The system serves 3 full time single family residences and 6 part time single family residences. The system was approved by Department of Health (DOH) in 1988 for 9 permanent connections and 73 recreational connections. The system is pursuing an approval for 89 full time residential connections as a Group A Community water system. The water system is supplied by an 8-inch drilled well (S01) that is 96 feet deep. The well is located in the SE % of SE % of Section 08, Township 20N, and Range 04W W.M. The well pump is a 5 HP Berkeley submersible pump with a capacity of 76 gpm. The well pumps water directly to distribution. The pump is controlled by a 40/60 psi pressure switch and three 119-gallon bladder tanks. The well and the source meter are located in a doghouse while the control equipment is located inside of a 10' x 12' pumphouse. The distribution system is comprised of approximately 2,200 feet of 4-inch PVC and 1,500 feet of 2.5- inch PVC pipes according to the original design by Robischon Engineers. The system has drilled a new 6-inch well (S02) to fulfill the build-out demand of the system. The detailed capacity and new well analyses are described in the Capacity Analysis Project Report submitted along with the Water System Plan. The proposed well has 71 gpm capacity at 40 psi. Purpose of the WSP The Water System Plan (WSP) has been prepared in accordance with Washington Administrative Code (WAC) 246-290-100. Per the pre-plan meeting, a Small Water System Management Program (SWSMP) format was used as the basis of the WSP including 15 additional requirements. The SWSMP has been prepared in accordance with the Washington Department of Health (DOH)guidance document issued in 2011 (DOH 331-134). The WSP serves several purposes including providing a: • central filing system for numerous water system records, • process to evaluate present and future system deficiencies and improvements necessary for continued water system operation,and • list of operation and maintenance duties that can be reviewed, used, and improved as necessary by existing and future water system personnel so they may effectively manage and operate the water system. Next Steps for Water System Improvements The WSP is divided into sections that address the managerial, technical, and financial capacity of the water system. Within each of these sections, the WSP identifies those items that require additional attention or follow-up. The follow-up actions identified for the managerial, technical, and financial sections are listed below. Latvian Village WSP 2015 Section 1— Next Steps to Improve Managerial Capacity Management structure It is recommended for the system to finalize the draft by-laws that establish the legal authority to make decisions for the system. Develop and implement a cross-connection control program At that time when Latvian Village water system grows to the point that it falls into the category of a Community Group A water system (15 or more full-time connections or 25 or more people per day for 180 or more days per year),the water system will need to make arrangements for a cross-connection control specialist to develop and implement a cross-connection control program. The summary of triggers and requirements for Group A TNC and Community systems are shown in the table attached. Section 2— Next Steps to Improve Technical Capacity Water quality sampling requirements When Latvian Village is approved as Group A Community system, bacterial and nitrate samplings must be done more often. Routine coliform samples will be collected quarterly(Group A TNC)or monthly (Group A Community)while nitrate samples will be collected annually. Inorganic compounds (IOCs), synthetic organic compounds(SOCs), and volatile organic compounds (VOCs)are required when the system transitions to Group A community system in the future. Implement a Water Use Efficiency Program Service meters are required on all new connections. Upon transitioning to Group A Community water system,the system needs to be fully metered. A WUE program and annual report are also required for a Community Group A water system. Other Recommendation It is recommended for the system to have an emergency generator to ensure continuous service during power outage. The details of all technical capacity recommendations are elaborated in Section 2.10. Section 3— Next Steps to Improve Financial Capacity Planning for other capital improvements Eventually, the water system will need to replace the pumphouse, distribution pipe mainlines, and well. Building adequate reserve funds and planning for future replacement of high-cost items is an important component in ensuring the long-term financial viability of the water system. It is important for the system to re-evaluate water rates at transition points(Group B to Group A TNC to Group A Community), and at periodic intervals(every 5—6 years). Latvian Village serves an 89-plat community area located southeast of Amstrong Lake. Mason County classified the zoning in the Latvian Village plat to be Rural Residential 10 acres (RR10) as shown in the attached Zoning Map. The system currently serves 3 full time and 6 part time residences. The part time houses are occupied in various months throughout the year. The calculated built-out population assuming 2.5 people per household is 223 people. The system currently has 3 full-time connections (-7 full time residences). Based on the U.S.Census Bureau,the percent change for population from 2000 to 2010 in Mason County is 23%or 2.3%increase/year. The population growth for City of Shelton (incorporated area),which is 1.6%increase per year, is lower than Mason county. Latvian Village is located in the rural area of Shelton with small sized plats so the lower growth statistic (1.6%increase/year) is more applicable. With 80 available lots,the 6-year projected number of ERUs is 7.68 ERU, or approximately 2 additional connections. The additional new connections are assumed to be full time connections to simplify calculations. The total part time connections are assumed to be the same. The system just added one part time connection in 2014 and expects to add 1 full time connection to the system within 2 years. Therefore, 2 connections added in 6 years is a reasonable projection. There are two possibilities for the population projection in the next 20 years. The first possibility is obtained using the same 1.6%growth/year,which results in a total of 25 ERU in the next 20 years. The second possibility is calculated using the 2 connections added/6-year projection. This approximately adds 6 connections to the system in the next 20 years. The second possibility is a more likely scenario because the system is classified as a rural residential. Therefore,the system is expecting a total of 9 full- time connections with 6 part-time connections in the next 20 years (11 ERU). There are several owners that have multiple properties (2—3 lots) in the service area. If the owners developed their properties at the same time,the system may add more than 6 connections in the next 20 years. Service Policies A set of by-laws for Latvian Village Homeowners Association was drafted but is still pending review and approval by the HOA members. The homeowners association has Covenants and Conditions Covenants and Restrictions recorded with the Mason County Auditor office as shown in Section 1.1. The following general policies are recommended in order to ensure that all customers receive uniform and equitable consideration. These policies may be revised or changed by the Latvian Village water system. The contract with satellite management agency and details on operation and maintenance of the system are attached in Section 2.1 and 2.2, respectively. Latvian Village WSP 2015 2.5 Water Rights The table below lists the essential provisions of the water right. The water right limits are more than the Latvian Village system demands. The existing well pump capacity (S01) is 76 gpm, which is below the maximum instantaneous withdrawal listed. Latvian Village is planning to drill another well to supply the calculated build-out demand of 138.3 gpm. Second source is drilled approximately 10 feet north of the existing well. The proposed well also withdraws water from the same aquifer as the first well. The second source is expected to have a capacity of 71 gpm at 40 psi per source approval report (S02). The well pumps will be controlled with a lead-lag alternating configuration. The maximum well pumps capacity when both well turned on is 147 gpm at 40 psi. Therefore, the system operates in compliance with the total instantaneous withdrawal limit. Annual Withdrawal The water right claim also lists the total quantity of water the system may withdraw each year — the annual quantity. The water rights certificates allow for the annual withdrawal of 30 acre-feet/year. Based on their water usage records, their 2013 annual water usage is 1.3 acre-feet, which is below the maximum annual withdrawal. Latvian Village estimated build-out (89 ERU) water usage is 17.77 acre- feet/year, which is also below the annual limit(Section 2.8). DEVELOPMENT SCHEDULE BEGIN PROJECT BY THIS DATE: COMPLETE PROJECT BY THIS DATE: WATER PUT TO FULL USE BY THIS OATS: 1 gt uguSt_3.1. 1992 August 31. 1994 WOW BACKGROUND: On�u y �31, 1987, the Latvian Homeowners Association filed for a permit under the j provisions of Chapter 90.44, Revised Code of Washington (RCW) to appropriate public ground water from a drilled well in the amount of 150 gallons per minute (GPM) for community domestic supply. The application was accepted for processing and assigned Application No. G 2-27170. The priority date of this application is July 31, 1987. A legal notice of the applicant's proposed appropriation was prepared by department staff and transmitted to the applicant together with publication instructions on August 25, 1987. Public notice appeared in The Shelton-Mason County Journal of Shelton, Washington on August 27 and September 3, 1987. No objections were received as a result of the public notice. INVESTIGATIONS: T e Triter is familiar with this area of Mason County so no field inspection was undertaken. However, the project was discussed in detail with the applicant's engineer, Jon Robischon during a telephone conversation on October 12, 1987. Other investigations included a review of pertinent state records and evaluating information submitted with the application. As a result of these investigations, the following is reported. This is a rural area of Mason County located approximately fi miles northwest of Shelton. The site is wooded and the closest neighboring well is more than 1/4 mile away. The well has been constructed and the road in the platted area have been cleared and graded. The remainder of the water system and other utilities are yet to be constructed. The applicant proposes to serve 89 lots in the proposed plat of "Latvian Village" The proposed lots are all between 12 and 13 thousand square feet in area (approximately 1/4 acre in size). Lot improvements are likely to include recreational cabins, recreation I vehicle sites and some full time residences. Water requirements for a community domestic system of this nature should not exceed 300 gallons per day per lot. This amount includes sufficient water to sprinkle small lawn j and garden areas for each lot and amounts to 30 acre-feet for the 89 lots proposed when j calculated on an annual basis. CONCLUSIONS: In accordance with Chapter 90.03 and 90.44 RCW, I find that there is water available for appropriation from the source in question and that the appropriation as recommended is a beneficial use and will not impair existing rights or be detrimental to the public welfare. Therefore, permit should issue, subject to existing rights and indicated provisions. RECOMMENDATIONS: Approval of this application and issuance of a permit to allow appropriation of 150 GPM from a drilled well for community domestic supply to serve 89 lots is hereby recommended. The period of use shall be as needed year round. The total annual withdrawal shall not exceed 30 acre.-feet per year. Approval shall be subject to the following provisions. Installation and maintenance of an access port as described in Ground Water Bulletin No. 1 is required. An air line and gauge may be installed in addition to the access port. Use of the waters to be appropriated under this application will be far a public water supply. State Board of Health rules require every owner of a public water supply to obtain written approval from the Water Supply and Waste Section, Department of Social and Health Services, Mail Stop LD 11, Building 4, Olympia, Washington 98504, prior to any new construction or alterations of a public water supply. In accordance with WAC 173-160-060 wells should not be located within certain minimum distances of potential sources of contamination. These minimum distances shall comply with local health regulations as appropriate. In general, wells should be located at least 50 feet, and preferably 100 feet from a sewer, septic tank privy, or other source of contamination. Due to low number of connections,the water usage does not reflect the build-out condition demand. Thus,the capacity analysis for the system is based on the similar system's average daily demand as elaborated in the project report. No service meters are installed in the system. Therefore, no water consumption data and distribution system leakage (DSL) is available. The annual 2012 and 2013 total water usages are 449,600 and 421,900 gallons, respectively. The high consumption in September 2012,August 2013,August 2014, and September 2014 were caused by flushing and highest part time houses occupation in the summer.
