The project area is currently part of the SR 3 corridor. A land slide has destroyed a portion of the existing roadway making it unusable. Include expected water quality and fish impacts,and proposed actions to reduce the duration and severity of those impacts and provide proper protection for fish life.Complete plans and specifications should be provided for all work waterward of the Ordinary High Water Mark or Line,including types of equipment to be used,and for all work if applying for a shoreline permit. If additional space is needed,please attach a separate sheet. Project description and purpose: The purpose of the project is to repair SR 3 following a recent slide that caused significant damage to the site. The roadway will be reconstructed to the previous horizontal and vertical alignments. Drainage facilities will be constructed to convey stormwater under the roadway. A retaining wall will be constructed on the east side of the roadway to prevent future slides from occurring. A trench drain will be installed on the west side of the roadway to decrease the subsurface water pressure upon the retaining wall. There will be repairs done to North Bay Road,a portion of the slide detour. This portion is 1.9 miles long. Sections of this roadway are within 200 feet of a shoreline. Preparation of drawings: See Appendix A-sample drawings and checklist for completing the drawings. One set of original or good quality reproducible drawings must be attached. NOTE: Applicants are encouraged to submit photographs of the project site,but these do not substitute for drawings. THE CORPS OF ENGINEERS REQUIRES DRAWINGS ON 8-1/2 X 11 INCH SHEETS. After the initial preparation of the checklist,two additional items of work were identified as a part of this project. A description of these additional items are included in the revisions to item A.11(project description). Our JARPA form submitted to your office on April 20,1999 also omitted these project components. The installation of the horizontal drains will need to be considered in your review under the Mason County Critical Areas Ordinance regarding geologically hazardous areas and wetland buffers. In addition to the pavement repairs to North Bay Road which occur within 200 feet of North Bay,it appears that the pavement overlay of the Victor Cutoff Road(a portion of SR 302)may end within 200 feet of the confluence of Coulter Creek and North Bay,and may need to be considered in our application for exemption from Shoreline Substantial Development Permit. Copies of the vicinity map,paving and drainage plans showing the horizontal drains,a typical roadway section and plan showing the location of the soldier pile wall are also enclosed. I understand that the application for Shoreline Exemption and Mason Environmental Permit arrived without the fee attached. Enclosed please find a check in the amount of$137.00 (Shoreline Exemption-$27.00,Mason Environmental Permit-$110.00). I believe the addition of these items should complete our application packet.
