation loads are distributed by the structural
fill section and imposed onto the firm to dense native
soils . We do not expect that significant long-term
total or differential settlements will occur for
foundations placed on the structural fill section
constructed as discussed.
Your site work contractor proposed to place a
geotextile support fabric between the quarry rock
section and native soils . We have no objection to the
use of a geotextile. Depending on manufacture and
product specification, geotextiles may be of low
permeability. Provisions may be required to allow for
the collection of water ponded by the geotextile, and
positive drainage must be ensured for the quarry spall
section. If geotextile is used, it should extend up
the excavation walls to provide a barrier between the
native soils and the quarry rock structural fill
section.
With the high ground water levels at this site, use of
a high quality vapor barrier to aid in reducing
moisture in the crawl space is recommended. At this
site, use of a 30 to 40 mil neoprene liner, similar to
the product used for pond liners may be beneficial .
This is more durable than a visqueen type of product.
The neoprene can have joints welded and can be
attached to the foundation to prevent moisture from
entering the crawl space .
Roof rain leaders should be collected into a tightline
system with the water conveyed into the existing
drainage system below the area of construction for
disposal . Construction of a perimeter footing drain
placed at the base of the footing is recommended. We
recommend that rigid PVC pipe be used for the footing
drain as it is more resistant to crushing and positive
slope to drain can be more easily ensured. The
footing drain may be connected into the existing

drainage system at an elevation such that backup into
the footing zone cannot occur. We also recommend that
cleanouts be provided for both the roof rain leader
and footing drain systems to facilitate future
maintenance.
Backfill against foundation walls should be a clean,
freely draining material . This will permit any water
to flow rapidly to the footing drain and prevent
ponding against the foundation walls . Maintaining a
positive slope of at least 2% for five feet away from
the foundation walls recommended to prevent surface
storm water from flowing towards the foundation.
Storm water from driveways and roadways should be
collected into either catch basins or trench drains .
This water should be disposed of in an approved manner
to allow filtration of water before entering Puget
Sound.
With placement of footings on a structural fill
section as discussed and good drainage practices, we
expect that the proposed construction will not have
any foundation support or wet crawl space issues . If

The Mason County Department of Community Development is currently reviewing all
permits that are expired and have not been approved for occupancy and use.
Pursuant to Mason County Code, Title 14 Building and Construction, a permit and
final inspection for this type of activity is required under the 2006 International
Building Code and your property is currently in violation status of occupancy and use.
Please contact our office to make the necessary arrangements 21 days from
the date of this letter. Failure to contact our office to make the necessary scheduled
inspections will result in enforcement actions.
To bring your site into compliance, you must schedule an inspection. One (1) $64.00
site investigation fee will need to be paid prior to inspection along with any
outstanding fees currently due on your building permit. For every inspection required
after that, you will be charged $64.00 again, per inspection until final inspection and
conditions are met.
