This is a 6.36-acre site zoned R-1 in the Allyn Urban Growth Area. Four of the lots will be reserved for duplexes, one for a single-family residence and three as open-space/infrastructure lots (community well and septic). The project will add nine new dwelling units to the Allyn UGA with a density of 1.4 units per gross acre. The site is steep, and a geological assessment was written by GeoResources in 2016 which found no land slide hazard on the site. If the developer/contractor encounters any such artifacts, he/she shall immediately stop work and notify Mason County and the Washington State Department of Archaeology and Historic Preservation. Failure to do so may result in civil penalties. 2) GEO-TECHNICAL A geologic Assessment has been prepared by GeoResources LLC and the submittal checklist has been reviewed and found complete by Michael MacSems of Mason County Community Services Department. The applicant shall follow the recommendations of the report. 3) LAND MODIFICATION PERMIT If road construction involves more than 200 cubic yard of (non-ballast) material, a Land Modification (a.k.a. "grading") permit is required. SEPA review is triggered at 500 cubic yards. 4) SCHOOL IMPACT MITIGATION Prior to the approval of this application, the developer shall provide written evidence to the County that he/she has reached an agreement with the North Mason School District concerning mitigation for impacts to schools, or that the school district has determined that no mitigation is necessary. The timing and amount of mitigation, if any, shall be as agreed to by the parties. 5) STORM WATER & EROSION CONTROL Escape of silty water or mud from this property shall be considered a violation of County and State storm water management regulations and could subject the applicant(s) to civil fines or penalties. Future site development of this site shall comply with the MCC 14.48 and 2012 WSDOE Stormwater Manual as amended. Such triggering activity includes, but isn't necessarily limited to stumping, grading, road construction, construction of stormwater facilities, water systems, septic systems and home construction. Consistent with RCW 90.44.050, the daily water withdrawal for the entire system shall not exceed 5,000 gallons per day. Said community water system must be built or bonded prior to short plat approval. 7) PERMANENTACCESS This short subdivision shall not be approved until the applicant has received all necessary permits and approvals from the Washington State Department of Transportation. 8) COMMUNITY SEPTIC SYSTEM Community septic system must be built or bonded prior to short plat approval.
