A stormwater and erosion control Minimum Requirements 1-5 narrative shall be submitted to Mason County and approved as complete prior issuance of this permit. During the logging period, the erosion &sediment control facilities shall be upgraded as needed for unexpected storm events and to ensure that sediment and sediment-laden water do not leave the site. 3. HOURS OF OPERATION. Noise associated with this application shall not exceed what is allowed under Mason County Code 9.36. Harvest operations shall start no earlier than 7:00 AM and shall end before 8:00 PM on a daily basis. SLASH ABATEMENT. This Forest Practice Application indicates that forest debris resulting from the proposed logging operation may create an extreme fire hazard under RCW 76.04.600 and WAC 332-24-650. An extreme fire hazard could be created if one or more of the conditions found in WAC 332-24-650 is located within 100 feet of the running surface of a public road; or is within 500 of an existing structure and/or designated public use area, which is not owned by the owner of the fire hazard area. The land owner is fully liable in the event of fire, if he or she fails to appropriately abate the hazard. Extreme fire hazards shall be abated by removing the forest debris, or by other means approved by the Washington State Department of Natural Resources (DNR). 5. STREAM SETBACKS. Cutting setbacks as documented on the submitted site plans and the Geotechnical Report, prepared by All American Geotechnical, dated February 20, 2024, shall be adhered to. The minimum vegetative buffer for the Type F stream (fish bearing), is 150'from the edge of the stream channel. This buffer shall be flagged and observed. 6. GEOTECHNICAL REPORT. The approval of this project is subject to the recommendations and specifications outlined in the attached Geotechnical Report, prepared by All American Geotechnical, dated February 20, 2024. All applicable recommendations and specifications shall be applied to the development on this site. Any deviation requires stamped written approval from the registered design professional responsible for the report and may require special inspection by same. Structures and/or land modifications(grading,cuts,fills, etc.)required in the geotechnical report, may require a separate permit. The Geotechnical Report shall remain attached to the approved Forest Practices Approval permit. " 8. CLEARING LIMITS. The boundaries of the clearing limits shown on the submitted site plan shall be clearly flagged in the field prior to logging. During the logging period, no disturbance beyond the flagged clearing limits shall be permitted. The flagging shall be maintained by the applicant/contractor for the duration of construction. 9. MAINTAIN BMP'S. All temporary and permanent erosion &sediment control BMP's shall be maintained and repaired as needed to assure continued performance of their intended function.All temporary erosion and sediment control BMP's shall be removed within 30 days after the final site stabilization is achieved or after the temporary BMP's are no longer needed. Mason County Resource Ordinance The issuance of this permit will not result in a violation of the Mason County Resource Lands and Critical Areas Ordinance. The site was inspected by Luke Viscusi, of the Mason County Planning Department, who determined that any critical area buffer and/or steep slope issues have been sufficiently documented in the Geotechnical Report, prepared by All American Geotechnical, dated February 20, 2024. All project activities are outside of wetland, stream, and landslide hazard area buffers, with the exception of a portion of the site with slopes greater than 40%, which was determined safe for clearing if complying with the recommendations of the Geotechnical Report(see below). Geo-Technical Report/Assessment Review A Geotechnical Report was prepared by All American Geotechnical, dated February 20, 2024, and a submittal checklist was approved by Luke Viscusi, of the Mason County Planning Department, as being complete on March 29, 2024. There is a portion of a Landslide Hazard Area within the clearing limits that is given a 50 foot buffer and annotated on the site plan in the Geotechnical Report(Figure 2). Curtis Cushman confirmed through email on March 13, 2024, that the small area marked LHA may be included in the clearing limits so long as the 150 foot stream buffer and the recommendations of the Geotechnical Report are adhered to. Washington State Department of Transportation A DOT Access Permit is not required for this proposal. State Environmental Policy Act This application for FPA2023-00010 has been reviewed for SEPA compliance under case #:SEP2023-00077. The SEPA record number is 202401483. a) Is SEPA exempt. The SEPA Determination of Non-Significance was emailed to the appropriate entities and posted on-site on April 5, 2024. One comment was submitted by the Squaxin Island Tribe during the 14-day comment period, which closed on April 19, 2024. c) MDNS No Stormwater Management An engineered storm water plan for Mason County Public Works is NIA due to converting less than 2.5 acres of native vegetation to pasture (108,900 sgft). The site plan shows that land-disturbance will be 2.41 acres(104,980 sgft). The project requires Minimum Requirements#1 through#5 of the 2014 Stormwater Management Manual for Western Washington due to land-disturbing activities greater than 7,000 sqft. Associated Permits: Building Permit 248911, RLC Permit 248912, Septic Report 248920, Well Report 248917 Lot:4.16 acres Critical Area Buffer: 1.18 acres Total Project Footprint: 2.98 acres Timber Harvest: 2.41 acres Proposal: Is too clear approximately 2.41 acres of timber on 2.98 acres of the property and changing the cover-type on the 2.41 acres from trees to grass pasture for grazing.The nature of the project is essentially a timber harvest with additional slash abatement and some stump removal. No building construction,excavation, site grading, cuts/fills or impervious surfaces are considered by this proposal. Upon completion of timber harvest clean up, the site will be seeded with an appropriate grass seed for grazing purposes as advised by WA Dept. of Agriculture or Extension Service. Project Access: The project will use 100 feet of 12 ft. wide temporary un-improved road for logging purposes. No rock will be used and the road will be obliterated and re-seeded upon project completion. Access will use 1.3 miles of private maintained existing road. This road connects to the public infrastructure (E Harstine Isl. Rd.). No road access permit is expected to be required. Soil: Harstine gravelly ashy sandy loam on 15 to 30 percent slope. Parent material is sandy glacial drift with an influence of volcanic ash over dense glaciomarine deposit (till). Depth to restrictive layer is 20 to 39 inches. Drainage class is moderately well drained (hydrologic soil group B). Available water in the upper 60 inches is about 4.2 inches (low). Depth to water table varies between 2 to 3 feet. This is supported by septic system design soil log (permit#SWG 94-0743). Topography: Northwest oriented ridgetop with complex side slopes. The majority of the project lies between the elevations of 140 to 180 foot (top of ridge); this is a 40 foot vertical change. Based on the project location to this topography the projects location is at the very top of the water shed. Water accumulation is expected to be low due to lack of external sources. Slopes: Using Mason County 10 foot contour data in ArcMap, cross section lines were constructed to measure slopes. The slopes fluctuate on the project area with 82%of the area being<30%, 12% being 30 to 40%and 6% being>40%slopes. Approximately 80%of the project area is<15%slope and this occurs on the southern portion of the parcel. Drainage: No streams, lakes, or wetlands are found in the projects foot print. Although there is an adjacent "F" type classified stream found 150 feet away from the project boundary. Given the soil type is classified as moderately well drained, precipitation is expected to readily permeate. The change in vegetation cover is not expected to change the water available to stream. The project is also not expected to change any drainage patterns or increase runoff based on EPA runoff calculator. Critical Area: There is a stream identified on site map as stream "A" which has a DNR water type classification of F. This is a stream that is > 2 feet wide, has a gradient of <16% and may support fish. This stream is located along northern property boundary and has been verified. This stream will be protected with a 150 foot vegetation area. The size of this vegetation area is 1 acre which is 25% of the lot area. The stream morphology is low gradient (5%) and is modestly restricted in a U shaped bottom. The bottom has an average width of 31 feet as measured from contour lines. As expected with low gradient/low velocity streams,very little to no bank scouring or cutting was observed. Harvest Method and Expected Use: Even-aged harvest using tracked equipment i.e. shovel or excavator for yarding. Future use of the harvested area is a pasture for grazing by post-harvest grass seeding. Element 1 Project Boundary Marking: As stated in the Forest Practice Notification application, the projects boundary will be clearly marked with glo-pink surveyor's ribbon on spacing that is clearly visible between each ribbon i.e. one can see at a minimum the two adjacent ribbons.The corners of the project boundary will be marked by hanging two ribbons. So as not to cause confusion when reviewing the site, all interior activities will be marked with glo-blue surveyor's ribbon i.e. temporary road and landing location. Element 2 Construction Access: Access will be from a private driveway on to E Hedlund Drive (private road). This driveway is already established. Element 3 Flow Rate Control: Precipitation is the only source of water that will affect this project site. This is expected to be controlled mainly by adopting project timing restriction found in MCC 8.52.140 (4) (B) (v) of operating only between May 1 to October 15 during the clearing phase. This time period is supported by historical precipitation records. The flow direction from the majority of the project site (77%) is away from the critical areas. The average slope in this area is 12.75%. The critical area will be additionally protected by a 150 foot undisturbed vegetation buffer. The soil type is rated as moderately well drained (hydrologic soil group B) and is expected to absorb most if not all of the expected precipitation. The change in vegetation cover is not expected to change the water available to stream "A" because there is Element 10 Control De-watering: N/A(No de-watering is anticipated). Element 11 Maintain BMP's: It is recommended that the contractor and applicant follow BMP's; 5457, S458 and C150 and based on these periodic inspections take steps to address any signs of erosion. Any discoveries should be recorded as to time,date,problem and actions taken to address. Element 12 Manage the Project: This project will be managed by the applicant who lives on site. The management will focus on timing (per MCC 8.52.140 (4) (B) (v)) and the BMP's as outlined in this narrative. Erosion will be controlled by keeping any runoff velocity low and directed towards non-sensitive areas. Stabilization will be accomplished as soon as practicable based on BMP C120 and no later than October 1 of the year in which the logging is completed. (Enclosures) no significant changes in the existing site conditions i.e. impervious surfaces. The project is also not expected to change any drainage patterns or increase runoff once fully vegetated. Element 4 Sediment Control: Erosion is the displacement of surface soil. It is generally associated with surface water concentration i.e. puddles, ponds, lakes and wetlands, which once they have achieved their maximum storage capacity the excess water will seek a path to another vessel that is always at a lower elevation. As water seeks this path it has the potential to pick up amounts of organic material, light soil particles and very small rocks. The ability of water to carry this load depends on water volume and velocity. Volume is controlled by the size of area where water is allowed to concentrate and the velocity is controlled by the change in elevation. There can be extreme change in elevation but without water concentration, erosion is unlikely to occur. Development activities associated with water concentration are excavation (ponding), soil compaction (infiltration), rutting (flow velocity) and impervious surfaces (infiltration). This project proposes no building construction, excavation, site grading, cuts/fills or impervious surfaces. The project does propose to log, abate slash and remove some stumps. This type of activity may cause soil compaction and rutting if soil moisture is high i.e. wet. Scheduling this project during the annual dry period should significantly address this. Although this activity will also roughen up the surface which can aid in reducing runoff velocity, vegetation establishment, increases infiltration and provides sediment traps (BMP C130). In addition the site will be re-seeded with grass for pasture per BMP C120 and S443. If necessary, water bars will be employed in skid roads where shape and slope would encourage water concentration and velocity (BMP C203). Element 5 Soil Stabilizing: All the disturbed area will be seeded with grass as recommended by WA Department of Agriculture or WA Extension Service for grazing purposes (BPM C120 and S443). For temporary stabilization if necessary the operation may employ straw to protect exposed areas of soil per BMP C121. Element 6 Slope Protection:The project does not include any cut or fill slopes. The natural slopes will be protected by grass seedling per BMP C120. Proiect Information Proposal: Is too clear approximately 2.41 acres of timber(58%of total property)on 2.98 acres of the property(71.7%of total property)and changing the cover-type from trees to grass pasture for grazing. The nature of the project is essentially a timber harvest with additional slash abatement. A pasture is still an open space usage. No building construction,excavation,site grading, cuts/fills or impervious surfaces are considered by this proposal. Land Cover:The dominate land cover type is forest.There is some disturbance (timber harvest © 2020) in this cover northeast of the project on slopes very similar to those found on the project. Soil: Harstine gravelly ashy sandy loam as identified by NRCS soil survey. Parent material is sandy glacial drift with an influence of volcanic ash over dense glaciomarine deposit(till). Depth to restrictive layer is 20 to 39 inches. Drainage class is moderately well drained. Available water in the upper 60 inches is about 4.2 inches (low).This supports the drainage class. Based on the project location to this topography the projects location is at the very top of the water shed.Water accumulation is expected to be low due to lack of external sources i.e.wetlands, lakes or streams. Slopes: Using Mason County 10 foot contour data in ArcMap, cross section lines were constructed to measure slopes.The slopes fluctuate on the project area with 82%of the area being<30%, 12%being 30 to 40%and 6% being>40%slopes.Approximately 80%of the project area is<15%slope and this occurs on the southern half of the parcel. Slope Stability Rating:The Coastal Zone Atlas Portal rates the slopes in project area as stable with some intermediate stable slope along stream.The intermediate stable slope is contained within the 150 foot undisturbed vegetation area. Liquefaction Rating: Low to Very Low per Washington Geologic Information Portal.This appears to be the predominate rating for Mason County. Seismic Site Class:C and C-D per Washington Geologic Information Portal. It appears that the majority of Mason County is a site class C. Seismic Features: Per the Washington Geologic Information Portal,there is a visible fault line approximately 5 miles southwest of the project.There is also an inferred seismic fold approximately 13 mile to the northeast. Land Slides: No active landslides have been documented in the immediate project vicinity per searches of both Coastal Zone Atlas and the Washington Geologic Information Portal. Some unverified geologic land forms are noted but they occur north of the project area and are separated from the project by the stream.These are entirely outside the project area and their toe is protected by the vegetation area afforded the critical area stream. Critical Area:There is a stream identified on project map as stream "A"which has a DN R water type classification of F.This is a stream that is> 2 feet wide, has a gradient of<16%and may support fish. This stream is located along northern property boundary and has been verified.This stream will be protected with a 150 foot vegetation area.The size of this vegetation area is 1 acre which is 25%of the lot area.The stream morphology is low gradient(5%)and is modestly restricted in a U shaped bottom. The bottom has an average width of 31 feet as measured from contour lines.As expected with low gradient/low velocity streams,very little to no bank scouring or cutting was observed. Anticipated Potential Offsite Impacts:Short term would be noise and traffic. Intermediate would be possible erosion,but this will depend on precipitation timing and re-vegetation timing.Timing is already addressed in 8.52.140(4) (B)(v)for precipitation.Concerns of sediment affecting the stream are very low given the undisturbed vegetation area size(150 feet). It would take a significant release of water (more than just precipitation)to breach this much of a setback. Long term potential is expect to be low given the knowledge of the site conditions. A land slide would directly impact the stream and Peale Passage.Any slide would most likely be contained to the stream gorge. Other public resources identified downstream are E Maples Road (approximately 800 ft.) and four structures(approximately>1000 ft.) which are well outside the stream gorges foot print as determined by Lidar image.All measurements were made from the geo-center of the subject parcel.
