Thank you for your patience as we process the Flood Permit for the remodel of the residence at 221 N Potlatch Dr North,
Hoodsport.After review I have approved the Flood Permit and find the project to not be a Substantial Improvement. The
determination places the value of work versus the value of the structure (only the structure)at 47%. In determining a
Substantial Improvement in accordance with Mason County Title 14.22 the value of improvement is cumulative over a ten
year period, this could affect future projects moving forward.At this time the building permit for construction can now
complete the permitting process. I have two conditions for permitting, I would like to get your acknowledgement of prior to
permit issuance.
Please read each condition and provide type signature and email response in acknowledgement.
This property has been identified in a FEMA(A) Flood Hazard Area. SUBSTANTIAL IMPROVEMENT as defined
in the 2018 International Building Code is any repair, reconstruction, rehabilitation, alteration, addition or other
improvement of a building or structure,the cost of which equals or exceeds 50 percent of the market value of
the structure BEFORE the improvement or repair is started. If the structure has sustained substantial damage,
any repairs are considered substantial improvement regardless of the actual repair work performed. The term
does not, however, include either:
1.Any project for improvement of a building to correct existing health, sanitary or safety code violations
identified by the building and that are the minimum necessary to assure safe living conditions.
2,Any alteration of a historic structure provided that the alteration will not preclude the structure's continued
designation as a historic structure.
When Substantial Development has been determined future work including such items as change of use,
additions, alterations, and repairs are subject to the requirements of the 2018 International Existing Building
Code and 2018 International Building Code Section 1612.
Mason County Flood Prevention Ordinance definition (MCC 14.22.040):
"Substantial improvement" means any repair, reconstruction, or improvement of a structure, taking place
DURING A TEN-YEAR PERIOD, in which the cumulative cost equals or exceeds fifty_percent of the market
value of the structure either:

(1) Before the improvement or repair is started, or
(2) If the structure has been damaged and is being restored before the damage occurred. For this definition
"substantial improvement" is considered to occur when the first alteration of any wall, ceiling,floor, or other
structural part of the building commences,whether that alteration affects the external dimensions of the
structure.
This term includes structures which have incurred "repetitive loss" or"substantial damage"regardless of the
actual amount of repair work performed.
The term does not, however, include either:
(1)Any project for improvement of a structure to comply with existing state or local health, sanitary, or safety
code specifications which have been identified by the local code enforcement official, and which was in
existence prior to the damage event or improvement, and which are solely necessary to assure safe living
conditions, or
(2)Any alteration of a structure listed on the National Register of Historic Places or a State Inventory of
Historic Places.
