Dear Mr. Svenson,
In response to a request made by your contractor, Oien Construction,
with your verbal approval, the Mason County Building Department provided for
you the services of a building inspector available at your job site pursuant to
fees established and adopted per the Uniform Building Code, Table 3-A.
The rate of $30.00 per hour for 4 hours (7:15am to 11 :15am) was
charged on 8-30-93 for the services of Larry Waters, Mason County Building
Inspector. This fee must be paid prior to any further inspections.
As explained to your contractor, if the circumstances regarding the concrete
pours had been addressed during the building permit review process, Mason
County would have required you to provide a special inspector for the project
at your cost initially, thus avoiding this fee now due to Mason County.
Please submit to this office, a check or money order made payable to the
Mason County Treasurer in the amount of $120.00 prior to September 30,
1993.

RE: Bulkhead Permit. Mason County Shoreline Master Program, Bulkhead
Replacement.
Dear Mr. Svenson:
Under the use regulations in the Mason County Shoreline Master Program a replacement
bulkhead "... shall be permitted in the same location as the original bulkhead,..", as stated
in Chapter 7.16.110 of the MCSMP. To accomplish this you will have to remove the
gabions or a portion of them so that the face of the replacement bulkhead is not further
waterward of the existing one.
After a site inspection, it was not evident that the existing bulkhead was in a state of
deterioration or that any of the wire baskets had ruptured. If the baskets are ruptured in spots,
it may be advisable to repair those areas with wire mesh and reconstitute the contents of the
gabions. By doing this, impacts to the beach are minimal in comparison to driving pile.
Please resubmit a site plan and structural drawing reflecting the existing location of the bulkhead
in relation to Mean Higher High Water. A detailed cross section of the proposed bulkhead
repairs will also be required.

Dear Mr . and Mrs . Svenson :
On October 29 , 1992 I visited your property on Hood Canal to
review the existing 4 ' high gabion bulkhead at your request .
The existing gabion bulkhead is probably about where the existing
toe of the original slope between the west right of way of High—
way 106 and Hood Canal . The recent winter storms have eroded the
toe support of the gabion bulkhead , allowing the top of the
gabion bulkhead to move seaward out of plumb . The existing
galvenized wire gabions are severely rusted and there is no way
to repair them.
It is my opinion that repair work be completed immediately . If
another foot of the toe becomes eroded , the gabions will tip over
from their own weight.
I have enclosed my repair recommendations for your use . I cannot
emphasize strong enough that this repair work needs to be done
before the upcoming winter .

Dear Mr. Manassee:
We were suprised by your letter dated 10/05/92 which stated that "it was not
evident that the existing bulkhead was in a state of deterioration or that
any of the wire baskets had ruptured. " After the damage we sustained in the
winter storms, we had moved some of the top layer of gabions back (landward)
of the top of the bulkhead to try to keep the whole thing from toppeling into
the Canal . We had been waiting for permission to begin fixing the bulkhead
and were feeling a definite time crunch.
After receiving your letter, we felt we should check with an engineer to see
if the situation was as desperate as we perceived it. Enclosed herewith is
a copy of a letter from McMenamin Engineering and a plan sketch.
We feel the type of bulkhead proposed would affect the environment the least.
As we propose it, the equipment would not be on the beach, the pilings would
only be waterward of the existing gabions approximately 20 inches and the quarry
rock in the gabions would act as an excellent filter for any runoff water from
the county road above. Also, the depth of the pilings will stabilize any future
problems of the county road. We understand that cement is not desirable because
of the leaching and its effect on sealife and if we put in a rock bulkhead, it
would require so much more rock at the base of the bulkhead that it would be
quite a ways waterward of our existing proposal .
Please consider the enclosed letter and our request to proceed with the shoring
up of our existing bulkhead. Thank you for your time.

Dear Mr. Manassee:
The reason you have not heard from us since we met at our parcel on December
1st is due to a delay in receiving a bid proposal from the contractor to put
in a cement bulkhead, thus we have not been able to go forward with our effort
in protecting our land.
The storm we had last week has resulted in our losing about 30 feet in the
southern part of the bulkhead (see enclosed picture) .
We would like to ask you to approve our removing the gabions, installing a
cement bulkhead, and using the quarry rock for drainage fill behind the bulk-
head. The bulkhead would be no further waterward than the existing gabions.
Please inspect the attached sketches and photos.
We hope that you will consider our plight and, in an effort to let us protect
our land, give us your approval as soon as possible.
